This White Book for Peace and Security is the Malian civil society's contribution to (inter)national security and development strategies in Mali. It seeks to bring forward the perspectives of local populations in the design and implementation of these strategies. Building on locally collected perceptions, the White Book presents a bottom-up analysis of the country’s most urgent security challenges and provides tailored recommendations for policymakers to achieve long-term stability in the country.

Abstract:
El propósito central de esta obra radica en evaluar el deterioro que ha tenido lugar en las relaciones Cuba-Estados Unidos durante el primer periodo de mandato del presidente Donald J. Trump. El texto es resultado de la XVI Serie de Conversaciones Cuba-Estados Unidos de América, celebrada en diciembre de 2017 y patrocinada por el Centro de Investigaciones de Política Internacional adscrito al Instituto Superior de Relaciones Internacionales “Raúl Roa García” de La Habana (CIPI-ISRI). Desde diferentes ángulos se analizan el entorno internacional y el regional, así como los acontecimientos que están teniendo lugar en Cuba y en Estados Unidos, lo cual brinda múltiples explicaciones a procesos en pleno desarrollo. Sin embargo, estos contextos reflejan signos contradictorios que expresan una circunstancia histórica concreta, donde nacionalismos y populismos de extrema derecha han capitalizado el momento político internacional. En esa dirección es lógico prestarle atención a Estados Unidos y a la presidencia de Donald J. Trump, la cual más que causa es síntoma de la crisis que vive el país y refleja inmensas transformaciones y grandes desalientos basados, entre disímiles causas, en una insondable inequidad socio-económica y política. La respuesta es la agenda conocida como “America First”, que adolece de una mirada estratégica a mediano y a largo plazo, y pone en duda el papel de ese país en el Orden Mundial en el siglo XXI. El libro está destinado a audiencias interesadas en entender estas profundas problemáticas, sus causas y, particularmente, las negativas consecuencias que han tenido en el incipiente proceso hacia la normalización de relaciones con la República de Cuba, iniciado en diciembre de 2014. Al mismo tiempo, intenta explicar esta coyuntura como un paréntesis pues, más tarde que temprano, se deberá regresar a la lógica de la cooperación y la colaboración entredos países que, más allá de sus diferencias, comparten historia y un mismo entorno geográfico.

Abstract:
At the Korea Economic Institute of America (KEI), we foster connections to advance United States-Republic of Korea ties. Through bringing together people with an interest in topics of importance to this relationship, KEI works to further mutual understanding between our two countries. With a whirlwind of new developments in the region, sharing ideas now is of even greater importance. Our 2018 Academic Symposium, through which we endeavor to bridge the academic and policy communities, contributes to understanding crucial questions in the Asia-Pacific. KEI held parts of our Academic Symposium at two conferences this year for the first time. We were pleased to return to the International Studies Association (ISA) annual conference for two panels in San Francisco, California. The conference featured over 6,000 international affairs scholars from around the world with a wide range of research interests and regional specializations to present papers and hold discussions on contemporary issues. We were also pleased to contribute a panel presentation to the Association of Asian Studies (AAS) conference in Washington D.C., which included nearly 4,000 researchers from various disciplines focusing on Asia throughout history. And, for the third year as part of our Academic Symposium, KEI hosted a fourth panel in our own conference room. Marking seven years of collaboration, KEI again turned to the skills and insights of Dr. Gilbert Rozman, the emeritus Musgrave Professor of Sociology at Princeton University, to serve as the Editor-in-Chief for this Joint U.S. - Korea Academic Studies volume and as an advisor to KEI’s programs at the ISA and AAS conferences. This partnership has once more brought together an excellent group of scholars and practitioners. The experts in this volume have thoughtfully addressed themes that are pervasive throughout Asia and are timely for the U.S.-Korea alliance. South Korean President Moon Jae-in took office in May 2017 with ambitious plans for diplomatic initiatives, but faced challenges from both home and abroad in implementing them. How President Moon has pursued his foreign policy options so far is explored in the first section. As China looks ahead to playing a larger role in region, the second section reminds us of how Beijing’s past relationships on the Korean Peninsula play a pivotal role in its outlook towards Seoul and Pyongyang. The penultimate section examines how key regional stakeholders are seeking to advance their trade interests in the wake of U.S. President Donald Trump’s break with international economic policy norms. In the final section, the authors attempt to make sense of North Korea’s outreach in 2018 by each analyzing its possible strategies. 4. The United States in the Czech Foreign Policy

