Abstract:
Abu Bakr Al-Baghdadi, leader of ISIS, which is at centre stage of terrorist movements today, claims to be a descendant of the Prophet Muhammad. This is however deeply contested as the information on him is mostly from various online sources, the genealogy is unverifiable, and there are inconsistencies in publically shared information. A review of Abu Bakr Al-Baghdadi's background and atrocities committed by the group under his leadership also show the contrast between ISIS ideology and the real teachings of Islam.

Abstract:
The hardest call during my first year in the Senate was my vote to authorize military force in Syria to punish President Bashar al-Assad for using chemical weapons against his citizens. When I was sworn in on January 3rd, 2013, I expected difficult votes. But I did not anticipate such a profound vote within my first nine months. Only the 18 Senators who serve on he Foreign Relations Committee had to take that vote on September 4, following President Barack Obama's decision to ask Congress to formally authorize a military response. But as tough as the vote was, I am glad the President brought it to Congress instead of proceeding on his own.

3543. Congo: No Peace Without Women

Abstract:
On September 2012, a Congolese doctor stood before the world's leaders at the United Nations General Assembly and denounced the mass rapes of women and girls in the Democratic Republic of Congo (DRC), and the impunity enjoyed by those responsible. Dr. Mukwege said he was ashamed of the international community's failure to stop these atrocities. A month later, he was attacked in his residence in Bakavu, DRC, and was forced into exile. Dr. Mukwege, who was nominated for the Nobel Peace Prize in 2012 and in 2013, returned to the Congo earlier this year in January to resume his work at the Panzi Hospital. There, he treats victims of sexual violence in a country ripped apart by sixteen years of conflict. According to the UN, "Sexual violence in the Congo is the worst in the world." Around 500,000 women have been raped in the country since 1996. Dr. Mukwege shared his insights with the Journal about the Congolese crisis and the role of women in conflict.

Abstract:
By applying an international political sociology to NATO’s military intervention over Libya, this paper proposes an analysis of securitization processes developed into particular military technologies and representations of the use of violence in the context of international military interventions. Our aim is to study securitization logics contained in the use of highly sophisticated military technologies allowing to create a particular sense of (in)security fixed on the referential of the use of violence. We try to demonstrate the different ways through which the use of violence is represented as more or less securing by an analysis of a practical and discursive construction of an opposition between NATO’s instrumental-rational use of violence and Gaddafi’s one, portrayed as irrational and indiscriminate.

Abstract:
Many questions are raised by the use of surveillance technologies in Tunisia by Ben Ali’s Police State. More particularly, the Tunisian case suggests the emergence of a new control system which associates cyber-police and engineering technicians, Tunisian State and Western high-tech companies. Starting with the Tunisian case, this article aims to analyze this control and surveillance system, and to question the meaning and the role of the idea of “technology neutrality” in its operating.

Abstract:
Social agents in charge of the coordination of local security committees dedicated to delinquency and its prevention seem to integrate submissvely the tools offered by the “new criminology” (such as local observatories, statistics, mapping, population profiling). In reality, such tools are mobilised for various reasons that are not only geared towards efficiency. The agents in charge not only use quantitative techniques because they believe in their legitimacy. They also use them as a way to consolidate the legitimacy of their roles. These roles are indeed quite new in the security landscape in France, and mobilising such criminological tools enable the agents to claim a particular form of expertise.

Abstract:
Michel Foucault’s work occupies a special place in the field of criminology. While the author of Discipline and punish has been (dis)credited as a source of division between criminologists or promoted as a legitimizing basis for “another” criminology, he has often been portrayed as a figure of rupture within this research tradition. The present article aims at clarifying this idea of rupture with the foucauldian concept of “illegalisms”. This paper is intended as a reminder of the heuristic value of such a conceptual framework to shed light on the various dynamics between financial crime and social control. To do so, I discuss a number of academic studies on business crime, the social relation to tax and dirty money in order to underline the rich possibilities of the foucauldian reflection for this wide area of research. Ultimately, the articulation of those academic studies helps to better understand the numerous changes in the management of economic and financial illegalisms over past decades in France. Their articulation shows a process of conversion and adaptation of differentiation between illegalisms that (re)produces an inequality of treatment depending on the situations and the categories of population.

Abstract:
La política exterior de la Administración Obama se vio claramente marcada por los procesos de cambios producidos en el Próximo Oriente como consecuencia de la denominada Primavera Árabe. A la discusión previa existente sobre la existencia o no de una doctrina Obama se ha añadido el debate sobre cual puede ser su estrategia hacia una región que se ha convertido en el principal campo de batalla de los grupos ideológicos de la política exterior estadounidense: realistas, neoconservadores y liberales intervencionistas. La necesidad de equilibrar los intereses estratégicos y de seguridad estadounidenses con la promoción de valores como la democracia y los derechos humanos parece haber dado paso a un regreso a una estrategia realista, de intervención limitada, fundamentada en intereses estratégicos clave y en soluciones diferenciadas para diferentes contextos. La situación actual en escenarios como Siria o Irak, con todo, marcan importantes incertidumbres que deberán ser afrontadas a corto plazo.

Abstract:
Security relations with the US have been critical for Turkey. Cold War strategic imperatives dictated typical bandwagoning policies, although disagreements and frictions were present at times. In the 2000s, a combination of domestic developments and rapidly changing regional security patterns has resulted in a more assertive Turkish regional security policy, which for many represents a departure from traditional Kemalist principles. This article attempts to assess the current course of Turkish regional security engagement and the extent to which relations between the USA and Turkey are subject to major change. The analytical context accounts for the impact of domestic, regional and global levels. The empirical focus is on Turkey’s involvement in the Syrian sectarian conflict and on the trajectory of the bilateral relations with Israel.

Abstract:
La valoración de bajo riesgo de sufrir un ataque con armas biológicas realizada por la estrategia nacional de seguridad resulta errónea ya que España como miembro de la OTAN debería recoger en su estrategia nacional de seguridad del año 2013 esta amenaza ya considerada como tal por la OTAN en el año 2002. Para una valoración efectiva del nivel de esta amenaza resulta preciso considerar que esta ha trascendido el ámbito militar. En el presente artículo se presentará la vulnerabilidad de España derivaba de las políticas y protocolos de seguridad de carácter reactivo y no preventivo establecidas en España así como aspectos mutidimensionales que requieren un replanteamiento y mejoras acordes a una valoración de riesgo más precisa.
