- The emergence of a multipolar world gives Western democracy advocates cause for both optimism and anxiety. China's success sparks fears of the spread of an autocratic development model. Yet democratic states such as Brazil, Indonesia, India, South Africa, and Turkey are also gaining ground. These countries serve as powerful examples of the universal appeal of democracy and possess unique experiences with democratization. The United States and Europe understandably hope that rising democracies will use their growing prominence to defend democratic values abroad, potentially revitalizing international democracy support.

- Since emerging as a new donor enthusiasm in the 1990s, governance support has become a major area of aid to developing countries. The idea that remedying debilitating patterns of inefficient, corrupt, and unaccountable governance will unlock developmental progress appeals not just to aid providers but also to ordinary people throughout the developing world who are angry at unresponsive and poorly functioning states. Yet despite the natural appeal of improving governance, it has proved challenging in practice. Many initial assumptions about the task have run aground on the shoals of countervailing realities. As a result, aid practitioners have begun accumulating important insights about how to improve governance aid: Governance deficiencies are often primarily political and cannot be resolved through technical assistance alone. Fostering citizen demand for better governance is as important as topdown efforts aimed at improving the “supply” of governance. Governance aid may be more effective at the local level than at the national level. Despite the intuitive appeal of governance best practices, concentrating on locally determined “best fit” may be more productive. Informal institutions are a central part of the governance puzzle and cannot be treated as developmental marginalia. Governance concerns should be integrated into the full range of assistance programming. Donor countries should address international drivers of poor governance. Aiding governance effectively requires development agencies to rethink their own internal governance. These eight insights represent the framework of an emergent but still tentative second generation of governance support. Often embraced in principle, they are still far from being widely implemented in practice.

4. Stepping Back From Democratic Pessimism

- Pessimism about the progress of democracy in the developing and postcommunist worlds has risen sharply in recent years. Negative developments in a variety of countries, such as military coups, failed elections, and the emergence of antidemocratic populist leaders, have caused some observers to argue that democracy is in retreat and authoritarianism on the march. A broad look at the state of democracy around the world reveals however that although the condition of democracy is certainly troubled in many places, when viewed relative to where it was at the start of this decade, democracy has not lost ground in the world overall. The former Soviet Union is the one region where democracy has clearly slipped backward in this decade, primarily as a result of Russia's authoritarian slide. The Middle East has also been a source of significant disappointment on democracy but mostly in comparison with unrealistic expectations that were raised by the Bush administration. In most of the rest of the world good news with respect to democratization is found in roughly equal proportion to bad news and considerable continuity has prevailed as well.

5. A Better Way to Support Middle East Reform

- The Middle East Partnership Initiative (MEPI), an important component of the Bush administration's policy of promoting Middle East reform, is falling short. MEPI should be relaunched as a private foundation funded by the government, akin to the Asia Foundation or the Eurasia Foundation. Such a relaunch would permit MEPI to develop greater expertise in the region, use more flexible, effective aid methods, and gain some independence from other U.S. programs and policies that serve conflicting ends. The restructuring of MEPI should be part of a broader set of measures to establish a more visible, coherent institutional policy structure to pursue the critical goal of fundamental political and economic change in the Middle East.

6. Promoting the Rule of Law Abroad: The Problem of Knowledge

- Although the current rule-of-law promotion field is still expanding as it approaches the end of its second decade, it still faces a lack of knowledge at many levels of conception, operation, and evaluation. There is a surprising amount of uncertainty, for example, about the twin rationales of rule-of-law promotion—that promoting the rule of law will contribute to economic development and democratization. There is also uncertainty about what the essence of the rule of law actually is—whether it primarily resides in certain institutional configurations or in more diffuse normative structures. Rule-of-law promoters are also short of knowledge about how the rule of law develops in societies and how such development can be stimulated beyond simplistic efforts to copy institutional forms. And the question of what kinds of larger societal effects will result from specific changes in rule-of-law institutions is also still open. Although aid institutions engaged in rule-of-law assistance do attempt some—lessons learned—exercises, many of the lessons produced are superficial and even those are often not really learned. Several substantial obstacles to greater knowledge accumulation in this field persist, including the complexity of the task of promoting the rule of law, the particularity of legal systems, the unwillingness of aid organizations to invest sufficient resources in evaluations, and the tendency of both academics and lawyers not to pursue systematic empirical research on rule-of-law aid programs. Whether rule-of-law aid is on the path to becoming a well-grounded field of international assistance remains uncertain.