Abstract:
The year 2017 was mainly a transition year for Czech foreign policy towards the United States, as the Czech side was gradually getting acquainted with and monitoring the positions and perspectives of the new administration. President Trump’s often ambivalent rhetoric regarding transatlantic relations and various multilateral frameworks has brought increased uncertainty as to what role Washington intends to play in the world and how it plans to co-operate with its global partners. Due to personnel changes in key offices in the executive branch of the US government, higher-level bilateral security, foreign policy and economic dialogues between the Czech Republic and the US did not take place during the year, albeit with a positive outlook for their resumption in 2018. During 2017, a part of the bilateral agenda consisted of preparations for the commemoration of one hundred years of official ties between the two countries, which will be celebrated throughout 2018. The bilateral trade with the US increased but ended with a deficit for the Czech side. The two countries’ defence and security co-operation can also be rated as strengthened mainly due to the continuing activities of the Czech Republic in the Middle East.

5. Sub-Saharan Africa in the Czech Foreign Policy

Abstract:
The Czech foreign policy towards Sub-Saharan Africa can be characterised as continuous with aims of deepening the relations with traditional African partners in the fields of economy, defence, security and agriculture, and establishing new partnerships mainly with the Sahel countries. Similarly to the previous year, none of the themes connected to Sub-Saharan Africa were either politicised or polarised. The co-operation between ministries successfully continued with multi-sectoral visits on the continent by the representatives of the Czech Ministries of Foreign Affairs, Agriculture, Defence and Industry and Trade. The Czech Republic was also active on the European level, since it took part in the 5th EU-AU Summit and also worked actively on the negotiation mandate and draft of the post-Cotonou agreement with the ACP (African, Caribbean and Pacific) countries. The Czech foreign policy towards Africa puts an emphasis on creating real partnerships with African states with the aim to achieve their sustainability and accountability.

Abstract:
The Czech foreign security and defence policy in 2017 was influenced mainly by the Russian threat, terrorism and migration – nevertheless, Brexit and the new US administration under President Trump were also important external drivers for it. These factors resulted in various steps taken within the Czech defence sector. The policy faced changes ranging from renewals of strategic documents, an increased defence budget, the high (yet still problematic) support from the public and rising numbers of Armed Forces personnel to problems with the age structure within both the military and the civilian part of the defence sector. Finally, the foreign security policy will likely be heavily influenced by the results of the parliamentary elections in October 2017 and also by the new government of Andrej Babiš, but this is rather to be expected in 2018.

Abstract:
In 2017, the Czech Republic focussed mainly on the issue of strengthening energy security, both within the EU and the V4, and bilaterally in its relations with Germany, Austria, Russia, USA and France. In this context, the politicisation of the Czech discourse regarding the external dimension of energy security has been rather limited. Similarly, the polarisation of the Czech external dimension of the energy security discourse has also been limited. Despite this, the Czech government has relatively successfully tried to maintain a unified position in its energy policies, which is why in this case we can talk about a coherence within time, and across different players, as well as through the declared priorities of both the government and the EU. Last, but not least, the Czech Republic was supportive of creating common policies based on its proactive approach and co-operative position. The Czech Republic also adapted to external politics in the area of energy – which was the result of its reactive approach and neutral position.

Following the European Year for Development 2015 and the transitional year 2016, 2017 promised to be the year when the Czech development agenda would find a new direction thanks to the introduction of a comprehensive sustainable development framework, new strategic documents, increases in funding and the evolution of the development institutions. Looking back, however, we can safely say it did not happen. While the new framework and strategies have been put in place and the institutions are evolving accordingly, most of the political scene seems to have once again lost interest in the agenda, or even question its utility. Amid growing pragmatism and polarisation, the main question increasingly faced by the Czech development policy is not whether and how it should relate to other dimensions of foreign policy (be it security, migration or business promotion), but rather whether, and to what extent, it will remain one of the country’s pursuits and priorities.

Abstract:
As the primary agency for law enforcement, the police operates at close proximity to the public and exerts significant influence over the security of individuals and communities through its behaviours and performance. Therefore, ensuring accountability of both the individuals and institutions of the police is a fundamental condition for good governance of the security sector in democratic societies. The parliament, as the highest representative body in a democratic system, plays a significant role in maintaining police accountability. The objective of the edited volume on “The Role of Parliament in Police Governance: Lessons Learned from Asia and Europe” is to put forward good practices and recommendations for improving police accountability, with an emphasis on the strengthening of the role of parliament in police governance. The comparative analysis includes insights and lessons learned from eight country case studies including Belgium, Germany, India, Indonesia, the Netherlands, Philippines, Thailand and the United Kingdom. The findings of the cases studies can be taken into account when analysing and considering options for improving the accountability of the police to parliament as well as strengthening independent oversight bodies and parliament-police liaison mechanisms. However, it must be emphasised that these good practices always need to be adapted to the exigencies of the local context.
