1. Towards an EU geopolitical approach on transformative terms in the Western Balkans

Abstract:
This policy brief assesses the EU response after Russia’s invasion of Ukraine in Serbia, Montenegro and Bosnia and Herzegovina, asking how the EU can pursue a geopolitical EU enlargement approach while maintaining its transformative objectives. The brief first provides a concise assessment of the instruments that the EU employs to strengthen democratic resilience and to counter Russian influence in the three countries. We argue that the EU has a comprehensive and effective range of instruments available, even if Russia has maintained its ability to project especially ‘soft’ power. However, when looking at the overall EU political approach towards these countries, we observe negative effects of the manner in which geopolitical imperatives for enhanced engagement are currently converted into strategy and discourse. More specifically, an insufficiently overarching firm and confident EU political approach towards the Western Balkans undermines the transformative potential of the EU’s impressive toolbox for the region. The brief concludes that by becoming more confident and upfront, sticking to its values and making use of negative conditionality besides offering positive incentives, the EU can pursue a more effective geopolitical approach on transformative terms towards the Western Balkans.

Abstract:
This Clingendael report explores the role of the Russian Federation in Serbia, Montenegro, and Bosnia and Herzegovina. It examines Russia’s objectives in its relations with the three countries, as well the various sources of influence the Kremlin holds in each of the three countries. The report places this analysis within the changed geopolitical circumstances resulting from Russia’s invasion of Ukraine. Russia’s main objectives for the Western Balkans are threefold. First, the Kremlin seeks to project great power status globally. Second, it seeks to obstruct the Euro-Atlantic integration of the region by advocating against NATO and EU integration and by raising instabilities. Third, the Kremlin uses the Balkans, especially the Kosovo issue, as an argument for its foreign policy agenda elsewhere, particularly when it comes to defending its perceived dominance over its near abroad. Instead of building a sustainable, all-encompassing, and meaningful relation with Serbia, Bosnia and Herzegovina (BiH), and Montenegro, Russia instead pursues an opportunistic approach depending on fragmented entry points for influence in each country. The Kremlin displays moderate ambitions for building positive relationships with the three countries, which is reflected also in the instruments it uses to influence the region. It nurtures contacts with, and influence through, a wide range of individual politicians, the Orthodox Church, the media and malign proxy groups, making use of energy links as well as local tensions and historical memories. Moscow pursues this approach deliberately, and it has proven relatively successful. At the political level, Russia’s clout stretches especially to (pro-)Serb politicians, who often make use of similar narratives and use Russia as an external supporter to promote their own ideas. In particular, its position on Kosovo, Russian support for Republika Srpska leader Milorad Dodik and its Orthodox Church links remain important entry points for Russia’s political influence in the region at large. Of the three countries, entry points for Russian influence are most widespread In Serbia, followed by Bosnia and Herzegovina. Economically, Russia’s influence is outperformed substantially by that of the EU, especially in terms of trade. Russia’s far-reaching influence in the energy sectors of BiH and Serbia, however, yield substantial political leverage, even if its investments often prove economically inviable. When it comes to military influence, Russia seeks to maintain its military cooperation with its main partner, Serbia, while also supporting the militarisation of Republika Srpska. Belgrade is satisfied with its current degree of cooperation with Moscow but seeks to avoid becoming Russia’s foothold in the Balkans. Factually, Russia is only one of multiple security actors in the Balkans, overshadowed by NATO and challenged by China. While presenting itself as a partner to Serbia and Republika Srpska in particular, Russia also resorts to malign instruments which have often proven to be effective in shaping the political environment of the Western Balkans. Lacking a military presence in the region, Russia supports far-right nationalist figures and organisations, which generally better resemble organised crime groups than paramilitary organisations, to attain its goal of destabilisation by stirring up polarisation and anti-Western sentiment. The Kremlin is perhaps most successful in the field of media and disinformation. Russian propaganda penetrates Serbia, Montenegro, and Bosnia and Herzegovina through Russian-funded portals, local media and social media. Russian disinformation and narratives have penetrated the region to such an extent that considerable sections of society hold a positive image of Russia and its political leadership. In all these fields, the Russian invasion of Ukraine has moderately affected but not fully altered Russia’s approach towards Serbia, Bosnia and Herzegovina, and Montenegro. While the invasion has led to sharper dividing lines between Russia and the West and decreases in Russian financial and diplomatic capacities, we observe continuity in terms of Russian strategies and objectives. Russia’s sources of influence in the three countries have been moderately strained, among other causes as a result of BiH and Serbia’s first steps to diversify energy sources and Western pressure to diminish their political and security links with the Russian Federation. For the time being, this has not yet affected Moscow’s ability to act as a spoiler to the Euro-Atlantic integration of the three countries. The extent to which the European Union and NATO are effective in countering Russian influence in Serbia, Bosnia and Herzegovina, and Montenegro will be part of a follow-up Clingendael report to be published in fall 2023. As part of the same research project, analyses of societal and political perceptions towards Russia in the three countries will be published in summer 2023 by Clingendael partners the Atlantic Council of Montenegro, the Helsinki Committee for Human Rights in Serbia, and the Atlantic Initiative in BiH.

