Abstract:
North African countries, each for their own reasons, are increasingly turning their attention towards sub-Saharan Africa. Morocco is pursuing a comprehensive campaign to increase its influence and win support with regard to Western Sahara. Algeria may be showing new flexibility in its response to security threats to its south. Tunisia is beginning to look for new economic opportunities in Africa. Egypt is responding to a series of strategic concerns, particularly over the waters of the Nile. Morocco, Algeria, and Tunisia are also all dealing with increased migration flows, with migrants seeking to work on their territories or pass through it to reach Europe. This North African turn to sub-Saharan Africa offers opportunities for European cooperation. But the EU should be aware of the distinctive agendas of North African countries and the reservations that their initiatives engender in some countries.

Abstract:
ECFR research into how EU member states and institutions worked together – or failed to – at the height of covid-19 confirms Germany was the bloc’s undisputed crisis leader. Germany made a shaky start in showing solidarity on the pandemic, but regained other member states’ trust on the health and economy fronts. The Netherlands, however, paid a reputational price as the leading ‘frugal’ state opposing greater financial burden-sharing. EU institutions won few plaudits but policymakers still look to it for post-crisis economic leadership. France emerged at the head of a strengthened ‘southern’ grouping of member states, while the Visegrad platform was invisible during this crisis. It will fall to Germany and France to close the north-south divide, building coalitions on major policies. But they should not forget that closing the east-west divide remains an important goal.

Abstract:
Since 2011, members of the Gulf Cooperation Council (GCC) have become increasingly assertive players across the Middle East and north Africa, particularly given the shifting US role in the region. European countries, long used to working under a US umbrella in the Gulf, have struggled to recalibrate their relationships with Gulf states and have been increasingly marginalised as relevant actors. Europeans urgently need to strengthen their geopolitical role in the Gulf, overcoming competition between one another to shape a more autonomous, strategic, and forceful role in defence of their key interests. Europeans can shift the balance of power in the Gulf in their favour and help address key crises by approaching the Gulf through flexible new frameworks based on core coalitions that address specific issues.

14. Estonia’s Partners in the EU Coalition Machinery: Maximising Influence in the EU through Coalition-building

Abstract:
This policy paper examines Estonia’s partners in the European Union with the aim of identifying ways to enhance its influence on policy-making. Effective coalition-building is also important for the EU as a whole, since it can improve the Union’s capacity to take decisions and act. The paper highlights that: Estonia has a relatively strong position in the EU, considering its small size and limited resources. It is particularly well-connected with the Nordic-Baltic partners and should seek ways to use this grouping more effectively as a means to reach out to larger member states and shape decisions in the Union. The main challenge is to build stronger links with France and Germany, something that has become all the more important due to Brexit. Teaming up with other countries that are better connected to Berlin and Paris, such as Finland, Sweden, the Netherlands and Belgium, is one way to pursue this goal. It is too early to draw conclusions about the impact of the latest change of government in Estonia on the country’s influence and image among partners in the EU. However, the research interviews show some indications of a weakened position. Estonia should avoid losing its reputation as a results-oriented member state that takes into consideration the priorities of others while pursuing its own interests in a constructive manner.

15. Supporting or Thwarting? The Influence of European Union Migration Policies on African Free Movement Regimes in West and North-Eastern Africa

Abstract:
The European Union (EU) approach to migration in Africa has significantly shifted in the last few years. Notably since 2015, it has focused on preventing irregular migration and privileges engagement with the main countries of origin and transit of migrants. In the context of the 2015 Joint Valletta Action Plan (JVAP), a funding instrument – the EU Emergency Trust Fund for Africa (EUTF) –was created to channel development aid in support of EU interests in curbing migration. As reflected in historical and more recent policy agendas, economic integration and free movement within the continent and its regions constitute key elements of African development ambitions and narratives. But an increasing body of research suggests that EU activities (in particular the EUTF) sideline or even undermine African stakeholders and interests in decision-making and programming on migration. This paper analyses the effects of EU political dialogue and programming on regional free movement (RFM) in two African regions: the Intergovernmental Authority on Development (IGAD) in the Horn of Africa and the Economic Community of West African States (ECOWAS) in West Africa. These regions receive the greatest amount of EUTF funding. While both IGAD and ECOWAS have frameworks on RFM, these are at very different stages of development. The analysis, based on literature review and field research, shows that EU approaches to and impact on RFM differ significantly in the two regions. In the IGAD region, the EU is not undermining but rather supporting free movement – albeit not as significantly as it could. In contrast, in the ECOWAS region the EU’s focus on preventing irregular migration is undermining progress on RFM. At least three factors drive this difference: 1) institutional coherence and decision-making powers vary considerably in the two regions; 2) whereas some powerful member states in the IGAD region consider free movement to be a barrier to their hegemonic role, member states in the ECOWAS region largely see it as positive; and 3) EU migration programming in these regions is driven by different levels of urgency – with the largest number of irregular migrants coming from West Africa, the EU’s objective of curbing migration is more accentuated in the ECOWAS region.

16. The Regional Format 16+1: Early Rusting, Still Alive and Expanding into 17+1

Abstract:
The sub-regional multilateral format of China and 16 post-communist states (16+1) proved that it could last seven years and that it has the potential to absorb new members. Consequently, the European Union is increasingly concerned about its potentially divisive effects on the EU’s unity. The expected economic benefits of 16+1 for the European partners have been scarcely relevant; still, the European states exploit the 16+1 format for strengthening their bilateral agendas with China. Amidst the trade war with China, the US regards China’s rising influence in Central Europe as a political issue. Beijing’s priority in Europe is to calm down the tension with the EU, Germany, and France over the 16+1 platform. However, the accession of Greece to the enlarged format of 17+1 in the recent 16+1 summit in Dubrovnik and the gaining of support for the Belt and Road Initiative in Italy enable China to establish its foothold on the European South’s doorstep in connection with the 17+1 regional platform.

