Abstract:
Laura Sjoberg positions gender and gender subordination as key factors in the making and fighting of global conflict. Through the lens of gender, she examines the meaning, causes, practices, and experiences of war, building a more inclusive approach to the analysis of violent conflict between states. Considering war at the international, state, substate, and individual levels, Sjoberg's feminist perspective elevates a number of causal variables in war decision-making. These include structural gender inequality, cycles of gendered violence, state masculine posturing, the often overlooked role of emotion in political interactions, gendered understandings of power, and states' mistaken perception of their own autonomy and unitary nature. Gendering Global Conflict also calls attention to understudied spaces that can be sites of war, such as the workplace, the household, and even the bedroom. Her findings show gender to be a linchpin of even the most tedious and seemingly bland tactical and logistical decisions in violent conflict. Armed with that information, Sjoberg undertakes the task of redefining and reintroducing critical readings of war's political, economic, and humanitarian dimensions, developing the beginnings of a feminist theory of war.

Why.Is.Management.Important? The UN field mission is a complex beast. From the smallest political mission to the largest peacekeeping operation, it employs a uniquely diverse staff and performs a broad array of tasks in an environment that is sometimes dangerous, often unstable, and always challenging. Resources are scarce and inflexible. Internal regulations and procedures are cumbersome, and, at times, can impede rather than facilitate success. On top of it all, success is often hard to measure or even recognize. Unlike the private sec-tor, success in the field does not come from increased quarterly profits, but rather from a conflict prevented, the perception of a peace dividend, or the renewed optimism of a host population. Unfortunately, UN staff can only contribute to these goals, as so many factors are beyond the mission's control.

Abstract:
Despite its impressive size and population, economic vitality, and drive to upgrade its military, China remains a vulnerable nation surrounded by powerful rivals and potential foes. Understanding China's foreign policy means fully appreciating these geostrategic challenges, which persist even as the country gains increasing influence over its neighbors. Andrew J. Nathan and Andrew Scobell analyze China's security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. By illuminating the issues driving Chinese policy, they offer a new perspective on the country's rise and a strategy for balancing Chinese and American interests in Asia. Though rooted in the present, Nathan and Scobell's study makes ample use of the past, reaching back into history to illuminate the people and institutions shaping Chinese strategy today. They also examine Chinese views of the United States; explain why China is so concerned about Japan; and uncover China's interests in such problematic countries as North Korea, Iran, and the Sudan. The authors probe recent troubles in Tibet and Xinjiang and explore their links to forces beyond China's borders. They consider the tactics deployed by mainland China and Taiwan, as Taiwan seeks to maintain autonomy in the face of Chinese advances toward unification. They evaluate the strengths and weaknesses of China's three main power resources—economic power, military power, and soft power. The authors conclude with recommendations for the United States as it seeks to manage China's rise. Chinese policymakers understand that their nation's prosperity, stability, and security depend on cooperation with the United States. If handled wisely, the authors believe, relations between the two countries can produce mutually beneficial outcomes for both Asia and the world.

Over the past decade, the United Nation's work to combat global terrorism has expanded dramatically. Through the initiatives of the General Assembly and Security Council, a complex institutional architecture has formed that draws on the expertise of a range of UN entities and brings a new range of actors into the focus of counterterrorism work. There are over thirty UN-associated entities that are members of the Counter-Terrorism Implementation Task Force (CTITF) working together to address terrorism and related threats. The entities participating in the Task Force –including the UN Development Programme; The Office of the High Commissioner for Human Rights; the UN Office on Drugs and Crime; Interpol; the World Bank; the Counter-Terrorism Committee Executive Directorate (CTED); and the United Nations Educational, Scientific and Cultural Organization (UNESCO), among others—reflect the 2006 UN Global Counter-Terrorism Strategy. The strategy, adopted unanimously by UN member states, offers a comprehensive plan to combat terrorism. It calls on actors engaged in development, education, human rights, security, and capacity building at the UN to join together in addressing this common threat. This reference guide is intended to make those bodies, and their work, easier to navigate.

The 1954 conference on theory, sponsored by the Rockefeller Foundation, featured a who’s who of scholars and practitioners debating the foundations of international relations theory. Assembling his own team of experts, all of whom have struggled with this legacy, Nicolas Guilhot revisits a seminal event and its odd rejection of scientific rationalism. Far from being a spontaneous development, these essays argue, the emergence of a “realist” approach to international politics, later codified at the conference, was deliberately triggered by the Rockefeller Foundation. The organization was an early advocate of scholars who opposed the idea of a “science” of politics, pursuing, for the sake of disciplinary autonomy, a vision of politics as a prerational and existential dimension that could not be “solved” by scientific means. As a result, this nascent theory was more a rejection of behavioral social science than the birth of one of its specialized branches. The archived conversations reproduced here, along with unpublished papers by Hans Morgenthau, Reinhold Niebuhr, and Paul Nitze, speak to this defensive stance. International relations theory is critically linked to the context of postwar liberalism, and the contributors explore how these origins have played out in political thought and American foreign policy.

