1221. The Role of Inclusive Multi-stakeholder Partnerships in Enhancing Conflict Transformation in the Great Lakes

Abstract:
Cyclical conflicts which continue to plague the Great Lakes region of Africa necessitate a reflection on the effectiveness of peacebuilding interventions. While many reasons account for this, without knowledge of triggers of relapse into conflict, and without enhancing grassroots-based approaches to managing the causes of conflict, peace will remain elusive under existing intervention frameworks. The Great Lakes Project (GLP), a collaborative initiative by the African Centre for the Constructive Resolution of Disputes (ACCORD), the Global Partnership for the Prevention of Armed Conflict (GPPAC), and the Nairobi Peace Initiative – Africa (NPI-Africa) – developed a three-year project in 2012, titled “Consolidating Peacebuilding in the Great Lakes of Africa”. The overall purpose of the project was to ensure that local communities were mobilised to engage with, and address, conflict factors through grassroots civil society organisations (CSOs). The project also sought to identify and address the capacity gaps of local CSOs working towards peace and ensure that systems were established to continuously address conflicts in the region. The International Conference on the Great Lakes Region (ICGLR) was identified as a critical partner in building peace in the region, considering its extensive network and access to state and non-state actors. This engagement therefore facilitated partnerships between existing CSO-platforms; strengthened their early warning systems and strengthened their conflict management capabilities towards building resilient infrastructures for sustainable peace. While undertaking its mandate, the GLP identified various challenges and policy gaps, which included the lack of strategic approaches to prevent conflict relapse. This paper illustrates and interrogates the dynamics of these shortcomings, and defines the role of inclusive, multi-stakeholder partnerships to address these.

Abstract:
The Economic Community of West African States (ECOWAS) Commission established the Mediation Facilitation Division (MFD) in June 2015 to backstop mediation efforts undertaken by its mediation organs, member states, non-state actors and joint initiatives with other international organisations, such as the African Union Commission (AUC) and the United Nations (UN). In January 2016, the structure was further upgraded to a directorate within the Department of Political Affairs, Peace and Security (PAPS). This Policy & Practice Brief (PPB) examines the rationale for taking the bold step to institutionalise a mediation support structure within the ECOWAS Commission; the legal and normative instruments that underpin its mediation interventions; the mandate, vision and scope of operation of the mediation support structure; and the key activities undertaken by the structure within one year of its existence. The PPB identifies the uniqueness of ECOWAS’s experiences in interventions in the 1990s, and the subsequent importance accorded to preventive diplomacy and mediation as a key factor that informed the decision to establish a mediation support structure – in contrast to using an ad hoc arrangement to backstop its mediation efforts in the past. This new arrangement, the PPB argues, will ensure that mistakes such as the marginalisation of ECOWAS in mediation processes in the region, the disconnect between the ECOWAS Commission and its appointed mediators, facilitators and special envoys, are remedied. It will also ensure a coordinated approach to capacity building and mediation knowledge management within the ECOWAS Commission and its institutions, as well as with its partners, including mainstreaming Tracks II and III mediation into official Track I mediation.

Abstract:
This policy paper examines the prospective role of civil society organisations (CSOs) within the mechanisms and structures of the International Conference on the Great Lakes Region (ICGLR), which was created to address conflict challenges faced by states within the Great Lakes region. The ICGLR was established in 2003 to provide an inclusive platform for countries within the region to work effectively with international actors and CSOs for regional conflict prevention, management and resolution. Although the role of CSOs within the ICGLR initiatives is considered imperative to securing sustainable peace, there remain concerns that the involvement of CSOs is constrained. Through desk research and field surveys, this policy paper explores creative approaches for CSOs to make a valuable impact on the ICGLR initiative. The paper recommends improved and proactive synergy between the ICGLR and CSOs for effective peace and security in the region.

