Abstract:
Human rights defenders work peacefully to protect and promote the universal rights of others. Whether they are lawyers, judges, journalists, bloggers, students, religious leaders, trade unionists, or human rights professionals, human rights defenders often are at the forefront of change in their own societies. Because they challenge their governments and other powerful interests to respect universal rights, human rights defenders and their families are often harassed, detained, interrogated, imprisoned, tortured, and even killed for their work. Many governments view such activists as opponents, rather than partners in the formation of a more pluralistic society.

Abstract:
2011 was undoubtedly a year that witnessed the beginning of grand transformations which will continue in the years ahead. The popular movements under the name of the Arab Spring started in Tunisia and spread quickly to the rest of the region, sparking the process of political transformation. In another part of the world, the economic crisis which began in Greece and then engulfed the whole eurozone took the European Union to a difficult test regarding its future. Both events, one lying to the south of Turkey and the other to its west, interact directly with our country and therefore its zone of interest. Ankara inevitably stands in the epicenter of these two transformations of which the effects will certainly continue for a long period. Consequently, rising as a stable focus of power with its growing economy and its expanding democracy, Turkey has tried to respond to historically important developments throughout the year. In light of these realities and developments, this study will focus on the performance of Turkish foreign policy with regard to global and regional transformations which took place during 2011.

The Chinese economy expanded by 7.4% year-on-year in Q3, down from 7.6% in Q2, but stronger than we had expected. Of particular surprise was the implied quarterly growth rate; based on the seasonally adjusted data released by the NBS, the economy expanded at an annualised rate of 9.1%, the strongest since 2011Q3.

Abstract:
Rape can have an enduring impact on the lives, and health of victims, their families and communities. Both men and women perpetrate sexual violence (Sikweyiya and Jewkes 2009), however the majority of sexual offences are committed by men (Steffensmeier and Zhong et al 2006). Research on what drives perpetration of rape and other forms of sexual violence is needed to inform prevention programmes–for this it is necessary to study men. This briefing paper summarises the key issues drawn from a larger review on rape perpetration including research on risk factors for sexual violence perpetration, the methodologies used to identify these risk factors and discusses the implications of this research for rape prevention strategies. Most of the literature reviewed focused on perpetration of sexual violence by men against women and girls. For the purposes of this paper, risk factors are factors that increase the risk (likelihood) of a person perpetrating sexual violence.

Abstract:
Scientific research can and should play a critical role in raising the public profile and understanding of sexual violence at global, regional and national levels and help to define appropriate responses. Sexual violence perpetration is a relatively neglected area of research. As global and national agendas shift from responding to victims and incidents to primary prevention, there is increasing recognition of the importance of research with men and boys, including those who have perpetrated sexual violence. This area of research is highly sensitive, with distinct ethical challenges, and requires careful preparation, attention to legal issues and thoughtful dissemination of the research findings. Researchers who want to better understand sexual violence perpetration need a comprehensive understanding of the ethical issues involved. A paper published by the SVRI on ethics and research with men who commit sexual violence, highlights the lack of guidance for this work (Hearn, Andersson Cowburn 2007). It is against this background that these ethical and safety recommendations for doing research on perpetration of sexual violence have been developed.

In 2005 at the United Nations World Summit, states unanimously committed to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity by adopting the Responsibility to Protect (R2P). R2P affirms an individual state's primary responsibility to protect its population from these four crimes along with the collective international responsibility to take appropriate measures to help protect populations at risk.

The United Nations Security Council (UNSC) holds an open debate on the Protection of Civilians in Armed Conflict (POC) twice yearly. Following the UNSC's reaffirmation of the World Summit agreement on the Responsibility to Protect (R2P) populations from genocide, ethnic cleansing, war crimes and crimes against humanity in Resolutions 1674 (2006) and 1894 (2009) on POC, discussion of R2P has been an important component of these debates. This is reflected in government statements, presentations by the Emergency Relief Coordinator, and in the Secretary-General's 2007 report on POC where he referred to the agreement on R2P as a "cardinal achievement."

Abstract:
In December 2011, parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Durban Platform for Enhanced Action, which launched a new round of negotiations aimed at developing "a protocol, another legal instrument or an agreed outcome with legal force" for the post-2020 period. The Durban Platform negotiations got underway this year and are scheduled to conclude in 2015. This Viewpoint analyzes the elements of the Durban Platform and the possible role that a new instrument might play.

2449. Global Oil Production is Surging: Implications for Prices, Geopolitics, and the Environment

Abstract:
Oil Production Growth is Global. Global oil output capacity is likely to grow from 93 million barrels per day today to 110 million barrels per day by 2020—the largest increase in a single decade since the 1980s. The surge in oil production capacity will occur almost everywhere, with the largest increases in Iraq, the United States, Canada, Brazil, and Venezuela. United States Will Experience Unprecedented Output. Technological advances will increase the production of “unconventional” oil in the United States, which is in the midst of a shale boom. The Bakken/Three Forks formation in North Dakota alone has as much untapped shale/tight oil as a Persian Gulf country. Oil Prices May Collapse. If oil prices remain at or above $70 per barrel, investments will sustain the 20 percent increase in oil production capacity by 2020. However, world demand is sluggish due to the lagging economy and focus on energy efficiency. If these trends continue, we could see a significant dip—or even a temporary collapse—of oil prices. Shifting Market Has Geopolitical Consequences. While the Western Hemisphere could become oil self-sufficient by 2020, Iraq's oil output will also substantially increase as it stabilizes. China may escalate its competitive and political influence in the Persian Gulf and other oil-producing hotspots, including Canada, Venezuela, and possibly the United States. Oil Boom Must Trigger Environmental Action. Enforcement of environmental regulation and major investment in emission-reducing technologies must accompany the development of unconventional oil. Without this balance between industry and environmental interests, new oil production projects will be stymied or delayed.

2450. Getting Better Value for Money in Malaria Control

Malaria kills hundreds of thousands of people every year and is among the leading causes of death for children under five. While funding for malaria control increased dramatically in recent years, gains are fragile and budgets are now stagnating. In that fiscal reality, getting better value for money is more important than ever. In this brief, we present a framework for increasing the efficiency of malaria-control initiatives that addresses where to intervene, what interventions are best, and how to deliver them most effectively. Much of what is spent on malaria control is already spent well, but health policymakers and practitioners could get better value and save more lives by implementing the following recommendations: Improve procurement procedures for bednets. Reduce overlap of insecticide-spraying and bednet programs. Expand the use of rapid diagnostics. Scale up intermittent presumptive treatment for pregnant women and infants.
