Abstract:
The Union's cyber security policy may still be in its infancy and hampered by difficulties, but the EU could yet become a key player in the field – if it plays its cards wisely. While the US has been seriously hit by the scandal surrounding the secret NSA surveillance programmes, the struggle over how to frame internet governance goes on and, more than ever, needs core stakeholders capable of defending freedom, democracy and the rule of law in cyberspace.

Abstract:
Over the past two years, many high-level discussions within the EU have centred around the question of the 'added value' of the Common Security and Defence Policy (CSDP). In times of fiscal austerity, member states want to make sure they invest their resources where their impact is strongest. In the current climate of financial crisis and retrenchment, there are no resources or time to waste on a 'beauty contest' between organisations or instruments. In order to prepare for the next decade of deployments, the question to ask is therefore not whether but under what conditions CSDP has brought added value, to date, in responding to given contingencies.

A decade ago, on 24 September 2003, the UN and the EU signed a Joint Declaration on UN-EU Cooperation in Crisis Management. At the time, the two institutions had limited experience of one another, and apart from some cooperation between the European Commission and UN agencies dealing with development and humanitarian affairs, very little had brought them together in the field of crisis management.

Abstract:
The emergence of unmanned vehicles has dramatically reshaped intelligence and warfare over the past two decades. This is particularly clear in the air domain where the so-called drones have come to prominence as major force multipliers: at relatively affordable costs, they can deliver powerful surveillance capabilities, thus enhancing military planners' and political decision-makers' situation awareness and intelligence, as well as reducing troops' presence on the ground for both combat and non-combat missions. Moreover, over the next few decades, combat drones will reshape – if not completely revolutionise – air warfare thanks to superior aerodynamic, ground-attack and swarming capabilities, whatever one may think about their ethical implications.

On 28 July, the Malian population will go to the polls to elect a new president. This event will mark a return to the constitutional order, which ceased following a military coup on 22 March 2012. Getting Mali back on track after years of decline and months of turmoil is no easy task. This holds true for the elections per se but also, and most importantly, for the period after them as the newly elected head of state will have to lead the recovery of the country and build long-term peace.

Nearly two years have passed since the end of Colonel Qaddafi's dictatorship, but all is not well in Libya. What began as a popular uprising - that later gained international support through UN Security Council Resolution 1973 - has now turned into a potentially toxic security vacuum, culminating in the resignation of Chief of Staff Youssef al-Mangoush on 10 June and repeated clashes between civilians and a legalised militia in Benghazi which have left at least 35 people dead.