Abstract:
Gender is increasingly becoming an integral consideration in peace processes, as called for in the United Nations Security Council Resolution (UNSCR) 1325, adopted in 2000 as the first ever formal women, peace and security resolution passed by the United Nations (UN). Other UN documents that recognise the importance of gender mainstreaming in peace support operations include the report of the UN High-Level Independent Panel on Peace Operations, and the 2015 review of the UN Peacebuilding Architecture. Both processes reflect the UN’s focus on encouraging substantive inclusivity on the basis of gender. Women’s inclusion in peacekeeping at community level has evolved, as their increased engagement is now known to be key to the successful implementation of mission mandates, as women in conflict and post-conflict nations have as great an understanding of the peace and security challenges that form part of their lived realities as their male counterparts. This Policy & Practice Brief (PPB) advances recommendations to the UN Department of Peacekeeping Operations (DPKO) and other UN agencies working in peacekeeping environments. These recommendations aim to share ideas on how best to address implementation challenges around UNSCR 1325 at community level, and in ultimately responding to the needs of vulnerable groups, particularly women and girls, in the context of peacekeeping operations by involving them in responding to highlighted challenges.

Abstract:
Aydın Doğan Foundation (ADV) and Turkish Economic and Social Studies Foundation (TESEV) launched, in December 2015, www.turkiyedecocuklar.org as an innovative policy tool. Open data from TÜİK, ILO, and Hacettepe TNSA on working girls in Turkey was assembled and reorganized as an interactive database to facilitate evidence-based effective policy making. Working girls and education is the most alarming issue on the database. As a follow-up, ADV and TESEV brought together experts, in Istanbul, on 28 April 2016, to discuss and recommend policies.

Abstract:
The newly launched European Defence Action Plan (EDAP) opens the door to EU spending on defence. This Policy Brief analyses why the EDAP has been launched, what it is and how it will work in practice. It argues that the plan is a step change in the European Commission’s growing involvement in defence and a potential game changer in solving the problem of European military shortfalls. European capitals should therefore embrace the new kid on the block and make full use of the potential offered by the EDAP.

Abstract:
Some medium-sized states play varying, yet important roles in international cyber-security policies. In this policy brief author Sico van der Meer offers a concise overview of five medium-sized states with such a prominent position: Australia, Estonia, Israel, the Netherlands and South Korea. How did these states attain these positions, and what are the benefits and challenges? The analysis shows that these positions are not easy to acquire or to maintain. Whilst the will to continuously invest and to develop an integrated (whole-of-government) approach seems to be an obvious key requirement for success, cyber security as a policy area is very broad. Remaining in a lead position may require looking for ‘a niche within the niche’.

The global proliferation of precision-strike systems and the concomitant emergence of anti-access and area denial (A2/AD) capabilities challenges the foundations of Western global military-technological supremacy. What does this mean for current EU debates on military ambition? This policy brief argues that the assumption of the freedom of (military) access and movement, which has guided European strategic thinking since the end of the Cold War, is no longer valid. Europeans should get to grips with the new military-strategic paradigm and translate this into an updated ambition level and related capabilities.

Abstract:
This policy brief addresses the opportunities for and impediments to green growth and energy security in Colombia. As a result of renewed international activity and high vulnerability to the effects of climate change, Colombia has embraced ambitious green growth objectives and climate change mitigation goals. Rapid economic growth and rising peak demand centres for energy may well go hand in hand with clean energy uptake. Most Colombian citizens are highly aware of the need for a low-carbon growth trajectory and the country has already invested substantially in renewable energy development. However, dominance of private sector interests within the state, resulting from a powerful transnational alliance of extractive industries, may hamper long-term green growth efforts to succeed. Greening the private sector in a post-conflict Colombia may prove to be one of the crucial steps in consolidating Colombia’s low-carbon growth trajectory.

1230. Kenya: A green growth utopia?

Abstract:
This policy brief addresses the opportunities for and impediments to green growth and energy security in Kenya. It is part of a two-year research project on energy security and green growth in middle income countries by means of political economy analysis. Other project outputs can be found here. Kenya has taken a leading role in the region on several fronts, including its ambitions to address climate change and boost green growth while improving the country’s energy security. Efforts have been underway to realise this goal. Most vividly illustrated by the execution of large-scale geothermal, hydro and wind power projects. Yet, not all is straightforward. Constitutional reform has led to a new institutional framework which presents both opportunities and obstacles to green growth implementation. Moreover, the presence of oil and coal reserves and the ambition to exploit these threaten efforts to build a low-carbon economy. Kenya is currently at crossroads, and decisions taken today may influence its green growth potential for the decades to come.
