Abstract:
Researchers often call the value added (VA) in a host country by firms based in another country foreign direct investment (FDI) and use FDI stocks and flows from a country's balance of payments to measure it. What FDI stocks and flows actually measure, however, is narrower, since they record long term financial transactions by which domestic firms exert control over foreign firms. French FDI stocks in Australia, for example, measure the value of shares and reinvested earnings of Australian firms owned by French firms and the net indebtedness of these Australian firms to their French parents.

Abstract:
In Columbia FDI Perspective No.37, Daniel M. Firger foretells “a new era characterized by profound harmonization” between climate change policy and international investment law, based on what he sees as “unmistakable signs of convergence” in recent investment treaty making. A study just released by the OECD suggests that convergence of investment treaty making toward environmental policy began about a decade ago, but also that “profound harmonization” of investment and climate change policy is still some time away.

Abstract:
In September 2008, the bankruptcy of Lehman Brothers sent financial markets in the United States into a spin. Credit markets froze as banks began to mistrust counterparties, not knowing the extent of toxic assets in loan portfolios that could lead to another major bank collapse. The crisis quickly spread around the world. Governments were urged to take drastic measures. Experts discussed the possible nationalization of portions of the U.S. banking industry and other sectors. Other countries also considered measures to save key industries.

2995. Indonesia: Hope and Hard Reality in Papua

Abstract:
The conflict in Indonesian Papua continues to defy solution, but some new ideas are on the table. A spike in violence in July and August 2011 underscores the urgency of exploring them. The government of President Susilo Bambang Yudhoyono should move quickly to set up a long-delayed new Papua unit with a mandate that includes political issues. That unit should look at a set of political, social, economic, legal and security indicators produced in July by a Papua Peace Conference that could become a framework for more enlightened policies. Taken together, they represent a vision of what a peaceful Papua would look like. The conference participants who drafted them, however, were almost all from Papuan civil society. For any real change to take place, there needs to be buy-in not just from Jakarta but from the increasingly large constituency of Papuan elected officials who have influence and resources at a local level.

Until recently, the Sahel (as-Sahil), literally the “shore” of the Saharan “sea,” rarely made headlines. Nevertheless, the expanding nexus of illicit trafficking and transnational Islamist terrorism—and the increasingly serious risk this poses to stability in the region and to international security—is attracting growing attention. These concerns will likely mount as al Qaeda in the Islamic Maghreb (AQIM) attempts to use the window of opportunity presented by the Arab Spring to reestablish itself in North Africa while transitional governments there devote much of their energy to rebuilding state institutions. In turn, an unstable North Africa, especially Libya, could further exacerbate insecurity in the Sahel as unsecured weapons and trained mercenaries filter their way into the region.

2997. Getting it Right from the Start: Priorities for Action in the New Republic of South Sudan

Amidst jubilant celebration in July 2011, the new Republic of South Sudan entered the international stage albeit as one of the least developed countries in the world. One in eight children die before their fifth birthday, the maternal mortality rate is one of the highest in the world and more than half the population lives below the poverty line. Against a backdrop of chronic under-development, the country is acutely vulnerable to recurring conflict and climatic shocks. More than 220,000 people were displaced last year due to conflict and more than 100,000 were affected by floods; and already this year, fighting in the disputed border areas, clashes between the Sudan People‟s Liberation Army (SPLA) and militia groups, disputes over land and cattle, and attacks by the Lord‟s Resistance Army, have forced nearly 300,000 people from their homes. The situation is exacerbated by a continuing influx of returnees, restricted movement across the northern border, high fuel prices and regional shortages in food stocks. South Sudan is a context that challenges normal development paradigms and fits awkwardly in the humanitarian relief–recovery–post-conflict development continuum. This complexity has not always been reflected in the strategies of either donors or implementing agencies.

2998. 'We are entirely exploitable': The lack of protection for civilians in eastern DRC

Each year Oxfam undertakes a far-reaching survey of unheard, conflict-affected people in eastern Democratic Republic of Congo. Three-quarters of the 1,705 people polled in 2011 said that they felt their security had not improved since last year. In areas affected by the Lord's Resistance Army (LRA), this figure rose to 90 per cent, with communities telling Oxfam that they felt abandoned, isolated, and vulnerable. Communities everywhere painted a grim picture of continued abuse of power by militias, the Congolese army, and other government authorities, wearing away their livelihoods and ability to cope.

The floods that hit Pakistan in 2010 were the worst in the country's history. The humanitarian response achieved remarkable successes in minimising the immediate loss of life and providing relief to millions of people. However, it could have been better: more than 800,000 families remain without permanent shelter and more than a million people remain in need of food assistance. These unmet needs must be addressed as a matter of urgency.

East Africa is facing the worst food crisis of the 21st Century. Across Ethiopia, Somalia, and Kenya, 12 million people are in dire need of food, clean water, and basic sanitation. Loss of life on a massive scale is a very real risk, and the crisis is set to worsen over the coming months, particularly for pastoralist communities.
