Abstract:
Hungary is a medium sized European country of approximately ten million people that shares with its Central European neighbors a common legacy of more than four decades of Soviet domination. Although a fully functioning democracy for nearly 20 years now, a member of NATO since 1999 and the European Union since 2004, Hungary still suffers from the heritage of communism. While the physical damage of this era has been largely eliminated, the less visible but longer lasting effects of the totalitarian period of Hungarian history persist in plaguing the economic and political life of the country to which I arrived in August 2006.

We revisited Lithuania this summer, 15 years after our first visit. We met leaders in both the public and private sectors and toured the entire country. From communications to living standards, the change has been remarkable. Lithuania in 2008 is a success story.

“Realist.” Today, in the wake of the Iraq war, that foreign policy terminology is once again very much in vogue. Even the Bush administration, notorious for trending strongly toward the ideological, has gravitated toward the realist mind-set in foreign affairs in recent months. Thus Secretary of State Condoleezza Rice has taken pains to write, in the pages of Foreign Affairs, of “a uniquely American realism.” The White House, meanwhile, has opted for nuclear negotiations with Iran and North Korea, two of the three countries identified by President Bush, in his more idealistic days, as members of an “axis of evil, arming to threaten the peace of the world.”

The ranging balance of terror exercise across different segments of the global society at the turn of the 21st century, exemplify a seeming unequal relationship between the North and the South[1], which is nevertheless based on the formal socio-politico-economic inequality of the global system. The terrorist attacks are reflection of the changing clout of the various local and International actors, emanating out of our social life, political firmaments, economic sphere of different social classes and national states, and in our practice of democracy, rule of law, which underscores dangerous centrifugal trends and the deeply contradictions which global structural imbalance continue to prop up.