3. The EU in the South Caucasus: Navigating a geopolitical labyrinth in turmoil

Abstract:
The tectonic plates of geopolitics are shifting in such a profound way that has not been seen since the end of the Cold War. The Russian invasion of Ukraine on 24 February 2022 has not only increased tensions between the world’s major powers, but also severely impacted the regions in which they traditionally strive to project their power. This applies especially to areas in the wider Eurasian region that the Russian Federation unjustifiably considers as part of its sphere of influence, such as the South Caucasus. Russia’s failure to achieve a quick and decisive victory in its full-scale invasion of Ukraine has not only forced the Kremlin to limit its objectives on the battlefield, at least for the time being, to Ukraine’s east. It has also reduced the credibility of the Russian military that much of its power projection has depended upon – and has reduced its attractiveness as a security partner for countries that have traditionally regarded Russia as such. Russia has had to withdraw some of its troops and military equipment from the South Caucasus, its leadership is preoccupied with Ukraine, and it has not lived up to its security commitments to Armenia. This has contributed to a geopolitical vacuum and uncertainty in the South Caucasus that other actors are eager to exploit.

4. Walking the tightrope towards the EU: Moldova’s vulnerabilities amid war in Ukraine

Abstract:
When the Council of the European Union decided on 23 June 2022 to grant Moldova the status of EU candidate country, it boosted the morale of a beleaguered government in Chișinău trying to circumnavigate a daunting series of crises. Since Maia Sandu ousted Socialist President Igor Dodon in the presidential election in 2020 and her reform-oriented Party of Action and Solidarity (PAS) obtained a parliamentary majority in 2021, Moldova has barely had a chance to catch its breath. In the year that followed, the country experienced an energy crisis that almost deprived it of gas in the winter of 2021-2022, a budding economic crisis with rampant inflation, and a security and refugee crisis as a result of Russia’s war against Ukraine. The war in its immediate neighbourhood, with Russian troops advancing in the spring along Ukraine’s southern coast to barely over 100 kilometres of Moldova’s borders, has further complicated the already difficult geopolitical balancing act of successive Moldovan governments. It has also aggravated existing security risks. For years, Moldova has balanced its aspirations to join the EU with its constitutional neutrality and its many dependencies on the Russian Federation. While President Putin was quick to congratulate Maia Sandu on her election and has so far refrained from open hostility towards her government, there are still many vulnerabilities that Moscow already leverages and could further exploit if it chose to destabilise Moldova. Not only is Moldova’s economy highly fragile and dependent on Russian energy, there are also political forces and regions that see their interests threatened by the reforms of the PAS government in Chișinău – and over which Moscow has different degrees of influence. Two of such regions are the separatist region of Transnistria in the east and the autonomous region of Gagauzia in the south of the country. A better understanding of these key vulnerabilities could help the EU and the Netherlands to assist Moldova in reducing them and to increase the stability and resilience of the EU’s newest candidate country. The central question of this research report therefore is to what extent Russia’s influence over Moldovan domestic politics as well as the regions of Transnistria and Gagauzia poses risks to the internal and external stability of Moldova.

5. France and visa liberalisation for Kosovo: Ready to move forward?

Abstract:
Kosovo’s EU visa liberalisation process, for many years now, has been an ordeal for Kosovo citizens and a thorn in the image of the EU in the Western Balkans. Reaching a conclusion to this process would allow both the EU and Kosovo to move forwards in a regional and European context fraught with geopolitical instability. The position of France in this matter remains cardinal. Together with various other member states, it has since 2018 prevented the process from returning to the Council’s voting agenda. However, a recent shift in the French position could now set a positive course and have implications beyond Kosovo. This report builds on the analysis of official documents and a series of interviews with policymakers and politicians from France and Kosovo. It examines the French position on Kosovo’s visa liberalisation process since 2018, as well as its motives and driving forces. It discusses how Kosovo has approached the issue and how the last remaining obstacles could be removed. While highlighting the strategic character of the issue in the broader context, the report finally explores the implications that the completion of Kosovo’s visa liberalisation process could have for the EU, the region, as well as France and Kosovo.

