Abstract:
One of Toor's central theses is that within and outside the context of Pakistan's history and politics, Islam is far from being a monolith. For Toor, Islam as a set of religio-political entities has been and continues to be invested with different meanings and associations by different actors who have enormously different goals. Toor's volume analyzes the diversity of meanings and political programs which have been associated with Islam throughout much of Pakistan's history. Some of the many themes that she examines include modernist Islam, Islam as it was fused with Pakistani (and other forms of) nationalism, the Jama'at-i Islami's appropriations of Islam, and the Islamic socialism of Zulfiqar Ali Bhutto's People's Party. Toor argues that these diverse forms of Islam have been under attack by a variety of domestic and international forces. The book provides an overview of these contestations and examines trends related to polarization during Pakistan's history.

Abstract:
One may argue three law-like generalizations in political science: “no bourgeois, no democracy,” “democracies do not go to war with each other,” and “natural resources are a curse.” Although each of these highly contested arguments is important, the last one has the broadest impact—the negative effects of oil, natural gas, and mineral production go beyond authoritarianism and have economic, military, and societal consequences. Recently, some important publications have challenged the “resource curse” argument, creating doubts about these negative effects. In this regard, Michael Ross's book is an extremely timely work. It not only responds to these critiques but also provides a consistent set of explanations about oil and its effects on authoritarianism, patriarchy, inter-state and civil wars, and economic underdevelopment. Ross has already written path-breaking articles on these issues and this magnum opus brings together his previous contributions with updated data, revised arguments, and fresh perspectives. Unlike his earlier publications, Ross's analysis focuses on oil and natural gas, sometimes referring to both as only “oil,” and consistently leaves mineral production aside. His data show how the importance of oil will persist, if not increase, in the near future: “the global market for oil and other liquid fuels will rise from 86.1 million barrels a day in 2007 to 110 million barrel a day in 2035; the market for natural gas will rise from 108 to 156 trillion cubic feet” (p. 251).

What is global history? How does one study it? These are the main questions Dominic Sachsenmaier wants to answer. “It depends” seems to be his answer. Essentially, he argues against a single definition, rationale, and method for global history and shows the presence of multiple and equally valid global, historical perspectives. Debates in the United States, Germany, and China on global history all exemplify this variation.

Abstract:
Socrates' pupil Chaerephon once asked an oracle “who is the wisest of all men?” The oracle responded that Socrates is the wisest of all because of his self-awareness. According to philosophers from Socrates to Montaigne, Spinoza, Kant, true wisdom and full knowledge may be a utopian fantasy. In a world of uncertainty where mistakes are unavoidable facts of daily life for citizens and politicians alike, how politicians will be able to avoid foreign policy mistakes is the main concern of this book. There are some other questions of crucial importance which the book deals with: What are foreign policy mistakes and how and why do they occur? The answers to those questions are available in this book and it concentrates on the concept of power. Regarding the concept of power, the main question is “kto-kovo?” (Lenin's famous question, “who controls whom?”) The answers to the question “what are foreign policy mistakes?” and conceptualizing foreign policy mistakes are quite blurry and complicated. There may be lots of different kinds of mistakes, such as violating moral rules, lack of cognitive judgment, and policies costing too much and having unanticipated and undesirable results. The mistakes can be classified as omission (too little/too late) and commission (too much/too soon). For example, mistakes of omission are evident in the British policies towards Germany which failed to deter Germany's occupation of Sudetenland in 1938 and to reassure the Russians that they would negotiate an alliance against Germany. This failure of the British decision makers led to a non-aggression pact between Stalin and Hitler in 1939. The Katyn Forest massacre exemplifies best how Soviet Russia misperceived the gains in cooperating with Germany in the removal of Poland from the map of Europe because according to the authors, the Soviet decision to execute Polish POWs and bury them in the Katyn Forest is a foreign policy decision that falls into three domain; morality, intelligence and policy. It was a violation of international law, based on a diagnostic judgement blinded by ignorance of the future and by communist ideology, which led to a prescription for a policy action that alienated future allies.This, at the same time illustrates the mistake of commission (too much/too soon) and moral failure. Foreign policy choices are not only concerned with rational choices, but, as Axelrod and Jarwis clearly defined it, they also stem from some sources of mistakes such as subjective cognitive maps, heuristics, attribution errors, desires to maintain cognitive consistency and avoid cognitive dissonance, selective attention, and other emotional or cold cognitive biases. Khong explains why human beings are “creatures with limited cognitive capacities” by emphasizing that leaders, like every human, tend to turn to historical analogies for guidance when confronted with novel foreign policy challenges. However the issue is that the result is often a foreign policy mistake since this only helps the leaders “access analogies on the basis of surface similarities”.

