Pundits claim that the war in Syria has sounded the death knell for humanitarian intervention and the Responsibility to Protect (R2P)— resquiescat in pace , according to David Rieff. By failing to intercede in that country's brutal civil war, many believe the international community effectively turned its back on an important emerging international norm, one that over 150 heads of state endorsed at the UN's 2005 World Summit.

After the initial post-Cold War euphoria about the potential for the United Nations (UN) to maintain international peace and security, as imagined in its Charter, from the 1990s onwards subcontracting from the world organization to regional organizations has become essentially the standard operating procedure for major military peace operations. While UN Secretary General Boutros Boutros-Ghali was bullish in his 1992 An agenda for peace, the UN has by and large withdrawn from the peace enforcement business following debacles in Somalia and Rwanda—as Boutros-Ghali's 1995 Supplement to 'An agenda for peace' and the 2000 Brahimi Report recommended.

With the exception of Raphael Lemkin's efforts on behalf of the 1948 Genocide Convention, no idea has moved faster in the international normative arena than “the responsibility to protect” (RtoP), which was formulated in 2000 by the International Commission on Intervention and State Sovereignty (ICISS). Friends and foes have pointed to the commission's conceptual contribution to reframing sovereignty as contingent rather than absolute, and to establishing a framework for forestalling or stopping mass atrocities via a three-pronged responsibility—to prevent, to react, and to rebuild. But until the international military action against Libya in March 2011, the sharp end of the RtoP stick—the use of military force—had been replaced by evasiveness and skittishness from diplomats, scholars, and policy analysts.

By nominating his confidante, Susan E. Rice, as ambassador to the United Nations and restoring the post's cabinet status, President Barack Obama enunciated his ''belief that the UN is an indispensable_and imperfect_forum.'' He not only announced that the United States has rejoined the world and is ready to reengage with all member states, but also that multilateralism in general and the UN in particular would be essential to U.S. foreign policy during his administration by stating the simple fact that ''the global challenges we face demand global institutions that work.''

The United Nations (UN) roller coaster ride has been severe in the post-Cold War era – from the euphoria surrounding Security Council decision-making to use military force against Iraq in 1990-1991 when "renaissance" was the common multilateral refrain, to the current morass after severe divisions over the decision by the United States (U.S.) and United Kingdom (UK) to go to war in Iraq in 2003 with a return to the "dark ages" of unilateralism.

Abstract:
Increased concerns about the negative humanitarian consequences of multilateral sanctions have prompted calls for reform. Drawing upon expertise in both humanitarian activities and sanctions scholarship, the report by independent analysts offers a series of recommendations to the United Nations system for ameliorating the adverse humanitarian consequences of sanctions and making their implementation more effective and accountable. The authors call for greater transparency in the functioning of UN sanctions committees and urge that the present ad hoc policy be replaced by a more regime-like system characterized by agreed principles, rules, and procedures.
