51. The Role and Activities of the Eastern European Group within the United Nations System

Abstract:
Thank you very much for the invitation and thank you for allowing me to speak to you about the United Nations and its role in Central and Eastern Europe. This is probably the first time in the history of our conference that we are discussing the United Nations. I will argue that there is a lot that we as Eastern Europeans can do together and how our coop- eration within the UN can be more fruitful and useful for all. I would like to first discuss how we can cooperate better in the General Assembly, Security Council and the United Nations Secretariat. Where are the opportunities? Where are the challenges? What else should we consider and be aware of? Let us begin with the historical context: what has been the role of the UN for Central and Eastern European countries? During the communist era, we were denied indepen- dence or sovereignty, thus the real interests of our countries were not represented on the global stage. There were of course communist embassies, very close coordination with Soviet diplomats, and weekly or even daily instructions coming from Moscow. This was the case until 1989. Then communism collapsed and our countries regained their inde- pendence and sovereignty. Initially, in the early 1990s, the UN was visibly present in East- ern Europe as a result of civil wars and ethnic conflicts. UN peacekeepers were a familiar sight, serving on various missions seeking to reestablish peace and stability. Then, I would argue, the role of the United Nations in our regional diplomacy and politics declined as the 20th century drew to a close and the 21st century began. This was due to the very powerful roles played by the European Union, NATO and the OSCE. These organizations eclipsed in importance the seemingly distant United Nations in New York City. Now, the situation is changing again, and we are witnessing a resurgence of the UN’s impact on Polish and European diplomacy. The UN is gradually reestablishing its role as useful platform through which Poland can play an active and leading role in promoting the political and economic interests of our region. It is particularly noteworthy that the Polish Minister of Foreign Affairs Jacek Czaputowicz spent the majority of May 2018 in New York – not enjoying the beautiful Big Apple, but working long hours, leading the various debates within the Security Council – giving Polish foreign policy a critical platform on the world stage.

Abstract:
This paper aims to underline a certain dichotomy in the pre-World War II and present perception of the events preceding the history of the re-establishment of Poland on No- vember 11, 1918. Although the historical facts were duly recorded, described and analyzed by the his- torians – the subsequent prevailing ideological interpretations did not fully integrate the events described in this paper into the official school programs of the interwar (1918–1939) II Republic of Poland. The major role for the policies responsible for the rebuilding of the Polish national state after 123 years was then allocated, according to the political beliefs of scholars to either Marshal Józef Piłsudski or Roman Dmowski, and their respective political ideological camps. Hence, the Polish high school students of that period had then only very limited knowledge of the events largely shaped by the Western Allies behind the scene or at the Versailles Conference of 1919 – by the Allied powers, who after all had a decisive role in reshaping the post-World War I map of Europe. Furthermore, because of the Communist take-over of Poland in 1944 and thereafter the total reshaping of school programs during the existence of the Polish People’s Repub- lic until 1989, the presentation of the basic historical facts (rejected by the Communists) were either totally falsified or largely by-passed. Hence, whole generations of Polish high school students educated then – still have huge gaps in the perception of the modern history of their own nation. The above facts lead me to attempt to research anew and to popularize some cir- cumstances, which largely favorably shaped support for the Polish cause after World War I, especially since they were created by the United States.

Abstract:
A narrative of India’s foreign policy would unambiguously outline its ascendance as a deserving major power in world politics. A theoretical, structure-agency reading of foreign policy however reveals a complex interplay of factors behind India’s rise; evolving material capabilities and power, and normative and ideational forces. From its inception as a sovereign state, India envisioned itself as a great power even though there were considerable obstacles to this. Despite India’s meteoric rise in the post 1998 period, it has not succeeded in translating its material preponderance into either strategic consensus or astute leadership of the sub-continent. The chief argument of this article is that India serves as a test case for the foreign policy of a state being compulsorily structured by the complex interaction of systemic forces on one hand, and agential actions on the other.

