Abstract:
On 2 May 2011, U.S. special forces killed Osama bin Laden, the leader of al-Qaeda, during a raid in the Pakistani town of Abbottabad. From 1988 onwards he led the first truly transnational, if not global, terrorist organisation aimed at establishing and leading a worldwide coalition of likeminded radicals in their quest for an Islamic Caliphate. The elimination of bin Laden is bound to seriously weaken this atomised terrorist outfit, which relies on the ingenuity of its senior operatives to plan and prepare sporadic, but designed to prove spectacular, terrorist attacks in different parts of the globe.

Abstract:
Belarus faces a serious economic and financial crisis, which may have a significant impact on the political transformation of that country. Because of increases in living costs, which are part of the aftermath of the devaluation of the Belarusian ruble and rapidly rising inflation, an explosion of mass public protests is forecast for the autumn. However, it is not expected that the protests will bring about a rapid (pro-European) turn in the political situation in Belarus. Moreover, the weakness of the opposition, which after the presidential election of 2010 became even more divided than before and still has no charismatic leader, is not propitious to radical, pro-European changes.

Abstract:
The current Polish Development Cooperation system has been under gradual construction since 2004. Fortunately, recent reforms have raised the probability it eventually will evolve as a strong and important tool for Poland's external relations. Moreover, these positive changes are taking place at a very crucial moment in history when unprecedented turmoil in the Arab world has exposed the weaknesses of the European development policy and while Poland is holding the presidency of the EU Council. The convergence of these factors further strengthens the need for a swift finalization of improvements in its development cooperation system if Poland wants to play a more critical role internationally and prove its usefulness in assisting other countries to meet their political and economic aspirations. A development policy that is better-resourced and more balanced (geographically and thematically) would provide Poland with a credible tool of soft power and would strengthen the brand of Polish solidarity.

For several months, we have witnessed rapid change in the countries of North Africa. Researchers and politicians have raised questions about the future of Arab countries once the revolution has run its course. Will the new authorities attempt to build a theocratic state or will they follow the example of Turkey and implement democratic reforms? The latter choice is becoming increasingly popular in the Arab world. This article will address the key questions that come up in connection with Turkey and Arab countries, including: the source of Turkey's popularity in the Arab world, what do they have in common, what divides them and, finally, whether Turkey could become a model for Arab countries.

Abstract:
On 18 May, after two and a half months in office, defence Minister Thomas de Maizière presented updated cornerstones of the ongoing Bundeswehr reform, which has been rebranded as a “reorientation” (Neujustierung). On the same day, new Defence Policy Guidelines (DPG) were published, replacing the previous document of 2003. The core message directed to internal public opinion and to international partners both disappointed and displeased with Germany's troubled record in the security policy domain is laid out in the title of the DPG: “Safeguarding National Interests – Assuming International Responsibility – Shaping Security Together.” The DPG delivered a conceptual foundation for the armed forces' transformation process, which will now be based on defined security policy assumptions—a feature lacking in the original reform announced in 2010 under the pressure of a financial consolidation plan. The document is both an outcome of the deteriorating German stance on the international security stage and an opportunity to push Berlin on the road towards assuming a new, more visible role, as a security actor.

3176. South Sudan on the Eve of Independence. Assessing the Viability of the World's Newest State

Abstract:
On 9 July 2011, South Sudan will declare its independence from the Republic of Sudan. The independence comes after 22 years of civil war, which ended in 2005 thanks to an internationally brokered Comprehensive Peace Agreement (CPA). The treaty was signed by President Omar al-Bashir and the late John Garang, head of the rebel Sudan Peoples' Liberation Movement (SPLM). It included provisions for a referendum in January 2011 in the 10 southern states to determine their political future. People in the south voted overwhelmingly (98.7%) for independence. The result of the referendum was recognised by the northern ruling National Congress Party (NCP). Most countries already have stated their intention to recognise the Republic of South Sudan.

3177. The Egyptian Revolution and its Aftermath

Abstract:
There is a great similarity between the Egyptian and Tunisian political changes at the beginning of 2011. Not only were there similarities between the two economies—imbalanced development and investment indicators and increasing rates of inflation and unemployment—but also in a symbolic sense in the reaction of citizens to the harsh living conditions. The very same week that a young Tunisian man, Mohamed Bou Azeezi, set himself on fire to object to the municipality's confiscation of the goods he was selling, Egyptian Hamdy Al-Senoosi lighted himself on fire as well, objecting to the confiscation of his “tuctuc”. Many analysts point to differences in the political system: In Egypt, there was allowed some space for political practices, while in Tunisia there existed a very repressive environment to the extent that human rights activists called Zine El Abidine Ben Ali “The Arab Pinochet.” That repression led to the explosion of public outrage in Tunisia. The Tunisian system is a typical authoritarian one while the former Egyptian system was a model of “electoral authoritarianism,” allowing some space of political movement via a sort of “pluralism” (even if it was a facade), a somewhat independent judiciary (even if it was subject to political pressures), something akin to freedom of expression (even if owners of media channels could not cross certain lines) and seats in parliament for the opposition (even if the majority always went to the main party).

Despite a marked improvement, the situation in Côte d'Ivoire remains fragile. The transfer to The Hague of former President Laurent Gbagbo – indicted by the International Criminal Court (ICC) – only twelve days before the parliamentary elections of 11 December 2011, has stoked political tensions. After a vote characterised by low turnout, the country remains deeply divided and still faces grave threats. The weakness and imbalance of the security apparatus and the two-tiered justice system, both of which reinforce the convictions of extremists, are the two main challenges the government must overcome in the months ahead. Although voting itself was peaceful, an electoral campaign marred by incidents serves as a reminder that political violence is still an everyday reality. The installation of a new Assembly marks a further step towards normalisation, but the country has yet to escape trouble.

3180. Is China's Indigenous Innovation Strategy Compatible with Globalization?

National innovation policies currently attract intense interest throughout the international community, particularly so in the aftermath of the global financial crisis. China is among those countries now relying heavily on government resources to drive innovation—a policy that directly challenges the prevalent theory that government powers have limited effects on a nation's innovation systems. Indeed, China's new indigenous innovation strategy has transformed the country's innovation systems. China's current indigenous innovation strategy is both constructive and efficient for an economy with clear targets for industrial innovation and working to catch up to international standards. For China to succeed as an innovative country it needs to provide more opportunity for market competition to incubate and generate radical innovations.
