Abstract:
To the outside observer, Permanent Structured Cooperation (PESCO) equals the long list of projects rather than the 20 binding commitments that were hailed as a game-changer when PESCO was launched in 2017. At first sight, these 68 projects do not seem to work towards a single objective. Is the end of PESCO clear even to the initiated? It is not, in fact, and that remains the greatest obstacle to success. A (second) strategic review of PESCO is underway, but putting PESCO on the right track requires a fundamental overhaul.

Abstract:
The collapse of Europe’s security order coincides with a period of global transformation. Both these phenomena threaten to change the international environment that the EU has grown accustomed to and that has served its interests relatively well. They also raise major questions over the sort of actor the EU wants to be – regional or global. While the immense challenges of internal reform and breathing new life into a now-geopolitical enlargement process suggest a regional focus for the EU’s core strategic priorities, the EU can still take certain measures to avoid losing sight of the rest of the world. If the EU is serious about retaining its influence as a global actor, it must rethink its traditional way of doing business with the ‘Global South’ and learn how to autonomously navigate an unpredictable – and often fractious – multipolar world.

Abstract:
In June 2022, the European Union granted candidate status to Ukraine. A strong political statement, which was welcomed as such in Kyiv. But for a country at war, symbols do not suffice. Accepting a neighbour that is under invasion as a candidate for membership must mean accepting more responsibility for that neighbour’s survival. Ukraine was a buffer state; it has become a frontier state. The EU should finally come up with an overall plan to provide military support to Ukraine over the long term, gradually taking over the main effort from the United States. After one year of war, the time for piecemeal decisions (a dozen tanks now, another dozen in a month) is long past.

Abstract:
By launching a war against Ukraine, right on the borders of the European Union, Russia has unleashed the strongest push to strengthen Europe’s defence since the end of the Cold War. Only its initial, 2014 invasion of Ukraine came close to having such effect. NATO has activated its defence plans and deployed forces on the borders with Russia. Just about every state in Europe has announced increased defence spending. And the EU finalised its Strategic Compass, its first ever defence strategy, with a much increased sense of urgency and purpose. The role of the EU in linking up national announcements and NATO targets is crucial, in fact, by providing a framework to align the efforts of the EU Member States, and by ensuring that the EU’s own indispensable targets are incorporated.

5. EU and NATO Strategy: A Compass, a Concept, and a Concordat

Abstract:
A concordat is an agreement between the church authorities and the state that regulates the activities of the former on the territory of the latter. Since both European Defence and the Transatlantic Alliance are churches with their zealous high priests and devoted believers, the term seems apt enough for the EU-NATO package deal that I propose in this paper. The coincidence that in 2021-2022 the EU is drafting a Strategic Compass and NATO a new Strategic Concept should be put to use to mend the schism between them. Can a miracle be worked?

6. What Belgium Can Do: Proposals for the National Security Strategy

Abstract:
Belgium has never had a National Security Strategy: a single strategic vision outlining how to safeguard its national interests from external threats and challenges and to prevent the exploitation of its internal vulnerabilities. Many in Belgium intuitively feel that none is needed: Are we not shielded by the EU and NATO? And what could the world expect from this small country anyway? But the fact is that the Kingdom of Belgium is not such a small player. The geopolitical heart, and the host, of the EU, it ranks 9th out of 27 in terms of population and GDP; worldwide, it is the 12th exporting country. Hence recurring tensions between Belgium’s own – often low – level of ambition as a security actor and the expectations of its allies and partners.

7. The EU and China: Sanctions, Signals, and Interests

Abstract:
Sanctions are much easier to use against your allies than against your enemies. A friend will want to stay in your good books, and is much more likely to modify his behaviour than an adversary, who will probably just harden his resolve to outdo you. The Trump administration liberally used sanctions against allies in Europe and Asia, who did not exactly cave in but did not want things to escalate either.1 The US trade war with China, on the other hand, cost both sides dearly, without resolving anything. In a coordinated move with the US, the UK, and Canada, the EU has adopted sanctions against four Chinese officials and one entity for violating the human rights of the Uighur people in Xinjiang province.2 That is fully legitimate: as a union of democracies, the EU has a moral duty to speak up for human rights everywhere. But are sanctions the most effective way of doing so?

Abstract:
The Strategic Compass for the EU’s security and defence policy, to be adopted in 2022, must generate immediate action. The best way of ensuring that is to prepare new capability initiatives and, potentially, new operational engagements now, so that they can be launched simultaneously with the Strategic Compass. In that light, “the development of an initial-entry force as a pool of Member State forces that train and exercise together and are made available to the EU” (as summarised in an EEAS working paper), is one of the most promising ideas on the table. How to make it work?

Abstract:
I like being a policy-oriented academic: you meet lots of interesting people and you are invited to interesting meetings, so you can really contribute to the debate. Some actors may from time to time think you have an appealing idea, and they may even seek some academic legitimacy for their decisions. But you are of course not present when the actual decisions are being taken. It’s my job and I love it – but this is not the role that the EU itself should play. Europe does not aspire to be the world’s policeman, but it cannot just be the world’s professor either. As the new EU leadership is coming in, we must give punch to our strategy, and make sure we have the power to make our ideas work in the real world. Power, not to confront, but to engage the world.

The COVID-19 pandemic prevented the annual joint seminars that since a few years the Institute of Europe of the Russian Academy of Sciences and the Egmont – Royal Institute for International Relations organise in Moscow and Brussels. But the coronavirus cannot interrupt academic exchange; a dialogue that is more than ever necessary in a world of increasing tensions between the great powers. We continue our collaboration through this joint publication, therefore, for which we have invited prominent scholars from Russia and the European Union as well as China and the United States to share their analysis of the impact of Joe Biden’s victory in the US presidential elections on international politics.
