Abstract:
Unprecedented rates of urban migration over the past decade have contributed to a dramatic expansion in the size of urban slums and higher levels of poverty, violence, and instability in Africa's cities. The drivers of violence associated with urban fragility are primarily related to weak and illegitimate governance, inequitable development, limited livelihood opportunities, and legal structures that inhibit land tenure and new business start-up. Solutions to Africa's urban fragility cannot be addressed solely through security structures but must be part of a broader development strategy.

Abstract:
Existing work on energy security tends to over-emphasise the prospect of competition and conflict over resources while under-exploring the promise of cooperation. This policy brief provides a framework for understanding energy security cooperation and highlights some building blocks for crafting such cooperation in East Asia. At present, instead of an integrated regime, issues related to energy security are addressed through a patchwork of loosely coupled rules, regulations and institutions, overlapping and sometimes competing, which amount to a regime complex. This policy brief stipulates that an energy security regime complex may have advantages over an integrated regime, most notably in terms of adaptability, flexibility and voice, features which are particularly pertinent in an environment of high vulnerability and uncertainty.

Abstract:
The devastation wreaked by Japan's worst-ever earthquake and the accompanying tsunami continues to widen. Officials put the death toll at thirty-five hundred (UPI), while some reports say more than ten thousand have died (AP) in Miyagi prefecture alone. Tens of thousands of people remain unaccounted for, and the number of casualties is expected to rise, as large numbers are believed buried under rubble. Millions of survivors struggle without electricity, food, and drinking water. Fears of a nuclear meltdown from reactors damaged by the quake prompted Japan's Prime Minister Naoto Kan to declare the disaster the country's "most severe crisis" (BBC) since World War II.

2874. Security Sector Governance and Conflict Management in Southeast Asia

Abstract:
Security sector governance (SSG) poses a huge challenge to states transitioning to democracy, particularly in cases where the military and other components of the security sector had been very influential in the conduct of government affairs. SSG is even more of a challenge in conflict-ridden societies where the state's capacity to ensure internal security has been undermined. Democratic norms suggest that effective SSG involves not only the management of core security forces, but also competent civilian oversight. In addition, SSG programmes in Southeast Asia will have to recognise and address the specific realities and experiences of a particular country. This policy brief is based on the proceedings of the Second Study Group Meeting on 'Security Sector Governance and Conflict Management in Southeast Asia' organised by the Institute for Strategic and Development Studies, Inc. (ISDS, Philippines) in collaboration with the RSIS Centre for Non-Traditional Security (NTS) Studies on 11 February 2011.

2875. Cyberspace Governance: The Next Step

Abstract:
After years of dismissing the utility of international negotiations on cyberspace, U.S. officials now say that they will participate in talks to develop rules for the virtual world. But which norms should be pursued first and through which venues? As a start, the United States should issue two “cyber declaratory statements,” one about the thresholds of attacks that constitute an act of war and a second that promotes “digital safe havens”—civilian targets that the United States will consider off-limits when it conducts offensive operations. These substantive statements should emerge from a process of informal multilateralism rather than formal negotiations. Washington should engage allies and close partners such as India first and then reach out to other powers such as China and Russia with the goal that they also issue similar statements. Washington should also reach out to the private corporations that operate the Internet and nongovernmental organizations responsible for its maintenance and security.

Abstract:
Mirroring an international trend, the new Danish development strategy has support to fragile states as one of its five priority areas. In line with this commitment, and as a relative novelty, the development strategy emphasizes the need to take risks and operate in risky environments. This is clearly important, not only for fragile state engagement and post-conflict reconstruction efforts, but for aid delivery more generally. Nonetheless, this also potentially creates a double-bind situation when risk-taking clashes with the consequences of risk-taking, particularly when tax payers' hard-earned revenue is at stake and politicians become nervous about negative media coverage and bureaucrats fear for their careers. In such a situation, risk-taking is politically and bureaucratically fraught. Development aid in general, and aid to fragile states in particular, is indeed a risky business, circumscribed by processes of rent-seeking, corruption, primitive accumulation and political favouritism; besides the more mundane – but no less risky – policy, planning and implementation failures where “white elephants” can easily be nurtured. Fragile states come in many shapes and supporting them requires considerable flexibility, independence, responsiveness, and local and political knowledge in order to seize the moment of golden opportunity.

2877. Timor-Leste: Reconciliation and Return from Indonesia

Abstract:
The unresolved status of thousands of former refugees who fled across the border following a 1999 vote for independence remains a challenge to Timor-Leste's long-term stability. Many were never well integrated into host communities and are being drawn back across the border in small but increasing numbers by relative economic and political stability in the new state. These returns should be encouraged by both countries as a good opportunity to promote reconciliation between the two communities divided by the border. Doing so will expose the costs of impunity for the violence that surrounded the 1999 referendum and highlight the failure to implement practical recommendations from its two truth commissions, the CAVR and the Commission on Truth and Friendship. Timor-Leste's leadership may yet decide that some form of amnesty is the best way forward, but the country cannot afford to further delay broad discussion on solutions.

2878. Thailand: The Calm before Another Storm?

Abstract:
Nearly a year after the crackdown on anti-establishment demonstrations, Thailand is preparing for a general election. Despite government efforts to suppress the Red Shirt movement, support remains strong and the deep political divide has not gone away. Prime Minister Abhisit Vejjajiva's roadmap for reconciliation has led almost nowhere. Although there have been amateurish bomb attacks carried out by angry Red Shirts since the crackdown, fears of an underground battle have not materialised. On the other side, the Yellow Shirts have stepped up their nationalist campaigns against the Democrat Party-led government that their earlier rallies had helped bring to power. They are now claiming elections are useless in “dirty” politics and urging Thais to refuse to vote for any of the political parties. Even if the elections are free, fair and peaceful, it will still be a challenge for all sides to accept the results. If another coalition is pushed together under pressure from the royalist establishment, it will be a rallying cry for renewed mass protests by the Red Shirts that could plunge Thailand into more violent confrontation.
