1. Forever a Pilot? Assessing the policy dialogue and project-based cooperation in energy efficiency between the EU and Russia

Abstract:
Cooperation between the EU and Russia in the field of energy efficiency has come under the spotlight in the past two years. In Europe and Russia alike, enthusiasm and expectations are rising that energy efficiency will become an area for successful cooperation including the EU-Russia Partnership for Modernization and other frameworks for cooperation. Yet, the practicalities of that cooperation can still be characterized as being in the "pilot phase". This has become apparent in most of the interviews conducted during this study. Despite the enthusiasm, there is a noticeable and recurring feeling of uncertainty over how the cooperation might turn out in practice and whether the declared goals and intentions will be matched by material results. At the same time, the view that was also commonly expressed was that the actors involved in the cooperation activities were ready and willing to steer cooperation forwards onto a more project-oriented footing, not focusing on merely talking and exchanging views and experiences.

The adoption of the new energy efficiency legislation in Russia in 2009 has led to anticipation that a new exciting avenue of cooperation is about to open up in Russia-EU relations. The EU has been called upon to support the Russian initiatives as they would make its energy relations with Russia more stable. Furthermore, because both Russia and the EU are working towards the same goal of making their respective economies more energy efficient, the two are natural partners. This partnership is often postulated in terms of transferring European investments and technologies to Russia’s emerging energy efficiency market.

Abstract:
The financial crisis and the ensuing global economic downturn have been the focal point of news coverage and policy analysis for over a year now, and speculation has been rife about how things will pan out. At one extreme are those who shrug the situation off as a significant yet transient dent in economic development, with marginal repercussions on the global system. At the other end are those touting the crisis as the first step in an epoch-making transition in the global power balance, where rapidly expanding economies like China, Brazil and India will make gains on the hitherto dominant developed nations, shifting the distribution of power in the world. Whatever the eventual outcome, there is no denying that the crisis's impact on international relations will be significant.

4. "Can't Buy Me Love": Will the global economic downturn help Russia consolidate its influence in post-Soviet Eurasia?

Abstract:
As the Kremlin believes that the global economic downturn is increasing the trend towards greater regionalism, the strategic conclusion is to strengthen Russia's position as the centre of its "own region" - post-Soviet Eurasia. In order to enhance its geopolitical posture in the ex-Soviet area, Russia has been pursuing a two- track policy: it is buying up assets from, and giving out loans to, its distressed neighbours on a massive scale. Several forces appear to be working at cross-purposes with the Kremlin's ambitions: 1) the state of Russia's own economic system; 2) the wiliness and cunning maneuvering of Moscow's "allies"; and 3) the growing competition on the part of the other centres of power - the European Union and China. Ultimately, the Kremlin's desperate efforts to turn Russia into a geopolitical leader of the Commonwealth of Independent States (CIS) are likely to be frustrated by Russia's lack of a coherent long-term strategy and by its socio-political system's dearth of appeal.

Abstract:
Russia's current foreign policy should be understood as an element of the political regime that was built under Vladimir Putin's leadership. The major domestic impact on foreign policy seems to stem from the inclination among the elites and the power groups to maintain the power status quo in the country whilst profiting from the economic ties with the West. In this context the West becomes perceived as an unwanted external political factor on the one hand, and as a source of profits and financial stability for the Russian elites on the other. The current political system has given rise to a specific kind of foreign policy and diplomacy that both actively criticizes and challenges the West in rhetoric, while furthering economic ties between Europe and Russia's major business players. This contradiction is not self-evident as it is often couched in the assertive discourse of “strong state” and “national interest”. In reality, it is the “special interests” of Russia's state-private power groups and networks that lie behind the country's international standing. As long as the internal order in the country remains as it is, it is not feasible to expect any critical rethinking on foreign policy. The scope for public and expert debate has shrunk tremendously as foreign policy-making becomes increasingly bureaucratic and profit-driven. The prevailing climate of tense relations and diplomatic bickering in Russia-Western relations may linger despite the change of president. This does not mean that stabilization of relations or even engagement with Russia should be ruled out, however. Western actors should pay close attention to the domestic development in Russia, particularly the economic side. Further growth in the economy will push Russia towards a more intense (both in terms of cooperation and competition) interaction with the West. It is in the interests of the West to respond to this development in a consistent and constructive way by anchoring Russia in the rule-based economic environment.

