Abstract:
Still a long way to go - Energy security and green growth in Indonesia This policy brief addresses the opportunities and impediments of green growth and energy security in Indonesia. Over the past 20 years, Indonesia has witnessed substantial economic growth along with a process of democratisation and decentralisation. This has resulted in a rapidly rising energy demand, which is expected to triple by 2030. Responses so far have mostly focussed on tapping into the nation’s large fossil fuel reserves while also increasing energy imports. There are opportunities for Indonesia to couple energy security with green growth objectives. For instance by exploiting its enormous geothermal energy potential and by coupling financial and efficiency gains to green growth implementation. However, as this policy brief outlines, major challenges need to be overcome if Indonesia is to embark on a green growth trajectory. This policy brief is part of a two-year research project on energy security and green growth in middle income countries by means of political economy analysis. Abstract:
The why, what & how of permanent structured cooperation The deteriorating security situation around Europe and the burgeoning messages from Washington that Europe has to take more responsibility for its own security call for a step change in European defence cooperation. So far, progress has been too slow. This policy brief argues that permanent structured cooperation (Pesco) offers the option to take a more ambitious and more productive route by member states willing to move forward more quickly, set more demanding objectives and commit themselves more strongly. This would end the well-known ‘voluntary basis’ which has often been used as an excuse for doing little or nothing at all.

1233. EU trade diplomacy and the cold peace in cross-Strait relations

Abstract:
Today’s uncertainty in cross-Strait relations is not without consequence for third parties that maintain ties with both China and Taiwan. To what extent does (and should) the situation also impact on EU’s trade diplomacy with both sides? This policy brief argues that under today’s circumstances, the cold peace in cross-Strait relations is reason to tread carefully — and to stay on course. The May 2016 inauguration of the Taiwanese government led by Democratic Progressive Party (DPP) leader Tsai Ing-wen placed a big question mark over the future of cross-Strait relations. Within weeks, Beijing had unilaterally imposed a freeze on (semi-)official talks until the new Taiwanese President acknowledges the so-called 1992 Consensus. While confirming its ‘one China’ policy, the EU may contribute to the stability of cross-Strait relations by being a partner in China’s economic reform and by negotiating EU–China and EU–Taiwan investment agreements in parallel. In this policy brief author Maaike Okano-Heijmans builds on discussions during the 13th Symposium on ‘Sino–EU Relations and the Taiwan Question’, which was held in Shanghai from 9–11 October 2016 and in Taipei from 12–14 October 2016. These second-track dialogues were supported by the Friedrich Ebert Stiftung, the Shanghai Institute of International Studies and the Taiwanese Ministry of Foreign Affairs.

Abstract:
Belgium and the Netherlands work closely together in defence. Both countries for example have a combined naval command; they also have single schools and maintenance facilities for their M-frigates and minehunters. Yet, the Belgian and Dutch defence industries are quite different. This report, issued by the Armaments Industry European Research Group (Ares), compares the defence industrial policies of both countries. Clingendael senior research fellow Dick Zandee has contributed to the report by writing the sections on the Netherlands.

On the other hand, they have to accelerate the pace in concluding the negotiations of the Regional Comprehensive Economic Partnership (RCEP).

Abstract:
Intellectual property rights (IPR) protection is essential for economic growth, innovation, and competitiveness. As the global economy is increasingly organised within global value chains, disciplining and enforcing IPR in a coherent manner internationally has become a critical issue in the 21st century trade system. The Trans-Pacific Partnership (TPP) agreement flags America's achievement in setting new standards on international IPR enforcement under a plurilateral framework that involves countries from Asia-Pacific. Yet such standards run the risk of becoming the new norm at the international level. Reaching agreement on the text of the TPP signals emerging Asian economies' heightened commitment to IPR enforcement. Some factors that policymakers may want to consider include the following: Efficient IPR protection at the domestic level is integral to efforts that facilitate technology adoption and stimulate incremental innovations. It is crucial to increase public awareness of intellectual property (IP) in general and its associated rights in particular. IP laws and regulations must at least meet the requirements of the Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS) and always aim for higher-level standards. IPR disciplines must be binding and practically enforceable. Asian countries should actively participate in global IPR rule-making. 1237. Power Grid Interconnections in East Asia: Investment in Several Key Projects Are Well Justified

Abstract:
The recent ERIA report on 'Effective Power Infrastructure Investment through Power Grid Interconnections in East Asia' aims to support existing initiatives--the ASEAN Power Grid and Greater Mekong Subregion Power Master Plan--by quantitatively showing the possible economic and environmental benefits of such power grid interconnections. The study team selected specific candidate routes of cross-border transmission lines for further examination. They carried out the preliminary project planning and per kilowatt-hour cost estimation for the selected cross-border lines. The estimated results indicate that although these are capital-intensive projects, attainable benefits seem to be large enough to justify the investment well.

Abstract:
With President Obama’s second term coming to an end, 2016 will mark a major turning point for US politics and foreign policy. Republican majorities in both the House of Representatives and the Senate since the 2014 mid-term elections have made the Obama administration a “lame duck” but, with no concerns about re-election, the administration is now using its “free hand” to issue executive orders and exercise presidential authority for the sake of “legacy building” through, say, revisions to the Immigration Act and normalization of diplomatic relations with Cuba.

Among the most significant variables defining trends in the international order and the international environment surrounding Japan are domestic circumstances in China and its foreign policies prescribed by them. China ranks highest among the emerging powers that have rapidly increased their presence within the international community over a short period and is, from Japan’s standpoint, simultaneously a real threat to Japanese security in the East China Sea and Japan’s largest trading partner.