Abstract:
The Portuguese colonization, throughout the 18th and 19th centuries, was the first bond established between Brazil and the African continent, and it was especially deepened by the slave trade. With the Brazilian independence in 1822, as well as with the end of the slave trade across the Atlantic, between 1845 and 1850, there was a gradual movement away from said continent, once the imperial foreign policy axis was now directed towards the River Plate, to the South, as well as to England, Western Europe and the North of the global system. In the 20th century, along with the two World Wars, the creation of the United Nations, and the Cold War, Brazil’s international projection was drawn according to the opportunities presented in this new world system. The aim of the present paper is thus to analyze the ambiguity between Brazilian political discourse and foreign practice with regard to the Portuguese colonies. The research problem consists in identifying which aspects have exerted an influence on the definition of Brazil’s African policy. As a research question, it is assumed that Brazil, since the Independent Foreign Policy (IFP), with its discourse of non-alignment with the powers of the world system, the identification with the Third Worldist theses, and based on the politics of the “3Ds” (development, decolonization and disarmament), supported the anti-colonial principle and was an advocate for the self-determination of peoples. However, an ambiguity was evident by the official political alignment with Portugal, due to the 1953 Treaty of Friendship and Consultation.

Abstract:
Among the main legacies of the colonial period in sub-Saharan Africa, there’s the establishment of modern nation states and political systems alien to African traditions and cultures. The emerging ruling elites of the independence struggles sought to establish strong state structures under nationalist banners, where the preeminence of executive power and the centralization of power were the most common mechanisms for maintaining national unity. Thus, within artificial borders, the new governments took on the task of converting the multiethnic, multicultural and multireligious mosaics that made up their populations into cohesive political units, the case of Nigeria being a clear reflection of this journey.

Abstract:
Language is one of the essential tools in politics. In this context, as for people, the importance of language is very high for states to express themselves politically. The language that states use to carry out their foreign policies has original qualities or at least is believed it should have. For this reason, the language used by the state in its foreign policy is different from the others. If it is not different, it is sometimes differentiated, or new meanings are assigned to the words in line with this purpose. It is a common practice that states produce and implement foreign policy by utilising the language and especially words. However, this can sometimes lead to various problems in foreign policy. Similar practices and problems exist in Turkish foreign policy as well. Naming, changing the name, naming it differently, labelling it in a negative manner, pronouncing the name differently, not-to-mention the name are of the tactics in this regard. In this study, two main topics on Turkish foreign policy are discussed. The first is the debate in Turkey on the last name of Syrian President "Bashar al-Assad" within the framework of what it is or how to pronounce it. Once the relationship between Turkey and Syria began to deteriorate, "Esed" instead of "Esad" has chosen to be used by some politicians, particularly Recep Tayyip Erdoğan. The second one is the name of the terrorist organisation "ISIS“(Islamic State of Iraq and al-Sham). The terrorist organisation formerly known as ISIS started to be named "DEAŞ", "DAİŞ", "DAEŞ" by a great number of people, especially Recep Tayyip Erdoğan. The main reason for this is that the word of Islam takes place in the name of this terrorist organisation. Two inferences can be made on the subject. First, the language debates that took place inside Turkey are more frequent than the debates done between Turkey and its counterparts in the international arena and made by the outside world without Turkey's involvement. Secondly, the interventions in language and playing with words did not give the desired results. | Dil, siyasetin en önemli araçlarından biridir. Bu bağlamda kişilerin olduğu gibi, devletlerin de kendilerini siyaseten ifade etmelerinde dilin önemi çok yüksektir. Devletlerin dış politikalarını gerçekleştirmek için kullandıkları dil, özgün niteliklere sahiptir ya da en azından öyle olması gerektiğine inanılır. Bu nedenle de, devletin dış politikada kullandığı dil başkalarınınkinden farklıdır, değilse bazen farklılaştırılır ya da kelimelere farklı anlamlar yüklenir. Dili ve özelde de kelimeleri kullanarak dış politika üretmeye ve uygulamaya çalışmak, rastlanılan bir durumdur. Ancak, bu durum, bazen çeşitli dış politika sorunlarına da neden olabilmektedir. Türk dış politikasında da benzer uygulamalar ve sorunların varlığı, zaman zaman söz konusudur. Adlandırma, ad değiştirme, farklı adlandırma, olumsuz adlandırma, adını farklı telaffuz etme, adını anmama, bu konuda taktiklere örnektirler. Bu çalışmada, esas olarak, Türk dış politikasında yakın zamanda gündemde yer almış iki tartışma konusu ele alınmıştır. Bunlardan birincisi Suriye Devlet Başkanı “Beşir Esad”ın soyadının ne olduğu ya da nasıl telaffuz edileceği konusunda Türkiye’de yaşanan çok ciddi tartışmadır. Türkiye ile Suriye arasındaki ilişkiler bozulmaya başladıktan sonra, Recep Tayyip Erdoğan başta olmak üzere bir kesim, “Esad” yerine “Esed” kelimesini kullanmayı tercih etmiştir. İkincisi ise, terör örgütü “IŞİD”in (Irak Şam İslam Devleti) adı konusunda olmuştur. Daha önce IŞİD adıyla anılan örgüt, sonraları Recep Tayyip Erdoğan başta olmak üzere, büyük bir kesim tarafından DEAŞ, DAİŞ, DAEŞ gibi adlarla ifade edilmeye başlanmıştır. Bu yaklaşımın temel nedeni, terör örgütünün adında yer alan “İslam” kelimesinin kullanılmak istenmemesi olmuştur. Konu hakkında, iki saptama yapılabilir. Birinci olarak, Türkiye’de yapılan tartışmalar, Türkiye dışında yapılanlardan ve Türkiye’nin dışarıyla yaptıklarından daha fazladır. İkinci olarak ise, dile yapılan müdahaleler, kelimelerle oynamalar, istenilen sonuçları vermemiştir.

