Abstract:
At the Korea Economic Institute of America (KEI), we foster connections to advance United States-Republic of Korea ties. Through bringing together people with an interest in topics of importance to this relationship, KEI works to further mutual understanding between our two countries. With a whirlwind of new developments in the region, sharing ideas now is of even greater importance. Our 2018 Academic Symposium, through which we endeavor to bridge the academic and policy communities, contributes to understanding crucial questions in the Asia-Pacific. KEI held parts of our Academic Symposium at two conferences this year for the first time. We were pleased to return to the International Studies Association (ISA) annual conference for two panels in San Francisco, California. The conference featured over 6,000 international affairs scholars from around the world with a wide range of research interests and regional specializations to present papers and hold discussions on contemporary issues. We were also pleased to contribute a panel presentation to the Association of Asian Studies (AAS) conference in Washington D.C., which included nearly 4,000 researchers from various disciplines focusing on Asia throughout history. And, for the third year as part of our Academic Symposium, KEI hosted a fourth panel in our own conference room. Marking seven years of collaboration, KEI again turned to the skills and insights of Dr. Gilbert Rozman, the emeritus Musgrave Professor of Sociology at Princeton University, to serve as the Editor-in-Chief for this Joint U.S. - Korea Academic Studies volume and as an advisor to KEI’s programs at the ISA and AAS conferences. This partnership has once more brought together an excellent group of scholars and practitioners. The experts in this volume have thoughtfully addressed themes that are pervasive throughout Asia and are timely for the U.S.-Korea alliance. South Korean President Moon Jae-in took office in May 2017 with ambitious plans for diplomatic initiatives, but faced challenges from both home and abroad in implementing them. How President Moon has pursued his foreign policy options so far is explored in the first section. As China looks ahead to playing a larger role in region, the second section reminds us of how Beijing’s past relationships on the Korean Peninsula play a pivotal role in its outlook towards Seoul and Pyongyang. The penultimate section examines how key regional stakeholders are seeking to advance their trade interests in the wake of U.S. President Donald Trump’s break with international economic policy norms. In the final section, the authors attempt to make sense of North Korea’s outreach in 2018 by each analyzing its possible strategies. Whether our connection with you is new or continuing, we hope you enjoy the 29th edition of the Joint U.S.-Korea Academic Studies volume.

Abstract:
Both France and the United Kingdom (the UK) occupy a stable position in the Czech Republic’s foreign relations. Both countries have had asymmetrical and pragmatic relationships with the Czech Republic in the last decade, which were mostly influenced by the multilateral context of European integration. The recent developments on the British political scene and the Brexit process have changed the general atmosphere of the Czech-British relations on the one hand and opened a new space for the changing role of France in the European Union on the other. However, at the end of 2017 it was still unclear how precisely these changes would influence the bilateral relations. Thus a major characteristic of the Czech relations with Great Britain and France in the year 2017 was a strong element of continuity in a changing context, as it was a year of mutual observations and expectations between the three states.

3. The Czech Foreign Policy Towards the Balkans and Turkey

Abstract:
Similarly to the previous years, in 2017 most of the Czech foreign political actors kept to the strategic notion that they support the efforts of Serbia, other Western Balkan countries and Turkey to integrate with the European Union as a means of ensuring stability, the democratic rule of law and prosperity in Southeastern Europe.2 However, in regard to this matter, the Czech actors themselves were divided between those tending towards a rhetorically offensive foreign policy and those striving to co-operate in the institutional structures of the EU, NATO, and other international organisations. The Czech foreign policy towards the Balkans and Turkey also had to cope with problems stemming from the geopolitical rivalry of the EU (or the West) with Russia, instability in the Middle East, migration, the unfolding of the authoritative turn in Turkey, terrorism, the faltering of the EU integration and enlargement process, and the multiple sore points reminiscent of the Yugoslav wars. The South-East dimension, nonetheless, remained an essential aspect of the Czech foreign policy. Besides, this area has recently attracted rising volumes of Czech investments, and the mutual trade with it has been steadily growing.

4. The Middle East and the Maghreb in the Czech Foreign Policy

Abstract:
In 2017 the Czech foreign policy toward the Middle East and the Maghreb did not witness significant shifts and followed the wider goals established in the previous years. It continued to be oriented on the stabilisation of the states affected by the wars in Syria, Iraq and Libya, limiting the number of refugee arrivals to Europe, strengthening the business co-operations with promising regional partners and enhancing the co-operation and strategic partnership with Israel. Accordingly, economic diplomacy, security assistance and humanitarian relief remained the dominant modes of engagement with most of the countries in the region. Similarly to the previous years, the Czech policy mostly reactively followed the common EU positions, while being proactive regarding the issues concerning Israel and, to a lesser extent, also Syria, Jordan, Iraq and Libya. The Czech policy for the Middle East did not strongly enter the domestic public debate. The only exceptions were the conflicting positions on the issue of the Czech embassy’s relocation to Jerusalem and the role of the ambassador in Syria.

