Produced in partnership by the Federal Reserve Banks of Atlanta and Kansas City, and the John J. Heldrich Center for Workforce Development at Rutgers University, this edited volume presents contributions from more than 65 leading scholars and practitioners engaged in workforce development. The book includes chapters co-written by two leaders at the Economic Opportunities Program.

In New York City on October 16-17, 2014, the Aspen Institute Business & Society Program hosted a Symposium focused on exemplary teaching at the business and society interface with a particular emphasis on sourcing and employment practices-leveraging increased consumer demand for "responsible" labor practices and supply chains, and employer demand for graduates with strong operational skills. This meeting brought together an impressive roster of corporate, academic and non-profit leaders, and identified ways for business schools to effectively prepare future leaders for the challenges of our complex economy, and to lead companies in ways that help build a vibrant economy for all.

1463. Lessons from Russia and the Future of Sanctions

Abstract:
U.S. and European sanctions on Russia mark a significant evolution in the sanctions toolkit. Officials deployed novel types of financial and energy sanctions to create a regime that imposed significant costs on Russia while minimizing collateral impacts on the U.S. and European economies. The U.S. and European decision to create these new tools was driven by the need to take an innovative approach to sanctions against an economy twice the size of the combined gross domestic products (GDPs) of all other countries subject to significant U.S. economic sanctions and on Russian companies that play an important role in global markets. These developments, while tailored to Russia’s unique circumstances, hold important lessons for the future of sanctions policy.

Abstract:
In the 11 months since President Barack Obama committed the United States to “degrade and ultimately destroy” the so-called Islamic State of Iraq and al Sham (ISIS), the group has expanded its international reach, metastasized to form offshoots across multiple regions, and increased its perceived momentum. Although U.S. government officials cite a reduction in the overall size of the group’s sanctuary in Iraq and Syria and the killing of thousands of ISIS fighters, the fall of Ramadi and much of Anbar province to the Islamic State served as a wakeup call that current efforts to counter ISIS are not adequate to the task.2 Meanwhile, the threat posed by the terrorist group to Americans at home and abroad appears to be growing as ISIS-inspired individuals conduct attacks targeting Westerners around the globe, including here in the United States.

The United States has long relied on its economic power to protect and advance its interests abroad. In an increasingly integrated international financial system, the U.S. economy and capital markets remain the largest in the world by almost every measure. This status affords the United States an important global leadership position and the ability to shape foreign policy outcomes with economic tools. The structure of the international trade and financial system, in which many significant banking and energy transactions as well as currency reserves are denominated in U.S. dollars, reinforces the central role of the United States.

In the aftermath of the rapid advance of Daesh through central parts of Iraq, a humanitarian crisis of significant proportion remains. Since March 2015, over 458,000 people have returned to their places of origin. Many have been driven by government guarantees of improved security coupled with a lack of access to land, food and income generating activities in displacement sites. They have returned under precarious conditions, without the support required to ensure progress towards durable solutions, and they rely on assistance to recover and rebuild. Efforts must be made to ensure that returns are safe, dignified and sustainable. This paper outlines the current situation and provides recommendations for the Government of Iraq, UN agencies, donors and NGOs.

Abstract:
Millions of poor and vulnerable people face hunger and poverty this year and next because of record global temperatures, droughts and erratic rains in 2014 and 2015, compounded by the development of possibly the most powerful El Niño on record. Strong leadership at every level of government and a coordinated international effort are required to avoid the failures of the 2011 Horn of Africa drought, when the international system was slow to respond and widespread suffering ensued. Urgent humanitarian response is required in places already in crisis such as parts of Ethiopia. This paper focuses particularly on other places, where the crisis is currently unfolding, and where there is still the opportunity for rapid action to mitigate the worst impacts of El Niño.