Abstract:
The US faces many dilemmas in facing an XXI century China. The recent crisis that has occurred in the South China Sea and issues related to the trade war between the two global powers have significantly divided the positions of both states in world affairs. The US policy of engagement and coercion, forcing China into the US liberal order has shown slow progress. Therefore, it is critical to re-evaluate the US foreign policy strategy in facing an XXI century China, which shows discontent towards the values that are promoted by the US. This paper critically analyzes the US foreign policy approach to China, provides key elements of its success, and concludes the major issues faced throughout the process of interacting with the modern global superpower known as China.

Abstract:
The Syrian civil war exacerbated sectarian divisions between the Alawite-ruled Syrian government and Syria’s Sunni population, straining also the relations between the Sunni majority and Alawite and Alevi minorities of neighboring Turkey. The Alawites and Alevis of Turkey were predominantly supporting Syria’s President Bashar al-Asad, while the Turkish government greatly supported the Sunni insurgents of Syria. The paper aims at examining how Alawites and Alevis have influenced the relations between Turkey and Syria in the light of the Syrian civil war, the reasons behind the sympathy of Alevis for the Syrian government, and the implications that Turkey’s Syria policy has had domestically. It finds that the Alevi / Alawite factor has had some restraining effects on Turkey’s antagonistic policy towards Syria. In the introductory part, the article touches upon the differences and the similarities between Alevis and Alawites, then it analyzes the developments in regards Turkey’s policy towards the Syrian crisis that were also reflected in Ankara’s domestic policy vis-à-vis its Alevi and Alawite minorities.

59. Underlying Implicating factors of U.S. War on Terror and its Unintended Consequences for Pakistan

Abstract:
Pakistan‟s reactive foreign policy attitudes and actions negate (or seem contradictory to) the core principle of realist paradigm, which says that intentions may vary independently without having any influential peer-pressure. Holistically, the critical analysis of Pakistan‟s foreign policy history exhibits that this country always chooses to pursue a reactive policy rather than proactive one. The best and recent example is Pakistan‟s dealing with Afghanistan problem since 9/11. This study uses archival evidence of long-simmering tensions about the continuing Afghanistan War and its unexpected consequences of Pakistan‟s policy decision to examine hypotheses derived from Barry Buzan‟s Regional Security Complex Theory. This paper aims to make the following inquiries: (1) how did Pakistan react in the response to U.S. invasion of Afghanistan and its War on Terror? (2) What have been the factors implicating Pakistan in Afghanistan War? (3) Why has Pakistan been failed in designing a proactive policy to prevent the challenges surfaced from enduring Afghan conflict and pose the serious threats to its security? (4) What are the unintended consequences of Pakistan‟s reactionary policy towards Afghanistan and in which direction have these outcomes guided Pakistan towards? While foreseeing the deteriorating situation in Afghanistan and its spillover effect on region, this paper will provide Pakistan‟s proactive strategies in the form of National Action Plan and CPEC so as to overcome such possible effects in future over the internal security situation and economic condition of the country.
