Abstract:: The reality of a rising “nuclear” North Korea, with its testfiring of seven missiles on July 5, 2006, and underground testing of a nuclear device on October 9, was met by world-wide condemnation and emergency sessions of the United Nations Security Council. The world had not yet gotten accustomed to the two UN Security Council resolutions (1695 and 1718), imposing limited economic sanctions on North Korea, when it was surprised once again by the breakthrough announcement of February 13, 2007: the Six-Party Talks Accord on “Disabling the North Korean nuclear program.”

Abstract:: The United States - ROK Mutual Defense Treaty, commemorating its half-century mark on October 1, 2003, was hailed as one of the successful, long-standing, military alliances that the U.S. had entered into with its allies in the post-World War II era. On the occasion of the 50th anniversary of the Korean War, there was a wide-ranging commemorative community program and activities throughout the United States, to honor Korean War veterans and their family members.

Abstract:: The move toward rapprochement between the leaders of North and South Korea, symbolized by their well-documented embrace at the June 2000 summit, gave reasons for hope and new expectations for reconciliation between the two Koreas. The enthusiasm and euphoria generated by this summit, however, failed to move forward to concrete steps toward genuine peace and stability on the Korean peninsula. The reason has less to do with the enthusiasm of the summer as the hard realities of the political and economic issues confronted by each Korea and the geopolitical situation surrounding the Korean peninsula. So far Seoul's engagement policy toward North Korea has given an impression of one side giving and yielding without due reciprocity by the other side. This work will address the post-summit developments in inter-Korean relations, marking the one-year anniversary of the June 2000 Korean summit. It will reassess the meaning and significance of the summit talks by reevaluating the sunshine policy of ROK President Kim Dae Jung, analyzing the progress and problems for implementation of the June 15, 2000, joint declaration, and speculating about the DPRK's possible opening and its reform policy measures.

Abstract:: The unification policies of North and South Korea have changed little from the days of the cold war era in both official lines and basic premise. The "new detente" between the two Koreas, which was to follow from the planned summitry between South Korean President Kim Young Sam and North Korean President Kim II Sung, was the casualty of the latter's sudden death in July 1994. Since then, instead of working toward peace, the frigid cold war atmosphere has returned to the Korean peninsula. Implementation of the historic Agreement on Reconciliation, Nonaggression, and Exchanges and Cooperation between the South and the North, signed 13 December 1991 and promulgated on 19 February 1992, has also proven to be more difficult than anticipated. Not surprisingly, the strategic goals of Seoul and Pyongyang remain far apart and irreconcilable despite official posturing and rhetoric.