Forty years after Britain joined Europe both have changed, mostly for the better. This story does not, however, begin in 1972 when the negotiations finished and were ratified by parliament, nor in 1973 when the UK took its place at the Council table as a full member, but ten years before with the first British application and the veto by General de Gaulle. Sometimes, going further back still, it is suggested that if Ernest Bevin's ideas for West European cooperation had been pursued, or if Britain had decided to join talks on the Schuman Plan, or to take the Spaak Committee seriously, things might have been different. But the truth is there was no Robert Schuman or Jean Monnet in Britain, and no readiness to think in radically new terms. Had the UK been present at the negotiations that led to the European Coal and Steel Community, the outcome for Britain would probably still have been the same, precisely because the vision was lacking. The decision on the Schuman Plan was a close-run thing—the idea of planning for heavy industry being in accordance with the ideas of the Labour government. But British ideas were very different from those of the French or the Americans, who were thinking in terms of supranational bodies—indeed, for Monnet this was a cardinal point. His approach was supported by the Benelux countries, which were already setting up their own customs union. Bevin had an ambition to lead Europe, but it is not clear where he wanted to take it. British policy was sensible and pragmatic but it offered no vision and few resources, and still gave as much priority to the empire as to Europe. Most probably, participation in those early talks would only have postponed a decision not to join the new enterprise. It was only when that enterprise looked successful and likely to last that Britain began to take it seriously and to think of membership.

Hans-Dietrich Genscher: It is the city that has moulded me. It is a very defiant, revolutionary city, with a great tradition in the Enlightenment, in the Reformation, but also in the labour movement. So it is no surprise that on 17 June 1953, the centre of the uprising, outside Berlin, was in Halle. But also in the Third Reich there was strong resistance in this region.

4898. The UK media and 'Europe': from permissive consensus to destructive dissent

This may be the most important proposition revealed by history: 'At the time, no one knew what was coming.' With Britain's main parties of government deeply divided on the question of European integration, the country's politicians have been reticent to the point of paranoia about opening up national debates about the European Economic Community/European Union. The national media, by contrast, have had no such qualms about professing their opinions on the merits and downsides of the European project and Britain's contribution to it. This article argues that on the issue of 'Europe' most organs of the British media have, in a variety of ways and for various reasons, been on a journey between 1973 and the present from permissive consensus to destructive dissent. In putting forward this interpretation the article adapts Liesbet Hooghe and Gary Marks's judgement that, since the signing of the Treaty of Maastricht in 1991, European policy-making elites have increasingly had to 'look over their shoulders when negotiating European issues'. This is because public interest in notionally European-level affairs has risen in proportion to the number and contentiousness of landmark decisions being taken at the supranational level. Crucially, there has been a marked rise in Euroscepticism across the Continent, with national politicians having to 'make room for a more Eurosceptical public' when coming to decisions on European integration, especially on sensitive topics such as fiscal union and constitution-building.2The title of this article reflects the specificity of the British case, where a seismic shift took place during the 1980s. Widespread (but by no means total) media support, sometimes manifest as quiet or just plain uninterested acquiescence in the European project in its 'common market' guise, has given way to a vigorously partisan hostility bordering on a nationalist and in some arenas xenophobic approach to the coverage of European affairs.

4899. A high price to pay? Britain and the European budget

Shadows of 'bougets', in the old sense of moneybags, loom over Britain's stance on the EU budget today, as they did over EC budgets 40 years ago. Three of the make-or-break issues for the UK in the negotiations over the multiannual financial framework (MFF) for the period from 2014 to 2020 concern the direct cost of UK membership. The first is maintaining the British correction or 'rebate', while also maintaining member state sovereignty over budget revenue decisions. (The current rebate, some claim, was finally gained by another 'bouget', Mrs Thatcher's fabled handbag, in 1984.) Cutting finance to the Common Agricultural Policy (CAP) is the second, and closely linked to the first. At the time Britain was negotiating its terms for accession, its less Eurocentric agricultural trade patterns, and its higher dependence on cheap food imports from outside the Communities, marked it off from the six founding EC member states for which food security was a high priority. UK food prices were relatively low compared to Continental prices. Agriculture was a smaller economic and employment sector in the UK than it was in Continental Europe, and land ownership patterns also differed markedly. The third, and again related, issue is reducing the overall size of the MFF: that is, limiting the amounts available for the EU's annual budgets over several years, and therefore reducing the UK's contributions.
