Abstract:
Most of President Bush's eight-day trip to the Middle East was spent in the Persian Gulf, visiting Kuwait, Bahrain, the two leading sheikhdoms of the United Arab Emirates (UAE), Abu Dhabi and Dubai, and Saudi Arabia. As long-term allies of the United States, these Gulf Arab states still look to Washington as their ultimate security guarantor in what remains a dangerous region. In return for security, the United States asks for a reasonable world price for oil, support for its efforts to secure peace between Israelis and Palestinians, and cooperation in countering the threat of a potentially nuclear-armed Iran. The success of the trip may be judged by future progress on these policies.

Abstract:
President Bush's recent visit to Israel and the Palestinian territories came six weeks after the Middle East peace conference in Annapolis. That parley marked the first time the United States did not mandate a purely sequential approach to the peace process. Instead, Washington now wants issues to be solved in parallel, with the implementation of past obligations occurring simultaneously with final agreement on the core issues of Jerusalem, refugees, and security. Bush's reiteration of this policy approach during his trip suggests that he has adopted Secretary of State Condoleezza Rice's peacemaking approach as his own.

Abstract:
On January 11, 2008, a Boston federal court convicted Emadeddin Muntasser, Samir Almonla, and Muhammad Mubayid of conspiring to defraud and conceal information from the U.S. government. Prosecutors proved the defendants fraudulently used the charity they ran -- Care International -- "to solicit and obtain tax deductible donations for the purpose of supporting and promoting the mujahedin (Muslim holy warriors) and jihad (violent armed conflict)." The defendants concealed from U.S. authorities the fact that Care was an outgrowth of and successor to the al-Kifah Refugee Center, and engaged in non-charitable activities such as the solicitation and expenditure of funds to support violent jihad.

Abstract:
In the wake of the National Intelligence Estimate (NIE) on Iran, questions are being raised as to whether sanctions and financial pressure remain a viable approach to changing Tehran's decisionmaking on its nuclear program. As evidence of this strategy's demise, critics point to the foundering attempts to negotiate a third round of UN sanctions against Iran -- sanctions that appeared imminent before the NIE's publication. While additional punitive measures by the UN are important and necessary, better enforcement of the various sanctions regimes already in place could have an equally significant impact.

4318. Kenya: Setting the Stage for Durable Peace?

Abstract:
The botched results from the December 27, 2007 presidential elections in Kenya sparked a wave of violence across the country that left more than 1,000 dead and 600,000 displaced. Incumbent president Mwai Kibaki, representing the ruling Party of National Unity (PNU), was declared the winner of the presidential polls over Raila Odinga, of the opposition Orange Democratic Movement (ODM). Supporters of the ODM, which had won 99 parliamentary seats against PNU's 43 (out of 210 elected seats), charged that the election had been rigged. The chairman of the Electoral Commission of Kenya has since stated that the PNU and the ODM-K (an allied party) forced him to call the election, even with irregularities in the tallying.

Abstract:
Improving economic management after almost two decades of violent conflict and civil unrest has been a top priority of Liberian President Ellen Johnson Sirleaf's reform agenda since her January 2006 inauguration. In April 2008, her administration could point to appreciable improvements in fiscal performance and economic progress, signs that the desired enhancements in economic management may have started to materialize. Many observers speculate whether these developments could be attributed to the country's multi-stakeholder Governance and Economic Management Assistance Program (GEMAP). If so, what lessons could be learned for other post-conflict countries? At an April 9, 2008 USIP event on the subject, the Liberian Finance Minister, the Honorable Antoinette Sayeh, reflected on GEMAP's impact, highlighted some challenges and discussed its applicability as a model for other countries. While recognizing the program's contributions, she emphasized that it is only one component of a much broader framework of reforms initiated since 2006. Sayeh also underscored the vital leadership role that President Sirleaf has played in the design and implementation of Liberia's public expenditure reform program.

4320. Analyzing Iran's Domestic Political Landscape

Abstract:
The results of Iran's March 14, 2008 parliamentary elections-a 70 percent victory for conservatives within Iran-came as little surprise. The ruling elite disqualified approximately 1,700 reformist candidates before the elections, minimizing the risk of a conservative defeat. However, the results revealed a growing divide between conservatives allied with President Mahmoud Ahmadinejad and a "third way" movement led by pragmatic conservatives who, though loyal to Supreme Leader Ayatollah Sayed Ali Khamenei, are critical of Ahmadinejad's economic policies and confrontational rhetoric with the West. The surprising electoral success of these pragmatic conservatives may pose a significant challenge to Ahmadinejad in Iran's 2009 presidential elections.
