71. China’s Uneven Response to THAAD and its Coercive Strategy Aimed at the ROK: Implications for the U.S.-ROK Alliance

Abstract:
The United States-Republic of Korea Alliance has arrived at a critical juncture. In July 2016, the countries jointly decided to deploy the U.S. Terminal High Altitude Area Defense (THAAD) ballistic missile defense system to the Korean Peninsula to defend against North Korea’s accelerating nuclear and ballistic missile programs. China has long opposed an American-led, regional missile defense system, persistently warning South Korea against deploying THAAD. Since the deciding to deploy THAAD, the political landscapes in the U.S. and the ROK have changed dramatically. The new Donald J. Trump administration has signaled a change from the previous administration’s “strategic patience” policy, but details of the new approach have yet to emerge. North Korea, meanwhile, continues to aggressively test ballistic missiles and promote its nuclear weapons program. In South Korea, the impeachment and subsequent removal of Park Geun-hye triggered the need for a snap election, and a left-leaning candidate, Moon Jae-in, is leading in the polls. The election could mark a return of previous liberal administration policies that favored cooperation with North Korea. Additionally, Moon has signaled his opposition to THAAD. Nonetheless, the U.S. began deploying THAAD to South Korea in March 2017. China retaliated, implementing a series of economic, political, and military measures to pressure South Korea. This paper provides background on THAAD, analyzes the decision by Washington and Seoul to deploy the system to Korea, and examines Beijing’s concerns and coercive counterstrategy

Abstract:
When the next United States president is inaugurated on January 20, 2017, he or she may face one of the more challenging domestic political environments for international trade in the modern political era; at that time, the U.S. will need to make significant decisions regarding its economic relationship with East Asia, including South Korea. The most significant decision facing the next administration will be handling the Trans-Pacific Partnership (TPP). While there is still time for the U.S. Congress to pass the TPP prior to the next administration taking office, it is increasingly likely that the next administration will have to grapple with either passing or renegotiating the Asia-Pacific-wide agreement, as well as determining how to bring South Korea into the region wide agreement. Bringing Korea into the TPP will further solidify the U.S.’ economic relationship with South Korea, enhancing efforts to move toward a free trade area within the Asia-Pacific. While South Korea’s accession to the TPP will likely be the next administration’s major economic objective, they should also work to strengthen the economic relationship with South Korea by deepening cooperation on small and medium sized enterprises (SMEs), cyber security, the digital economy, energy, and New Frontier issues.

Abstract:
The 2014 entry into force of the UN Watercourses Convention of 1997 could institutionalise water law globally, thereby countering hydro-hegemonic approaches. However, since the Convention is out of date; has been ratified by only 36, mostly downstream countries; does not require amendments of pre-existing treaties; and has no Conference of the Parties to ensure that it becomes a living treaty, its actual influence in addressing the evolving problems in transboundary river basins remains minimal. Nevertheless, it is not unimaginable that with an appropriate follow-up to this Convention, it could be converted into a living and relevant framework convention in the future.

74. Democratic Contributions to UN Peacekeeping Operations. A Two-Step Fuzzy Set QCA of Unifil II

Abstract:
What explains democratic participation in United Nations peacekeeping operations? Although the division of the burden of UN peacekeeping operations has attracted a considerable amount of scholarly attention, neither the impact of domestic variables, nor the interaction between the domestic and international determinants of peacekeeping contributions has been systematically analysed. This article aims to fill this gap in academic research. First, insights from research on peacekeeping burden sharing, democratic peace theory and integrated decision models are combined in a multi-causal framework. Subsequently, two-step fuzzy set Qualitative Comparative Analysis is used to assess whether this model explains diverging contributions to the 2006 enhancement of the UNIFIL operation. The results of this analysis show that contributions result from a complex interplay between domestic and international conditions. Two combinations of international level conditions allowed for large contributions. In the absence of significant military engagements, military capable states and states with a high level of prior involvement in UNPOs had an incentive to participate. Actual contributions, however, only materialized if such a conductive international context was combined with favourable domestic conditions: only states governed by a left-leaning government that was not constrained by either proximate general elections or a right-leaning parliament with extensive veto powers participated in the operation.

75. Voter Characteristics and Leader Effects in a Post-Communist Context: The Case of the 2012 Legislative Elections in Romania

Abstract:
In the contemporary political environment, the added value brought by leaders to the electoral performance of the parties appears to be significant and growing. However, the impact of leader evaluations on the vote choice is likely to vary from one voter to another. This article explores the influence of voter characteristics on the magnitude of leader effects in the context of the 2012 legislative elections in Romania. Five such characteristics are considered: objective political knowledge, subjective political information, party identification, political engagement, and time of voting decision. For this purpose, the paper employs data from the 2012 Romanian Election Studies (RES) three-wave panel survey. The analyses prove a significant influence of political knowledge and party identification and negligible effects of the other three voter characteristics considered. Thus, political knowledge appears to stimulate the manifestation of leader effects. Similarly, voters holding partisan ties appear to experience higher levels of personalization. The implications of these findings are discussed extensively.