Abstract:
Since the end of the Cold War, cooperative security became a catchphrase term used generally to describe a more peaceful approach to security through increased international cooperation. The cooperative security model essentially embraced four concentric and mutually reinforcing “rings of security”: Individual Security, Collective Security, Collective Defense, and Promoting Stability. In 1992, American strategists — Ashton Carter, William Perry, and John Steinbruner discussed cooperative security in terms of providing new avenues toward world peace, and argued, “Organizing principles like deterrence, nuclear stability, and containment embodied the aspirations of the cold war… Cooperative Security is the corresponding principle for international security in the post– cold war era.” Two years later, in 1994, former Australian Foreign Minister Gareth Evans described cooperative security as tending “… to connote consultation rather than confrontation, reassurance rather than deterrence, transparency rather than secrecy, prevention rather than correction, and interdependence rather than unilateralism.”

18. Development of Sri Lanka’s East Container Terminal Port: Japan & India’s Regional Cooperation in South Asia Shaping Up

Abstract:
Signing the Japan-India Vision Statement in Tokyo on 29 October 2018, the Prime Ministers of Japan and India reviewed cooperation on development of connectivity via quality infrastructure and capacitybuilding carried out bilaterally, as well as, with other partners. More so, the need to do this in an open, transparent and non-exclusive manner based on international standards, responsible debt financing practices, and in alignment with local economic and development strategies and priorities was highlighted.1 The synergy finds embodiment in collaborative projects between Japan and India in the Indo-Pacific region, especially in Sri Lanka, Myanmar, Bangladesh, and Africa. In slightly over six months since this statement, Sri Lanka recently announced on 28 May 2019, its decision of entering into a trilateral partnership with India and Japan to develop a deepsea container terminal. The state-run Sri Lanka Ports Authority (SLPA) said a Memorandum of Cooperation (MOC) had been signed between the three countries to jointly develop the East Container Terminal (ECT) of the Colombo Port next to a $500-million Chineserun container jetty in Colombo harbor.

Abstract:
The Indo-Pacific, as a geographic concept that connects the vast oceans of Pacific and the Indian along with the states in between, is not a new idea. Indeed, the idea of a broader geographic region – rather than more traditional subsets such as East Asia, South Asia, or the more expansive Asia-Pacific – has been used for more than a decade by scholars and practitioners in the region. An Indian naval captain began using the concept in geopolitical terms more than a decade ago, but the terminology has not been limited to scholars in Delhi. Japan’s Prime Minister Shinzo Abe, back during his first stint as Prime Minister in 2007, spoke to India’s parliament about his country’s vision for Indo-Pacific noting a “confluence of the two seas” and pressed for a need to transcend beyond traditional frameworks that often separated or minimized the geopolitical connections between South Asian and the Indian Ocean region with that of East Asia and the Pacific.

20. Hybrid Threats in EaP Countries: Building a Common Response

Abstract:
Four non-governmental organisations from Georgia, Moldova, Armenia and Ukraine conducted a joint study assessing hybrid threats that the EaP countries are currently facing. The project aimed to study the hybrid threats which affect Eastern Partnership states and elaborate recommendations to actively engage civil society in countering them. The project envisaged the creation of a team of experts from Georgia, Moldova, Armenia and Ukraine, which would travel to the capital cities of the mentioned states and meet all relevant stakeholders from government, parliament and civil society. The meetings resulted in the collection of all necessary information, opinions and ideas on the state of institutional and legal measures taken in the countries on countering existing hybrid threats. The team of experts also undertook desk research based on accessible open sources and interviews conducted with different stakeholders, among them government officials, experts and civil society organizations. The research and study visits provided the ground for four country reviews to be written by the experts. Their reports have been integrated mutatis mutandis into the present policy paper, followed by a comparative analysis of threats and institutional responses, similarities and distinctions in the policies of the four mentioned countries. The paper also explores the role and areas of potential engagement of civil society. To effectively counter the hybrid threats, a joining of efforts of official bodies and non-state actors is required. It also needs reinforced international cooperation on a government and civil society level. The paper recommends the governments establish active cooperation among and with the EU countries with the aim of analyzing, exchanging knowledge and countering jointly, where appropriate, hybrid threats. The cooperation should target the development of an appropriate legal environment and adequate institutional capacity. Civil society itself should become more organized and consolidated. The paper advises the EaP CSF to conduct work on consolidating the efforts of civil society in the direction of strengthening the resilience of EaP countries, especially in countering attacks aiming to discredit and weaken the Europeanisation of the mentioned countries. It was advised that the EaP CSF contribute to facilitating the capacity building of civil society organizations so as to help them to actively engage in countering hybrid threats. Despite the existing differences between EaP partner states as regards their foreign policy priorities and geopolitical orientation or trade arrangement, all of them seek closer cooperation with the European Union, peaceful co-existence, and the chance to develop efficient economic ties within the wider region. Continuation of Europeanisation and interaction with EU institutions, supporting democratic transformation, economic and regulatory convergence, social cohesion and human capital development, institutional and state build up, has become irreversible thanks to the success of the EaP. The sources of the new hybrid threats predominantly aim at discrediting and weakening the motivation of the EaP partner states to further integrate with the EU. Indeed, EaP partner states understand the importance of this cooperation and are interested in countering, jointly where possible, any adverse action or attempt to disengage them from that process. Based on the results of the study, we propose a set of recommendations for the governments of EaP states, EU and NATO institutions and their member states.