Governance discourse centers on an “ideal type” of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of “limited statehood,” wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of publicprivate partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Recognizing these forms of governance as legitimate, the contributors clarify the complexities of a system the developed world must negotiate in the coming century.

While American national security policy has grown more interventionist since the Cold War, Washington has also hoped to shape the world on the cheap. Misled by the stunning success against Iraq in 1991, administrations of both parties have pursued ambitious aims with limited force, committing the country's military frequently yet often hesitantly, with inconsistent justification. These ventures have produced strategic confusion, unplanned entanglements, and indecisive results. This collection of essays by Richard K. Betts, a leading international politics scholar, investigates the use of American force since the end of the Cold War, suggesting guidelines for making it more selective and successful. Betts brings his extensive knowledge of twentieth century American diplomatic and military history to bear on the full range of theory and practice in national security, surveying the Cold War roots of recent initiatives and arguing that U.S. policy has always been more unilateral than liberal theorists claim. He exposes mistakes made by humanitarian interventions and peace operations; reviews the issues raised by terrorism and the use of modern nuclear, biological, and cyber weapons; evaluates the case for preventive war, which almost always proves wrong; weighs the lessons learned from campaigns in Iraq, Afghanistan, and Vietnam; assesses the rise of China and the resurgence of Russia; quells concerns about civil-military relations; exposes anomalies within recent defense budgets; and confronts the practical barriers to effective strategy. Collective memories have long influenced domestic politics and especially international affairs—a fact most recently exemplified by the terrorist attacks on the United States on September 11, 2001. The events and the memories resulting from them became powerful motivating forces for Americans almost overnight. At home, an infrastructure of commemoration quickly arose—in films like United 93 ( 2006 ); memorials including one unveiled at the Pentagon in September 2008 and the Tribute World Trade Center Visitor Center opened in 2006; and even in political campaign discourse, as at the 2008 Republican National Convention. 1 Yet, as with other collective memories worldwide, there is no consensus as to the overall meaning and lessons of September 11 over time. Instead, the continued vehemence of discussions about 9 / 11 reveals still-unresolved struggles over the construction, content, and power of the memory. What degree of prominence should this memory have in American political culture? What historical narratives are offered as explanations? Most importantly, what values and policy implications—both domestically and abroad—ought to follow?

19. India's Israel Policy

India's foreign policy toward Israel is a subject of deep dispute. Throughout the twentieth century arguments have raged over the Palestinian problem and the future of bilateral relations. Yet no text comprehensively looks at the attitudes and policies of India toward Israel, especially their development in conjunction with history. P. R. Kumaraswamy is the first to account for India's Israel policy, revealing surprising inconsistencies in positions taken by the country's leaders, such as Mahatma Gandhi and Jawaharlal Nehru, and tracing the crackling tensions between its professed values and realpolitik. Kumaraswamy's findings debunk the belief that India possesses a homogeneous policy toward the Middle East. In fact, since the early days of independence, many within India have supported and pursued relations with Israel. Using material derived from archives in both India and Israel, Kumaraswamy investigates the factors that have hindered relations between these two countries despite their numerous commonalities. He also considers how India destabilized relations, the actions that were necessary for normalization to occur, and the directions bilateral relations may take in the future. In his most provocative argument, Kumaraswamy underscores the disproportionate affect of anti-colonial sentiments and the Muslim minority on shaping Indian policy.

20. East Asia Before the West: Five Centuries of Trade and Tribute

From the founding of the Ming dynasty in 1368 to the start of the Opium Wars in 1841, China has engaged in only two large-scale conflicts with its principal neighbors, Korea, Vietnam, and Japan. These four territorial and centralized states have otherwise fostered peaceful and long-lasting relationships with one another, and as they have grown more powerful, the atmosphere around them has stabilized. Focusing on the role of the "tribute system" in maintaining stability in East Asia and fostering diplomatic and commercial exchange, Kang contrasts this history against the example of Europe and the East Asian states' skirmishes with nomadic peoples to the north and west. Scholars tend to view Europe's experience as universal, but Kang upends this tradition, emphasizing East Asia's formal hierarchy as an international system with its own history and character. His approach not only recasts common understandings of East Asian relations but also defines a model that applies to other hegemonies outside of the European order.
