Abstract:
The highly controversial missile problem in the Middle East should – and can – be constructively tackled by not singling out Iran and by avoiding onesided maximalist and unrealistic demands towards Tehran. The authors aim at providing incentives for Iran to start discussion on its missile arsenal in three ways: they propose (a) applying vital elements that led to the successful conclusion of the JCPOA; (b) regionalising future talks in a triangle that includes from the beginning the missiles of Saudi Arabia and Israel; and (c) starting with modest confidence-building steps among the three major powers. Among the extra-regional players the United States continues to have a special responsibility for engaging in such a cooperative approach.

EXECUTIVE SUMMARY: Many American detractors of Israel begin by citing that Israel receives the lion’s share of US military aid. The very suggestion conjures the demon of an all-powerful Israel lobby that has turned the US Congress into its pawn. But these figures, while reflecting official direct US military aid, are almost meaningless in comparison to the real costs and benefits of US military aid – above all, American boots on the ground. In reality, Israel receives only a small fraction of American military aid, and most of that was spent in the US to the benefit of the American economy

Abstract:
Import restrictions of dual-use goods and materials led to lower output and wages paid in sectors using those materials more intensively as production inputs. Local labor market conditions worsened in areas where employment is concentrated in these sectors. Episodes of political violence were more likely to occur in those same localities as a consequence. Security-motivated trade restrictions have a negative effect on industrial output and local labor markets. Economic integration could bring possibly high returns in terms of political stabilization.

The adoption and streamlining of differentiation measures represents a unique and effective European contribution towards Israeli-Palestinian peace at a time in which the Middle East Peace Process in its current configuration has failed. Differentiation disincentives Israel’s illegal acquisition of territory and re-affirms the territorial basis of a two-state solution. It also feeds an Israeli debate over national priorities by framing the negative consequences that Israel will face in its bilateral relations if it continues its annexation of Palestinian territory. Despite Israeli efforts to erode consensus within the EU, differentiation continues to receive broad support among member states. EU officials must allow the correct, full, and effective implementation of existing legislation and policy positions relating to Israeli settlements European entities engaging in financial activity with Israeli settlements – even indirectly – could face serious legal, financial and reputational risks. The EU and its member states should offer more advice on the consequences of doing business with settlement-related entities.

Operation Protective Edge – the codename used by Israel for the 51 day military operation and the associated conflict between Israel, Hamas and other Palestinian armed groups – has inflicted unprecedented destruction and human suffering in Gaza. This was the third such major military operation in six years, further complicating recovery for a civilian population sealed off by a blockade and separated economically, socially and politically from Palestinians in the West Bank. Shortly after Israel and Palestinian armed groups agreed to a temporary ceasefire, donors from around the world gathered in Cairo to pledge $3.5bn for the reconstruction of Gaza. Six months later, there has been no accountability to address violations of international law, only 26.8 percent of the money has been released, reconstruction and recovery have barely begun, and people in Gaza remain in dire straits. This paper outlines an achievable course of action that, if implemented, could make significant progress in addressing the root causes of the recurrent conflict and towards the realization of a just, durable peace that would benefit Israelis and Palestinians alike. By directly addressing the different actors that have distinct responsibilities towards Gaza – from Israel and the international community to the Palestinian Authority and Hamas – the signatories to this report outline what each party can and must do to end the conflict and ensure Palestinians in Gaza can realize their rights. It is time for these actors to work together effectively to change the course for Gaza before it is too late.

While Canadian Jewish community organizations are actively engaged in lobbying the Canadian government on its foreign policy with Israel and Palestine, it is not at all clear that the perspectives of the Jewish-Israeli diaspora that have emigrated from this conflict zone have been considered. The absence of diaspora voices from the region seems a missed opportunity for the development of a more comprehensive foreign policy position.

On January 18, six senior members of the Lebanese terrorist organization Hezbollah and a commander of Iran's Islamic Revolutionary Guard Corps were killed while visiting Quneitra in the Syrian Golan Heights, reportedly by an Israeli missile. The attack came just days after Hezbollah secretary-general Hassan Nasrallah threatened to deploy troops across the border into the Galilee in retaliation for repeated Israeli strikes against militia targets in Syria. In the past, the audacious timing and resultant high-profile casualties would have prompted significant and unambiguous Hezbollah military retribution. While the group may eventually retaliate -- anonymous Hezbollah officials in Lebanon say it is "inevitable" -- its ongoing military operations in Syria and the evolving sectarian dynamic in Lebanon may constrain its actions. The pressure to respond is great, but the last thing Hezbollah needs right now is an escalation with Israel that devolves to war.