Abstract:
Having drawn the inheritance of colonialism, both Pakistan and India have adopted very different course of Civil Military relations. The research attempts to analyze the developmental pattern of Civil Military relations of both countries through examination of inter connected roles of both military and political class. Despite their similarities at the time of partition, these two militaries and civilian institutions took completely different political trajectories. The argument is tested with paired-comparison case studies of Indian and Pakistani Civil-Military relations since independence. Both cases reveal how structures of domestic politics interact with military threat perceptions in order to explain civilians’ ability to maintain varying levels of control over the military. This present work is net assessment of Civil Military relations and influencing events and occurrences in both countries.

Abstract:
Separatist tendencies emerged in India and Pakistan even before the end of colonial rule in both countries in 1947. The political leadership of these states while dominating the political systems in their respective countries equally demonstrated much determination to curb the separatism. However their response to the challenge of separatist movements, particularly in Indian Tamil Nadu and Pakistani East Bengal, was different to each other. The outcome of separatist movements in two regions were altogether dissimilar. Indian leadership succeeded in repealing the Tamil Movement while Pakistani leadership fell short to the Bengali Movement. This paper is an attempt to expose that India and Pakistan both remained leader centred political systems during most of the time when they were confronted with the challenge of separatism in Tamil Nadu and East Pakistan respectively. While revealing the features of Tamil and Bengali Movement it compares the responses of Indian and Pakistani leadership to the challenges in their relevant spheres. The measures adopted by the political leadership of these countries to appease these movements have been explored in comparison with each other. The dealing of language issue, central to the separatism in both cases, has been specially assessed for the comparative study of response to challenge of separatism.

Abstract:
Child labor at brick kilns is an important aspect and dimension of child labor which is hampering the overall development of the country. There are different determinants of child labor however current study tries to explore the socio-economic and political determinants of child labor. The current study uses qualitative research design by using in-depth interviews to explore the above mentioned objective of the study. By using purposive sampling technique the researcher interviewed 30 respondents. The results of the study are based on themes that emerged during the data analysis. The study concluded that less education, need for extra money and lack for poor monitoring by government are important factors and reasons of child labor in Pakistan. The study implies that potential implementation of the government’s laws and proper monitoring is a key to eradicate child labor.

Abstract:
China-Pakistan strategic partnership is evolving into the politics of interdependence by encompassing not only the defense dimension but also the trade, investment, energy and infrastructure development. The proposed China-Pakistan Economic Corridor (CPEC) is a mega project which will connect the north-western Sinkiang autonomous region‘s Kashgar city with the Pakistan‘s Gwadar Port. It is equally important both for China and Pakistan on the one hand and for the regional states of South Asia, Middle East, landlocked Central Asia and East Asia, on the other. It will provide China a shortest route of about 2500 kilometers to link with Middle East by the Pakistan‘s much needed road and railway network. A huge amount of 46 billion US dollars is allocated for the project to uplift Pakistan‘s development by meeting the energy needs, building industrial parks and economic zones. This paper will use the paradigm of interdependence to analyze the China-Pakistan Economic Corridor. Interdependence is a broad term which refers to such situations of reciprocal effects among the states or actors in different states. It is not only applicable to political-military interdependence but also to politicaleconomic interdependence. Here in the case it has been observed that with the rise of China and its rapidly growing economy, a relatively peaceful environment and neighborhood is imperative. With the completion of CPEC, this interdependence seems to be transformed into Complex Interdependence by creating more peaceful environment and war; costly.

80. When’s the Party (or Coalition)? Agenda-Setting in a Highly Fragmented, Decentralized Legislature

Abstract:
This paper examines committee behavior in Colombia to determine whether parties or coalitions exert agenda-setting powers despite the fact that the formal rules seemingly create little incentive for cooperation. Colombia’s party system is extremely fragmented, electoral volatility is high, and there is a long history of candidate-centered elec- toral rules, all of which suggests that party and coalition leaders have few tools to control the legislative agenda. Additionally, chairs do not directly control committee reports as in other presidential cases. However, the naming of ponentes (rapporteurs) to write ponencias (bill reports) for the committee may give leaders the opportunity to set the agendas in com- mittees. Hence, we test whether committee chairs strategically name ponentes to control the agenda and favor their partisan or coalition inter- ests. We test these ideas using a unique dataset covering two complete legislative sessions and thousands of bills. Overall, we find that commit- tee chairs use the ponente process to set the agenda and privilege legisla- tion sponsored by allies, especially the executive.
