Twenty years after the fall of the Berlin Wall, NATO stands at a crossroads. Will it reinvent itself yet again, to serve as the foundation for the security and defense of Europe and North America in a world of diverse, non-conventional threats, many of which come from outside of Europe? Will it return to a passive, geographically defined approach of protecting the territory of European Allies against armed attack? Will it merge these visions into a new hybrid? Will it retain the political will and resource commitments of its members, whether in Europe or North America?

What started last year as a growing international credit crunch and, by September, a global banking crisis has now spread into the real economy. International trade, investment and economic growth are all contracting. A drastic curtailment of credit, collapsing global demand and a loss of trade finance is having a devastating economic effect on both the developed and developing worlds, especially those economies that are heavily dependent on exports.

Abstract:
This policy paper encapsulates the key findings of a research project undertaken by the Centre on Human Rights in Conflict (CHRC) of the University of East London School of Law on rule of law in African countries emerging from violent conflict, funded by the British Academy. The CHRC commissioned a range of experts and practitioners from around the world to examine and assess contemporary international efforts at promoting rule of law reform in peacebuilding operations and development assistance. Country studies examined in depth the experiences of a number of African countries— the Democratic Republic of Congo (DRC), Liberia, Rwanda, Sierra Leone, and Sudan—while thematic studies examined rule of law as part of peacebuilding in comparative perspective, the role of traditional justice, and specific aspects of rule of law in the African context. These studies will be published as a book entitled Just Peace? Peacebuilding and rule of law in Africa.

As the 2009 Iranian elections came to an end, many states and groups waited with anticipation to see who would lead Iran for the next four years. To the concern of many Western governments, Mahmoud Ahmadinejad’s second term as president was confirmed by the Guardian Council after a questionable recount. This paper tracks reactions from countries and groups following the election and assesses their possible implications for the future. The damning exchanges between Iran and the West are reaching a level of hostility that bodes ill for a future rapprochement. If they continue to escalate, and if Iran is unwilling to scale down its nuclear programme, is the possibility of military action against this country coming closer to realization?

The salience of the due process issue varies considerably among states. Concerns are highest among European states that are constitutionally and politically bound to the enforcement of rigorous human rights standards. Many of these states also have concerns about broader UN reform issues related to the representativeness of the Security Council and the legitimacy of its working methods. For other states the controversy over due process reinforces a general skepticism about sanctions, and may serve as an excuse for inaction.

Abstract:
International sanctions intended to counter terrorism have been criticized for violating human rights and failing to comply with due process legal standards. Blacklisting practices have impeded the work of certain civil society groups and charities. The resulting controversy has eroded the credibility of UN Security Council counterterrorism sanctions and made it more difficult for some states and regional organizations to comply with these measures. Action is urgently needed to reform current listing and delisting procedures through a strengthening of due process procedures.
