2971. The General Affairs Council: The Key to Political Influence of Rotating Presidencies

Abstract:
In spite of the formal role laid out for the General Affairs Council (GAC) in the Treaties, it has been weakened since it was extracted from the General Affairs and External Relations Council (GAERC) and set up to function on its own. Its current uneven composition is leading to further marginalisation. Reforming the GAC can bring it to the centre of gravity of the Council proceedings and address a number of problems in the current institutional structure. For that to happen, however, countries holding the rotating Council presidency need to consider placing their head of state or government in the chair of the GAC meetings. Upgrading GAC in this way would streamline the diverse work of the Council, it would help in alleviatin g the heavy political burden that now falls on the understaffed President of the European Council and it would allow the institution of the rotating presidency to regain a higher political profile by creating out of national leaders a de facto Vice President of the European Council.

French commercial banks are proposing a swap of €85.5 billion in Greek government bonds maturing between 2011 and 2014 into a combination of new long-term Greek bonds with principal guarantee and cash payments. If this initiative were implemented under the proposed parameters, private creditors would only suffer a minimal haircut and official lenders would be provided with cash-flow relief of around €20 billion over the next three years, but the solvency of the Hellenic Republic would worsen significantly.

Abstract:
This Occasional Paper outlines alternative scenarios for Russia's short-term future with a focus on potential outcomes of the March 2012 presidential elections. To construct these scenarios, the paper first identifies key predetermined factors in Russia's domestic and foreign policy domains. The paper then outlines and analyses key factors of uncertainty, which the authors define as events that could be 'game changers', having the potential to lead to a significant change in the course of Russia's development over the coming twelve months. The paper goes on to present three scenarios, based on three different interpretations of key areas of uncertainty and their interaction with predetermined factors. The paper concludes which scenarios are more probable and which are more favourable for Russia and by extension for its partners, and primarily the European Union.

2976. The Philippines: A New Strategy for Peace in Mindanao?

The Philippine government is experimenting with a creative but risky strategy to bring peace to Mindanao. It has three goals: demonstrate that good governance in the Autonomous Region of Muslim Mindanao (ARMM) is possible through a two-year reform program; bring separate discussions with two insurgencies, the Moro National Liberation Front (MNLF) and the much larger, better-armed Moro Islamic Liberation Front (MILF) together; and hammer out the territory and powers of a future Moro “sub-state” in peace talks with the MILF. Until now, the government has not made clear how the three components fit together, but it may reveal its hand – at least in part – in mid-August 2011, when it is widely expected to present a new proposal to the MILF. After President Benigno S. “Noynoy” Aquino III took office in June 2010, he said that resolving the conflict in Mindanao was a priority, and the current occupants of the Office of the Presidential Adviser on the Peace Process (OPAPP) are determined to find the formula for peace that eluded their predecessors. The idea of “convergence” is the result.

The 2010 Non-proliferation Treaty (NPT) Review Conference reaffirmed “the importance of the Resolution on the Middle East adopted by the 1995 Review and Extension Conference”, which had been “an essential element of […] the basis on which the Treaty was indefinitely extended”. Indeed, Arab countries had joined consensus in exchange for a call on “all States in the Middle East” (including Israel) “to take practical steps […] aimed at making progress towards […] an effectively verifiable Middle East zone free of [WMD] and their delivery systems”, and on “all States party to the [NPT], and in particular the nuclear-weapon States […] with a view to ensuring the early establishment by regional parties of [such a zone]”. Fifteen years later, the 2010 Review Conference could understandably “regre[t] that little progress ha[d] been achieved”.

Abstract:
Post-conflict peacebuilding efforts have largely focused on policy prescriptions for peacebuilding rather than the leadership qualities required for success. This paper by contrast looks at the leadership dimension of peacebuilding based largely on the author's experiences over the last decade in four, conflict-ridden African states: Sierra Leone, Cote d'Ivoire, Liberia and the Democratic Republic of the Congo (DRC). It offers some insights into the role played by the national leaders of these four coun-tries in adapting and shaping the peacebuilding environment and draws some conclusions about the context and the personal qualities – and failings – that may contribute to success or failure in peacebuilding. The paper also considers leadership within the international community and makes some suggestions on what kind of international leadership can best help the peacebuilding process.

Abstract:
As of 1 January 2011, Indonesia assumed the chairmanship of the Association of South East Asian Nations (ASEAN). With the growing importance of Southeast Asia in the global arena, hopes are high that Indonesia will seize the opportunity to push for concrete improvements toward the establishment of the ASEAN Community in 2015, as well as to promote democratic values and respect for human rights in the region. At the start of its chairmanship, Indonesia has proposed three main agendas, namely: to ensure progress in the implementation of ASEAN Community Blueprints; to enhance ASEAN's roles in regional architecture; and to develop an ASEAN community vision in a global community of nations.

Abstract:
Following March 2011's “cricket diplomacy,” there is reason to be optimistic about progress on South Asian normalization as India and Pakistan have resumed bilateral dialogues. Improved relations are critical to U.S. interests in South Asia with respect to the stabilization of Afghanistan, reduction in Pakistan-based militant threats, and alleviation of regional nuclear tensions. Terrorism and the Kashmir issue remain the most toxic points of divergence which could derail progress as in past bilateral talks. Bilateral economic agreements should be pursued in order to enable commercial progress to facilitate political reconciliation. With the looming drawdown of international forces from Afghanistan in 2014, and the subsequent shift in the regional power balance, it is imperative that the international community utilize its leverage to ensure that Pakistan-India talks progress.
