1. A New Erdogan-Putin Deal in Idlib May Help—For Now

Abstract:
Turkey, Russia, and Washington have compelling reasons to welcome a new ceasefire agreement, however imperfect, but they still need to address the longer-term dangers posed by the Assad regime’s murderously maximalist strategy. Recent fighting between Turkish and Syrian regime forces in Idlib province has seemingly wiped away the last vestiges of the September 2018 Sochi agreement, brokered by Russian president Vladimir Putin as a way of pausing hostilities and dividing control over the country’s last rebel-held province. Beginning last December, renewed Russian and Syrian attacks against civilians sent a million residents fleeing toward the Turkish border, creating another humanitarian disaster. Then, on February 27, thirty-three Turkish soldiers were killed when their unit was attacked in Idlib—Ankara’s largest single-day loss in Syria thus far. Turkey initially blamed Bashar al-Assad for the deaths, but eyes soon turned to his Russian patron as the more likely culprit, elevating tensions between Ankara and Moscow to a level not seen since Turkish forces shot down a Russian plane in November 2015. Meanwhile, the Turkish military and its local partner forces launched a string of attacks against the Syrian regime and its Iranian-backed militia allies. On March 5, President Recep Tayyip Erdogan will meet with Putin in Moscow to discuss these rising tensions. If the two leaders reach another ceasefire deal, will it last any longer than the short-lived Sochi agreement? More important, what effect might it have on the latest refugee crisis threatening to wash over Turkey and Europe?

Abstract:
Facing pressure from General Haftar and his foreign military backers, the Tripoli government has welcomed the helping hand extended by Ankara, whose own lack of regional options has drawn it into the middle of another conflict. On December 10, Turkish president Recep Tayyip Erdogan announced that he was willing to deploy troops in Libya if the UN-backed Government of National Accord in Tripoli requested it. He reiterated the offer during a December 15 meeting with GNA prime minister Fayez al-Sarraj in Ankara—a visit that arose after Gen. Khalifa Haftar, who heads the self-styled Libyan National Army (LNA) and seeks to replace the GNA, renewed his push to take Tripoli by force. Meanwhile, Turkey signed two controversial agreements with Tripoli over the past month: a memorandum of understanding on providing the GNA with arms, training, and military personnel, formally ratified by Tripoli earlier today; and a November 28 maritime agreement delineating exclusive economic zones in the Mediterranean waters separating the two countries. The latter move drew protests from Greece and Egypt and was condemned “unequivocally” by the European Council. These and other developments indicate Libya’s emerging status as a focal point of Ankara’s foreign policy, which seemingly regards the country as an arena for Turkish proxy competition with rivals old (Greece) and new (Egypt and the United Arab Emirates). At the same time, Libya’s GNA has become increasingly dependent on Ankara for military reasons—namely, a lack of other allies willing to provide arms capable of countering the LNA’s Emiratisupplied drones, and the arrival of Russian mercenaries who have added new technology and precision to Haftar’s war against Tripoli. Unless Washington invests more diplomatic energy and fully backs the German-led initiative to implement a ceasefire and return to peace negotiations, the proxy war in Libya will only escalate. In that scenario, Turkey and Russia—not the United States or its European partners—could be become the arbiters of Libya’s future.

Although a full narrative will have to wait until the ongoing Israeli inquiry is complete, it is possible to sketch the outlines of what happened on the Turkish ferry Mavi Marmara . The six boats of the "Free Gaza Flotilla" departed Turkey on May 28, and Israeli naval vessels began shadowing them two days later, around 11:00 p.m. on May 30. At that time, Israel requested that the boats divert to Ashdod to allow inspection of their cargo for contraband, but they refused to comply.

On December 7, Turkish prime minister Recep Tayyip Erdogan will visit Washington to meet with President Barack Obama. The meeting follows Obama's April visit to Turkey, during which the U.S. leader reached out to Ankara in an effort to realign the countries' interests after the tumultuous years of the Bush administration. Despite Obama's efforts, Turkish foreign policy seems to be drifting farther away from the United States, especially on issues such as Iran and Sudan. On March 14, Turkey's chief prosecutor, Abdurrahman Yalcinkaya, filed a case with the country's Constitutional Court asking it to shut down the ruling Justice and Development Party (AKP) and ban seventy-one of its members from seeking elected office for five years. He accused the party of spearheading "anti-secular activities" in violation of the Turkish constitution. Although the court's disposition is uncertain, the case is likely to strengthen the AKP regardless of the outcome.

On February 21, Turkish ground forces crossed the Iraqi border in an attempt to dismantle Kurdistan Workers Party (PKK) terrorist camps, following weeks of periodic aerial bombardment that began in mid-December. The incursion was partly the product of a November 5 agreement between Turkey and the United States to share intelligence in fighting the PKK, a group that the U.S. State Department has designated a foreign terrorist organization. On February 22, the White House backed the operation: "The United States agrees with Turkey that the PKK is a terrorist organization, and . . . an enemy of Turkey, Iraq, and the United States."

On February 9, Turkey's ruling Justice and Development Party (AKP) passed two constitutional amendments legalizing a specific women's headscarf on college campuses. The Turkish turban -- not to be confused with the South Asian male turban -- first emerged in the country in the 1980s and has long represented an extremely divisive political issue. Turkey's European-style secularism, which keeps religion and its symbols out of government and education, considers the headwear a political symbol -- a sentiment with which AKP prime minister Recep Tayyip Erdogan seemed to agree in public remarks he made on January 15. For nearly two decades, the secular view had led Turkish courts to ban the turban in certain public contexts. Now that the headwear is permitted on campuses, what will happen next in Turkey? Abstract:
The two main topics in Turkey today are the booming economy and worries about the Kurdistan Workers Party (PKK). The political stability provided by the ruling Justice and Development Party (AKP), which came to power in 2002, has resulted in a notably strong economic growth. As a result, Turkey now benefits from an improved European-style infrastructure, a dynamic private sector, and a vibrant middle class. The country's major businesses, most of which are secular, have benefited significantly from the economic growth and are generally supportive of the AKP, although some seem to disagree with the party's social and cultural agenda.
