31. When Diplomacy’s Reputation Needs Tending: Some Advice from the Past

Abstract:
Secretary of State Michael Pompeo raised a few eyebrows in August when he spoke, on foreign soil, to the Republican National Convention. Cabinet members, especially the Secretary of State, are held to a high standard in politics because they are meant to be custodians of the nation’s image. Many people regard party politics as tarnish on that image. Yet, Americans have long championed a gift for image-making. Related to that has been a less cynical belief, even faith, in the appeal of the American way of life, the American dream, a “decent respect for the opinions of mankind,” and similar truths taught to every American schoolchild. Today’s national mood and reputation challenge those norms in ways that do not bear repeating. The lamentations are omnipresent in print, on radio, on television, and online. What has been missing until only very recently has been the moral call to arms that usually accompanies such moments in American history.

The issue of militarization of American foreign policy is one that has simmered for decades. The American preference for employment of economic pressure and/or military force as a ‘quick-fix’ to deal with international problems instead of a more nuanced diplomatic approach is not a phenomenon of the 20th or 21st century. The increased militarization of U.S. foreign policy of the last decade is a continuation of a trend that has existed in one form or another for most of the nation’s history. The over-reliance on military power in foreign affairs, the militarization of U.S. foreign policy, dramatically increased with the dissolution of the Soviet Union and the end of the Cold War, and the 9/11 terrorist attacks. However, almost from the beginning of the founding of the republic, under pressure from business interests concerned with maintaining or increasing their prosperity or groups interested in maintaining their positions of influence or power, American political leaders have often resorted to use of force for a short-term solution.

As Economic Counselor at the U.S. Embassy in the Philippines in 2000-2004, I worked closely with the American Chamber of Commerce in Manila. Amcham also had a branch office in Davao, the largest city in the southern island of Mindanao, staffed by Filipino nationals. In early 2001, I made my first visit to Davao to check out economic conditions there and help promote U.S. business interests. Though generally peaceful, Mindanao has a troubled history of rebellion and terrorist attacks. As a result, the Embassy’s Regional Security Office gave me a special briefing on what to expect, concluding by telling me to “keep a low profile.“ I flew from Manila to Davao airport, keeping this advice in mind. There was no jetway; our plane stopped about 100 feet from the terminal. As I walked down the steps from the plane, I saw a large banner running about half the length of the terminal building that said “American Chamber of Commerce in Davao Welcomes Morton Holbrook, Economic Counselor, American Embassy Manila.” So much for the security officer’s low profile advice, I thought!

My friends say I was born and raised in Kansas, but I was made in Africa. I first stepped on the continent in 1970 as a Peace Corps Volunteer in Togo and stayed much longer than expected, serving with the U.S. Agency for International Development (USAID) and working with non-governmental organizations across the continent. I ended up knowing firsthand in varying degrees each of Africa’s 54 countries.

In 1987 I joined the United States Information Agency (USIA), a foreign affairs agency whose mission was to engage in public diplomacy with audiences overseas. We liked to say that we wanted “to tell America’s story to the world” via a variety of cultural, educational, and informational programs (e.g. speakers, exchanges, exhibits, and libraries). USIA had a corps of press and cultural officers implementing these programs as well as specialists in areas such as library science and English language programs. As an English language officer, I was expected to promote the learning and teaching of American English as a means of developing mutual understanding between the people of the United States and the people of other countries. I therefore looked forward to my first overseas trip to make contact with the English teaching establishments in Hungary and the Soviet Union.

Abstract:
Malaysia’s foreign and security policy faces myriad challenges, but not much is likely to change under Mahathir Mohamad’s ‘New Malaysia’ framework. The return of Mahathir Mohamad to the prime ministership of the country he had previously led for 22 years has raised questions about the direction Malaysia’s foreign and security policy might take. While there may be some course-corrections in foreign and security policy under Mahathir’s Pakatan Harapan government, it will not stray far from the approach of previous administrations. Continuities will include its non-aligned status, its pragmatic dealings with both the United States and China, its focus on ASEAN centrality and Malaysia’s economic development through trade. Malaysia will revisit its earlier “Look East” policy; it has plans to upgrade its defence capabilities in the South China Sea; and it will take a more consultative approach to foreign policy-making.

As Bougainville prepares for a referendum on independence, Australia must navigate a policy response that acknowledges the history of conflict and colonialism there, Bougainville nationalism, PNG sensitivities, the principles of the guiding Bougainville Peace Agreement and new geostrategic realities to help forge a lasting solution. Bougainville is largely ‘referendum ready’ and its people are expected to vote overwhelmingly for independence in the November referendum. While Bougainville has abundant natural resources and a skilled older generation, as an independent nation it would face many challenges including fiscal self-reliance, consensus on mining issues, unity and political integrity. Australia has a significant stake in the outcome and should step up its engagement to remain a trusted peace and security broker in Melanesia. It should not oppose Bougainville’s independence if that is the result under the referendum and peace process, and should take a leading role in ensuring a peaceful resolution between the parties.

The rise of Asia is the central challenge of Vladimir Putin’s foreign policy, calling into question long-standing assumptions about Russia’s place in the world. Moscow is now more committed to engagement with the Asia-Pacific than it has ever been. This reflects belated recognition of the region’s critical importance in global affairs. Russia’s ambition to become a major player in the Asia-Pacific faces considerable hurdles. Overcoming them will depend on larger changes in its foreign policy mindset — an uncertain prospect at best.

Abstract:
As 30 years of peace agreements come to an end, stability in New Caledonia is now at risk. New Caledonia faces an uncertain future as it prepares for its last local elections under the Noumea Accord, and as it enters a four-year process ending 30 years of peace agreements. The continued stark ethnic divide over independence revealed in the November 2018 referendum, the first of potentially three such votes, revives old tensions and complicates essential discussions about future governance, which will have consequences for France, Melanesian neighbours and the wider region. While strategically Australia benefits from continued French regional engagement, its support should not be at any cost.
