Abstract:
Faced with displacement crises that have stretched asylum systems to their limits, countries have increasingly begun to use alternatives to traditional protection tools to provide displaced individuals with legal status and access to certain rights and forms of assistance. Often, the status offered is temporary and does not rely on adjudication of individual cases. While such approaches are not completely new, they have gained prominence through national responses to three of the largest displacement crises of the post-World War II era: displacement from Syria, Venezuela, and Ukraine. The principal host governments in these three crises—Turkey, various South American countries, and EU Member States—chose to provide legal status to millions of protection seekers by using existing immigration policies or new temporary statuses, rather than refugee or asylum systems. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—examines each of these three cases, identifying similarities in the approaches taken to offering protection while recognizing the differences between the cases. The study explores the factors underpinning government decisions and their medium- to long-term implications, concluding with thoughts on what can be learned for future international displacement crises.

Abstract:
Since 2015, hundreds of thousands of Central Americans—primarily from El Salvador, Guatemala, and Honduras—have left their home countries due to an intertwined set of factors, including poverty, food insecurity, gang-related violence, and human-rights violations. Many have taken perilous journeys to seek protection in neighboring Mexico and the United States, where the scale and diverse profiles of asylum seekers have challenged the governments’ processing capacity. For most of these Central Americans, traveling by their own means to Mexico or the United States is the only avenue to seek international protection. While refugee resettlement programs allow states to vet and select individuals who have fled their country and are living in another, resettlement has typically been used on a very limited basis in the region. Some policymakers, notably in the United States and Canada, have begun to reconsider the role that resettlement could play in addressing these protection needs. This brief assesses how resettlement and other humanitarian pathways have operated in the region to date, and explores the opportunities and obstacles to scaling up these programs.

3. The Next Generation of Refugee Resettlement in Europe: Ambitions for the Future and How to Realize Them

Abstract:
Europe’s role within the global refugee resettlement landscape has changed significantly in recent years. Some EU Member States, such as Germany and Sweden, have expanded their resettlement programs, while others, including Romania and Lithuania, have launched new ones. This growth, coupled with the United States’ dramatic cuts to its refugee admissions, has meant that more than 40 percent of all refugees resettled through the UN High Commissioner for Refugees since 2017 have found a new home in Europe—up from 8 percent in 2007. This report looks at how investments in shared infrastructure at the EU level and growing resettlement experience among Member States offer a strong foundation upon which European resettlement efforts can build. It also explores what ambitious European resettlement policy could accomplish and what steps EU and national leaders would need to take to realize this vision. Among the many questions this report examines are: How can engagement in resettlement be motivated and sustained at the national level? And what elements are needed to build world-class resettlement systems in Europe—from improvements in selection and departure operations, to commitments to robust monitoring and evaluation, to investments in partnerships with first-asylum countries and between central governments and receiving communities in destination countries. This is the final report by the Migration Policy Institute Europe in a multiyear series of studies produced as part of the European Union Action on Facilitating Resettlement and Refugee Admission through New Knowledge (EU-FRANK) project. The EU-FRANK project is financed by the European Asylum, Migration, and Integration Fund (AMIF) and led by Sweden. Belgium, Italy, the Netherlands, and Switzerland are partner countries.

4. Refugee Sponsorship Programs: A Global State of Play and Opportunities for Investment

Abstract:
A pair of contradictory trends is challenging humanitarian protection systems around the world: the number of refugees in need of protection has climbed to an all-time high, while at the same time, many countries have reduced their commitments to refugee resettlement. With protection needs high and generosity low, it has become more important to find new ways for refugees to reach safety and to rebuild public consensus around the value of offering protection to those in need. To meet these challenges, governments and civil-society groups in a growing number of countries have begun to explore refugee sponsorship (also called community or private sponsorship), either as a complement or alternative to traditional protection pathways. This MPI Europe policy brief takes stock of sponsorship programs worldwide—from the well-established Canadian private sponsorship program, to much newer and smaller-scale initiatives in countries such as Argentina, Germany, New Zealand, and the United Kingdom. Although government investment and support for such programs are essential, this study also lays out a variety of ways private philanthropic actors can support these programs. Among them: funding the development of informational materials and hotlines for sponsors; investing in program infrastrucrture, such as staff positions within civil-society organizations; and monitoring and evaluation by civil society and/or government. Crucially, the authors note that while much effort in recent years has gone into developing and launching new initiatives, existing programs also face important capacity and funding gaps. “To ensure the capacity of refugee protection systems at a global level,” they write, “strengthening these programs should be viewed as a priority equal in importance to setting up new schemes.”
