2301. Great Expectations: Iran's New President and the Nuclear Talks

Abstract:
In a region that recently has produced virtually nothing but bad news, Hassan Rouhani's 4 August swearing in as Iran's president offers a rare and welcome glimmer of hope. There are still far more questions than answers: about the extent of his authority; his views on his country's nuclear program, with which he long has been associated; and the West's ability to display requisite flexibility and patience. But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

Abstract:
Although the threat of “resource wars” over possession of oil reserves is often exaggerated, the sum total of the political effects generated by the oil industry makes oil a leading cause of war. Between one-quarter and one-half of interstate wars since 1973 have been connected to one or more oil-related causal mechanisms. No other commodity has had such an impact on international security.

Abstract:
Nuclear research reactors are used in many countries for many different purposes. Most of the reactors are used for research (mainly in physics), training for nuclear operators and engineers, materials testing in radiation conditions, or the production of radioiso¬topes for medicine and industry. Some countries, like Iran, are building new reactors ostensibly to fill these needs. Many of these reactors operate with highly enriched uranium (HEU) nuclear fuel — in most cases, enriched to around 90 percent, the same as fuel for nuclear weapons. The production and fabrication of HEU fuel, and the handling, transport, and storage of both fresh and spent fuel containing HEU entails considerable proliferation, security, and safety risks as well as very high costs. The global stockpile of highly enriched uranium was about 1500 tons in 2012, which was enough for more than 60,000 simple, first gen¬eration implosion weapons. About 98 percent of this material is held by the nuclear weapon states, with the largest HEU stockpiles in Russia and the United States.

Macedonia is a country in deep trouble. Under a veneer of normality lies a climate of deep mistrust between all the political parties and between the main ethnic communities. Several incidents of inter-ethnic violence took place in the capital city earlier this year and are on the increase. Political dialogue, insofar as it exists between the parties, remains confrontational.

Abstract:
This paper argues that it should be possible to complement Europe's Economic and Monetary Union with an insurance-type shock absorption mechanism to increase the resilience of member countries to economic shocks and reduce output volatility. Such a mechanism would neither require the establishment of a central authority, nor would it lead to permanent transfers between countries. For this mechanism to become a reality, however, it would be necessary to overcome certain technical problems linked to the difficulty of anticipating correctly the position of an economy in the business cycle.

2307. Civil wars: a very short introduction

Abstract:
The civil war in Syria is not the first of its kind to be extraordinarily complex, violent and difficult to settle. Lasting ten times longer than international wars (on average 7 years), civil wars are the longest, and tragically, the bloodiest of all forms of human conflict. Although 2% of countries in the world are undergoing some form of civil war at any given time, the phenomenon is less studied than international wars – in part because it is so much more complex to understand, prevent and bring to an end, as the Syrian example shows.

The establishment of the EU-China 'strategic partnership' on 30 October 2003 came at a time of converging priorities between the two actors. It also coincided with one of the worst crises in transatlantic relations, mainly due to disagreements over the US-led war in Iraq and the foreign policy stance of the first Bush ad¬ministration. As a result of the partnership, the then EU-15 and China adopted three initiatives which caught the attention of US policymakers.

Abstract:
The presence of Indonesian President Susilo Bambang Yudhoyono at the G20 Summit in St Petersburg in early September went virtually unnoticed by the European media. That his attendance was overlooked can be explained by immediate factors, namely the overriding importance of the Syrian conflict in the discussions among leaders, and the fact that SBY (as President Yudhoyono is commonly known) is a lame-duck president with less than a year to go before the end of his two-term limit. Lacking BRIC status (for now at least), Indonesia – unlike China, India or even Brazil – barely registers on the radar screen of public awareness in Europe. Symptomatic of this neglect is the fact that, almost four years after its signing in November 2009, two EU member state parliaments (and the European Parliament itself) have yet to ratify the EU-Indonesia Partnership and Cooperation Agreement.

Abstract:
Since the chemical weapons (CW) attacks on the Ghouta district just outside Damascus on 21 August, political developments have taken several unexpected twists leading Syria to become the 190th party to the Chemical Weapons Convention (CWC). Russia and the United States reached agreement on a framework for the dismantlement of Syria's chemical warfare capacity, in which the Organisation for the Prohibition of Chemical Weapons (OPCW) as well as the United Nations will play central roles. Western threats of military force – although they undeniably contributed to Syria's acceptance of the deal – have receded for the time being. And while the deferral of international justice regarding the Ghouta strikes will frustrate many parties, the emphasis on disarmament may actually open up the prospect of a negotiated end to the conflict.