Abstract:
Last year saw the 10th anniversary of the EU-facilitated Belgrade-Pristina dialogue. While leading to results on technical matters, political normalisation of the relationship between Serbia and Kosovo has not been achieved. As part of a broader study on EU foreign policy effectiveness, this policy brief discusses the ways in which EU internal factors have hampered the EU’s effectiveness in the Belgrade-Pristina dialogue. Specifically, the paper assesses the positions and influence of EU member states vis-à-vis one another and the European institutions, asking how contradictions could be overcome in the future. This assessment is placed in the wider context in which the dialogue takes place, taking into account the state of EU enlargement and foreign power influence.

7. The Dutch position on Kosovo’s visa liberalisation process: Light at the end of the tunnel?

Abstract:
Kosovo remains the last country in the Western Balkans that has not yet attained EU visa liberalisation which would allow its citizens to travel freely to the EU for up to 90 days. In spite of a 2018 positive assessment from the European Commission on the fulfilment of the formal benchmarks, the Netherlands, as well as several other EU member states, have remained opposed to date, citing rule of law concerns. The status quo has resulted in a politicisation of the process and rising frustrations. Unpacking the different positions is essential in order to identify action points for breaking the deadlock on both the Dutch and the Kosovar side. This policy brief therefore assesses the Dutch position on the visa liberalisation process, as well as how that position is perceived in Kosovo. It does so through an analysis of government documents and interviews with policy makers, politicians and civil society representatives. The brief shows how the Dutch narrative is slowly changing, arguing that even if divergences in narratives remain, visa liberalisation could take place towards the end of 2022. It articulates recommendations for both Kosovo and the Netherlands to capitalise on the current momentum.

8. The Eastern Partnership: Three dilemmas in a time of troubles

Abstract:
In early 2021 a new Eastern Partnership (EaP) Summit will take place between the European Union and the six countries in its eastern neighbourhood: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. After over a decade, the ambitious objectives of the EU’s Eastern Partnership policy to deliver ‘stability, security and prosperity’ to the region remain far from reality. Democratization and good governance reforms have been stalled by vested interests in Georgia, Ukraine and Moldova, while Azerbaijan and Belarus have remained outright autocratic, and the latter faces sustained domestic protests. The EaP faces geopolitical pushback by an increasingly assertive Russian Federation and the region is further affected by multiple protracted and ongoing conflicts, including the recent bitter war over Nagorno-Karabakh. But despite its shortcomings, the EaP is not without successes, especially but not only in the economic sphere. The EU has also managed to keep the door open for conversation, spurred lower-level reform and provided civil society support. As such, the EaP has an important role to play in the policy of the Netherlands towards the region, especially in light of recent requests by the Dutch Parliament to formulate an Eastern Europe strategy. But many thorny questions remain in the run-up to the summit. This report assesses three policy dilemmas that need to be considered by the Netherlands and the European Union in order to make the EaP more effective. First, the EU needs to reconcile its geopolitical interests with its normative aspirations. Second, the added value of the EaP’s multilateral track should be deliberated with consideration of the differentiation in bilateral relations with EaP countries. Third, the EU will need to consider how to deal with protracted conflicts, hybrid threats, and other security challenges in the EaP region.

Abstract:
With the Green Agenda for the Western Balkans, the 2050 climate neutrality goal of the European Union has been extended to the six countries in South-Eastern Europe that aspire to join the Union. The Green Agenda is a promising tool for fostering climate and energy policy measures in the Western Balkans, a region with high vulnerability to climate change risks and little energy diversification away from coal. But could the Green Agenda also be a catalyst for renewed interest and enhanced political engagement, leading to a much-needed impetus to the EU enlargement process? This policy brief asks how the Green Agenda can work in the interest of both the objective of a climate neutral continent and the EU accession of the Western Balkan countries.

Abstract:
This Clingendael series ‘The Green Agenda for the Western Balkans’ provides an inside perspective on the EU climate ambitions for the Western Balkan Six (Albania, Bosnia & Herzegovina, Kosovo*, North Macedonia, Montenegro and Serbia) and the challenges ahead. In this third contribution, we analyse the state of affairs with regard to pollution. Across the Western Balkans, air, water and soil pollution levels are incredibly high. Public health is continuously jeopardised by air pollution arising from local heating sources and energy production plants. The Green Agenda for the Western Balkans aims to assist the region in tackling pollution problems and aligning the countries’ environmental quality regulation with the European acquis. This paper analyses the state of affairs with regard to air, water and soil pollution in the WB6 and examines how it affects citizens’ health and socioeconomic prospects. The policy brief argues that countries in the Western Balkans need to address a coal phase-out while simultaneously tackling energy poverty. The EU could more actively support this, not only by providing a platform for dialogue, but through supporting programmes for renewable energy provisions and infrastructure, reskilling of workers and job creation. The Sofia Declaration, that sets out the Green Agenda, needs to be complemented with measures to ensure compliance with environmental regulations, preferably by involving civil society organisations in monitoring implementation and raising public awareness of the socioeconomic costs of pollution.
