1. The Evolution of US Policy towards the Southern Caucasus

Abstract:
This article examines the evolution of American policy in the Southern Caucasus since 1991. It begins with a discussion of the principal drivers of that policy. A discussion of the evolution of the policy since the end of the Cold War follows. The article argues that US policy in the region has been ad hoc and inconsistent, reflecting ideological considerations (democracy promotion in Georgia), economic interests (access to Caspian Basin energy product and the development of US relations with Azerbaijan), US minority lobbying (US policy towards the Karabagh conflict), and idiosyncratic leadership preference (the personal relationship between Presidents Bush and Saakashvili). This amalgam reflected the weakness of strategic drivers and notably Russia's inability to act on its hegemonic aspirations in the region. As Russian power increases, and its effort to rebuild its influence in the Southern Caucasus grows, the strategic framing of US policy may also be expected to strengthen.

When I prepared for this presentation, I assumed that the bulk of the conversation would deal with concrete issues of security sector reform. I could then, in looking at the future, step back and discuss the evolving political, economic, and social context in which security sector reform proceeds or does not proceed. However, the preceding papers mainly deal with the strategic, political and economic context. In contrast little was said about security sector reform.

Abstract:
Central Asia is often portrayed as a hotbed of potential conflict. With this report, the Small Arms Survey seeks to determine whether the Kyrgyz Republic, by virtue of its location, should indeed be grouped with its friction-prone neighbours. Weak state structures, a history of ethnic tension, inequality, and poverty – features that characterize the Kyrgyz state – are factors that normally fuel the proliferation of arms. The ripple effects of the fragile situation in Afghanistan are also expected to have effects on Central Asian countries. This in-depth study has found, however, that small arms are less of a problem in Kyrgyzstan than commonly assumed: few families own arms; demand is limited; and trafficking is modest. While the proliferation of small arms may pose a serious threat in countries such as Afghanistan and Tajikistan, this assertion cannot be applied to Central Asia as a whole. This report highlights the need for the disaggregation of regional generalizations and seeks to explain why Kyrgyzstan is different from its southern neighbours.

Abstract:
This monograph considers the impact of humanitarian action on recent armed conflicts. The proposition that humanitarian initiatives fuel conflict has been an important element of the critique of international responses to war-related need, constituting indeed a fundamental challenge to the humanitarian imperative. Concern about exacerbating conflict through humanitarian action may also reduce the flow of resources from donors to aid agencies. But the connection can also be positive. The view that humanitarian action can and should be designed to promote peace has influenced the programs of agencies operating in complex emergencies.

Abstract:
In 1996, ex-NATO Defence College fellow Dmitrii Trenin wrote that "in spite of the numerous public declarations of intention by Russia and the United States, Russia and NATO, and Russia and the European Union, so far no reliable foundation for partnership has been laid." Although the remark is four years old, there is little to argue with here. The proposition remains equally valid today. Four years ago, one might have asked: so what? Given the state of affairs in Russia, it didn't matter much anyway. However, things are changing. For the first time in ten years, secessionist wars, submarine disasters and fires in television towers notwithstanding, NATO and the West face a pivotal moment in the effort to normalize the relationship with Russia. The executive has secured reasonable control over the legislature. It is moving towards the reestablishment of central authority vis-à-vis the regions. The government is restoring a disciplined and reasonably orderly approach to foreign and security policy. There is increasingly strong evidence of sustained Russian economic recovery. This is a moment, consequently, of both opportunity and risk in the West's relations with Russia. It is an appropriate time to review where we have been, where we are, where we want to be, and what the role of NATO is in getting us there.

Abstract:
The borderline between political and humanitarian action has posed serious difficulties for aid agencies responding to humanitarian emergencies associated with war. Although humanitarian response to war-related emergencies should ideally proceed apart from political calculation, in fact it is profoundly affected by the perceived interests of belligerents, states in regions affected by conflict, and major powers in international affairs.

Abstract:
This study reviews the intersection between politics and humanitarian action in the Nagorno-Karabakh conflict. Approaching humanitarian action as including both assistance and protection, as well as emergency aid and reconstruction inputs, the study analyzes the intrusion of political agendas into humanitarian responses to the conflict and assesses the damages of the resulting politicization of activities.

Abstract:
This is a study of the world's response to internal armed conflicts in the Republic of Georgia. The principal features of that response on the humanitarian side were the delivery of emergency assistance and the protection of human rights. That response also included the establishment of peacekeeping operations, both by the Commonwealth of Independent States, with the United Nations' blessing, and by the United Nations itself. This report assesses the performance and effectiveness of humanitarian and peacekeeping activities and reviews the interaction between the two.
