Abstract:
This paper analyzes the present state of affairs regarding Turkey's European Union bid at the occasion of the fifth anniversary of the debut of the negotiations. At the first glance the tableau looks rather grim, the membership negotiations stalled, the political dialogue stuck and even the 15-years old customs union jeopardized by numerous political and administrative impediments. Parallel and due to this state of affairs, Turkey's modernization process once triggered by its aspirations to join the European Union is now fully Turkish driven. Despite this development, Turkey, the author argues, still benefits from the techniques, principles and standards of the Bloc and would need to do so in a foreseeable future.

Abstract:
The Protocols signed between Armenia and Turkey constitute a significant threshold in the relationship between the two countries. The process of ratification has been stalled, especially due to issues in Turkish domestic politics, and the Protocols have been shelved for now. However, it is important to not completely kill the process. It would thus be helpful in terms of a soft transition into the future if both parties implement those clauses in the Protocols that do not require ratification.

3464. Whistleblowing: an effective tool in the fight against corruption

Abstract:
Whistleblowing is increasingly recognised as an important tool in the prevention and detection of corruption and other malpractice. By disclosing wrongdoing in an organisation, whistleblowers can avert harm, protect human rights, help to save lives and safeguard the rule of law. The clandestine nature of corrupt behaviour means that it may never come to light unless cases are reported by people who discover them in the course of their work. But reporting can come at a high price: whistleblowers often expose themselves to great personal risks in order to protect the public interest. As a result of speaking out, they may lose their jobs, dampen their career prospects, and even put their own lives at risk. To provide a safe alternative to silence, TI recommends policy and legal measures to provide: Effective legal protection of whistleblowers against retaliation with full compensation in case of reprisals; Adequate mechanisms in public, private and not-for-profit organisations to ensure that disclosures are properly handled and thoroughly investigated; Public research, data collection, information and training to inform about the public benefit of whistleblowing.

Abstract:
Well-recognized as a critical waterway in the world, the Straits of Malacca has seen a tremendous increase in traffic movements as ship operators seek the shortest route to destinations between Europe and the Far East. In 2009 alone there were over 76,000 ship movements in the Straits not including the 30,000 crisscrossing between the littoral states. These huge numbers require constant monitoring and management as any incident would have tremendous impact not only on international traffic and its economic implications to shipper states, but also to the lifelines of the communities straddling this key waterway.

Since the end of the Cold War, administrations of both political parties have underfunded the military, first harvesting a "peace dividend" by reducing the size of the force and then repeatedly postponing investments needed to replace worn out equipment and preserve the technological advantages that have been a traditional source of American strength. Now, just as this strain on the military--engaged in today's persistent irregular wars, yet unable to prepare fully for the wars of the future--reaches a point of crisis, come new calls to cut the Defense Department's budget, amplified by the fears of a faltering economy, the federal government's desire to boost spending elsewhere, and its inability to rein in other spending. Yet the arguments frequently made for Pentagon spending cuts are concocted from a mix of faulty analysis and out-of-context "facts."

3468. North Korea under Tightening Sanctions

Outwardly, the Democratic People's Republic of Korea (DPRK, North Korea) appears stable. However, the country has been shaken by constricting international sanctions, extremely poor policy choices, and several internal challenges that have the potential to trigger instability. International sanctions have reduced foreign exchange earnings, while humanitarian assistance, which feeds millions of North Koreans, has declined due to political factors and donor fatigue. In addition to sanctions, Pyongyang has been dealing with the internal pressures of a disastrous currency reform as well as a chronic and deteriorating food security problem. The aggregate pressure is already taking a toll on North Korea's human security and could have a number of unanticipated consequences for regional and international security.

Abstract:
Despite the signing of the Comprehensive Peace Agreement 9 January 2005, which formally ended the 22-year civil war in Southern Sudan, the frequency and severity of local conflicts increased during 2009. These conflicts are threatening the stability of the South, and ultimately the peace process itself. Widespread insecurity will also make it difficult to hold the planned national elections in April and the 2011 referendum on secession. Land and natural resources are increasingly contested in Southern Sudan and these issues trigger and fuel local violence. The return of internally displaced persons and refugees is also a source of controversy. In addition, partially incompatible interpretations of the Sudan People's Liberation Movement/Army policy of “land belongs to the people” combined with institutional fragmentation further complicate the situation.

Abstract:
A well-functioning government is a prerequisite for any successful counter-insurgency strategy and good governance is unlikely to be established in Afghanistan any time soon. As a consequence, the plans for the build-up of the Afghan National Security Forces (ANSF) must be adjusted. This build-up is not only an exit strategy; it is a cover for a “graceful exit”, serving a perceptual function in western publics. But in counter-insurgency theory a disconnect between governance and security is anathema. The end-state projection of 400,000 soldiers and police is unsustainable and ill-adapted to Afghanistan's socio-economic and political foundations. Furthermore, the continued growth of centralized and corrupt security forces could very well lead to increased resistance. The ANSF – like any armed force – is in dire need of a credible and motivating cause, simply to avoid disintegration.