5. The Czech Foreign Policy in the Asia Pacific

Abstract:
The Czech relations with the People’s Republic of China (PRC, hereinafter referred to as China) have again generated more interest than ties with other Asian nations in the Asia Pacific in 2017. A disagreement on the Czech-China agenda dominated the political and media debate, while more sophisticated discussions about the engagement with China were still missing. In contrast, the bilateral relations with the Republic of Korea (ROK) and Japan did not represent a polarising topic in the Czech public discourse and thus remained largely unpoliticised due to the lack of interest and indifference of the public regarding these relations. Otherwise, the Czech policies with other Asian states in selected regions revealed balanced attitudes with both proactive and reactive agendas in negotiating free trade agreements, or further promoting good relations and co-operation in trade, culture, health, environment, science, academia, tourism, human rights and/or defence.

6. Latin America in the Czech Foreign Policy

Abstract:
Latin America is a distant region. Its political affairs do not play a really important role in the Czech foreign policy in general. The Czech interest in the region is primarily economic, as a number of countries in the region are already quite developed or on the way to becoming developed. The economic ties with Latin America are growing steadily, as is the volume of trade between the Czech Republic and countries in the region. Generally the Czech Republic pursues a rather neutral foreign policy towards Latin American countries, and the events there are unlikely to become subjects of politicization in the Czech Republic or to polarize the Czech political scene. Otherwise, on the part of the Czech Republic, an economically more proactive policy toward Latin America could be identified in 2017, with a growing perception of Latin America as an attractive region for both trade and investments.

Abstract:
In 2017, the Czech Republic focussed mainly on the issue of strengthening energy security, both within the EU and the V4, and bilaterally in its relations with Germany, Austria, Russia, USA and France. In this context, the politicisation of the Czech discourse regarding the external dimension of energy security has been rather limited. Similarly, the polarisation of the Czech external dimension of the energy security discourse has also been limited. Despite this, the Czech government has relatively successfully tried to maintain a unified position in its energy policies, which is why in this case we can talk about a coherence within time, and across different players, as well as through the declared priorities of both the government and the EU. Last, but not least, the Czech Republic was supportive of creating common policies based on its proactive approach and co-operative position. The Czech Republic also adapted to external politics in the area of energy – which was the result of its reactive approach and neutral position.

Soon after the American Revolution, ​certain of the founders began to recognize the strategic significance of Asia and the Pacific and the vast material and cultural resources at stake there. Over the coming generations, the United States continued to ask how best to expand trade with the region and whether to partner with China, at the center of the continent, or Japan, looking toward the Pacific. Where should the United States draw its defensive line, and how should it export democratic principles? In a history that spans the eighteenth century to the present, Michael J. Green follows the development of U.S. strategic thinking toward East Asia, identifying recurring themes in American statecraft that reflect the nation’s political philosophy and material realities. Drawing on archives, interviews, and his own experience in the Pentagon and White House, Green finds one overarching concern driving U.S. policy toward East Asia: a fear that a rival power might use the Pacific to isolate and threaten the United States and prevent the ocean from becoming a conduit for the westward free flow of trade, values, and forward defense. By More Than Providence works through these problems from the perspective of history’s major strategists and statesmen, from Thomas Jefferson to Alfred Thayer Mahan and Henry Kissinger. It records the fate of their ideas as they collided with the realities of the Far East and adds clarity to America’s stakes in the region, especially when compared with those of Europe and the Middle East.

9. Holy Wars and Holy Alliance: The Return of Religion to the Global Political Stage

Religions are reemerging in the social, political, and economic spheres previously occupied and dominated by secular institutions and ideologies. In the wake of crises exposing the limits of secular modernity, religions have again become significant players in domestic and international politics. At the same time, the Catholic Church has sought a "holy alliance" among the world's faiths to recentralize devout influence, an important, albeit little-noticed, evolution in international relations. Holy Wars and Holy Alliance explores the nation-state's current crisis in order to better understand the religious resurgence's implications for geopolitics. Manlio Graziano looks at how the Catholic Church promotes dialogue and action linking world religions, and examines how it has used its material, financial, and institutional strength to gain power and increase its profile in present-day international politics. Challenging the idea that modernity is tied to progress and secularization, Graziano documents the "return" or the "revenge" of God in all facets of life. He shows that tolerance, pluralism, democracy, and science have not triumphed as once predicted. To fully grasp the destabilizing dynamics at work today, he argues, we must appreciate the nature of religious struggles and political holy wars now unfolding across the international stage.

Drawing a line from colonial events to America's handling of modern international terrorism, Pillar shows how presumption and misperception bolstered the "with us or against us" attitude of the George W. Bush administration. Fundamental misunderstandings have created a cycle in which threats are underestimated before an attack occurs and then are overestimated after they happen. By exposing this longstanding tradition of misperception, Pillar hopes the United States can develop policies that better address international realities rather than biased beliefs.
