- On June 22, 2004, Philip Gordon, Simon Serfaty, and Soner Cagaptay addressed The Washington Institute's Special Policy Forum. Dr. Gordon is a senior fellow and director of the Center on the United States and Europe at the Brookings Institution. He has also served as director for European affairs on the National Security Council. Dr. Serfaty is the director of the Europe Program and the Zbigniew Brzezinski chair in global security and geostrategy at the Center for Strategic and International Studies. He is also a senior professor of U.S. foreign policy at Old Dominion University in Norfolk, Virginia. Dr. Cagaptay is coordinator of The Washington Institute's Turkish Research Program.