6. Russia's Politics Amidst the Global Economic Crisis An Empty Scoreboard?

Abstract:
The global financial crisis has had both an economic and a political impact on Russia. Inasmuch as Russia's political system is infused with business interests and economic considerations, the crisis presents an external and unexpected challenge to the system in terms of rocking the balance between the elite groups. In effect, the crisis calls into question the assumption that the economic and social stability of the Putin years has been successfully sustained during Medvedev's presidency. The Kremlin's response to the rapidly changing situation has been essentially conservative and geared towards strengthening the regime rather than addressing the challenges stemming from the crisis. The anti-crisis measures that are being taken reveal that the government is relying on its finance reserves as the ultimate means to solve the problem rather than reforming state institutions. The president, the government and the key business groups have yet to define the terms of their relationship in the new situation. The plans to increase state control over companies as a means of tackling the crisis are problematic and likely to lead to an intensification of the struggle between the elites. At the same time, as the state takes on even more responsibility, the question of its efficiency becomes more pertinent in the crisis conditions. The return of Vladimir Putin as president remains uncertain despite the constitutional change initiated by Medvedev. His return becomes more probable if the crisis lingers and the overall situation worsens, thus prompting the return of the “national leader” to the driver's seat. The crisis alone cannot lead to major political or social turmoil or a regime change, but it nonetheless presents a major challenge for Russia in the short-term perspective. Ultimately, the outcome of the crisis will depend on how well the incumbent leadership is able to maintain a balance between tackling the crisis and protecting its own interests and legitimacy.

The “Friendly EU Border” project, as a part of which the present report has been prepared, commences from the assumptions that external EU borders represent an important aspect of the EU's policies in the field of security and of Justice and Home Affairs. Finland, a country with a long external border with Russia, has been a member of the EU since 1995. Thus, Finland's experience is pertinent for other EU Member States that joined the Union in 2004 and 2007, most of which share their external borders with third countries outside the EU. The EU membership has certainly affected the operations of the Finnish border control, but – perhaps even more notably – the Finnish border control expertise has had a crucial influence on the way border control has been developed on European scale.

8. What Is New About Today's EU-Russia Border?

On May 1st 2004, the EU reshaped its eastern borders by taking on board ten new member states. Among the many neighbours the EU meets across its enlarged borders, Russia occupies a very specific place. With all the talk about the emerging new EU neighbourhood, one may find it paradoxical that Russia is regarded as one of these new neighbours. There seems to be nothing new about Russia and the EU being neighbours, as they have had a common border for nine years already, since the accession of Finland to the EU in 1995. In this regard, the border that emerged in 2004 can be seen as simply a continuation of the existing 1300-km borderland in the north and as a result of the long-planned accession of Estonia, Latvia, Lithuania and Poland to the European Union. Added to this is the notion that, for all these countries, the existence of a border with Russia had become a reality more than a decade ago, after every legal and political tie with the dissolving Soviet Union had forever been severed. Later, as preparations for these countries to join the Union got underway, they, in order to comply with the EU's Copenhagen criteria for the new applicants, were to transform their external borders and policies according to the EU's Schengen acquis.

9. From Yugoslavia to Iraq: Russia's Foreign Policy and the Effects of Multipolarity

Abstract:
The aim of this study is to analyze the evolution and political implications of Russia's doctrine of multipolarity. Multipolarity emerged as one of the earliest doctrinal solutions to the post-Soviet Russian foreign policy dilemma, and has remained essential for Russia's strategic behavior since the early 1990s. The multipolarity doctrine describes the post-Cold War world and Russia's place in it. As I argue in this study, Russian “multipolarity” – (the idea of the multipolar world; the vision of Russia as one of its 'poles'; and the understanding of the principles of international politics in the strict terms of realpolitik) is not an ideological resource for Russia's foreign policy but rather, a result of learning how to secure the country' s international status given the scarcity of foreign policy resources available, and the drastic change in the international institutional position of Russia. To sum up the central argument of this study: the multipolarity of Russian foreign policy – both a doctrinal strategy and foreign policy practice – has evolved as a template-like foreign policy approach to solve Russia's strategic dilemma since the demise of the Soviet Union: how to secure its place in the new international structure and compensate for the loss of the international arrangements that disappeared with Soviet might and the bipolar international system as a whole.
