Abstract:
Myanmar's military offensive against armed militias of minority groups along the border with China disrupted the status quo that had prevailed along the frontier for the past two decades and complicated the extensive Chinese interests that have developed in the border region during this period. Frictions over territorial claims, fishing, and surveillance among China, Southeast Asian countries, and the U.S. over the South China Sea were less prominent than in recent quarters. China signed an investment agreement with ASEAN members marking the completion of the China-ASEAN Free Trade Area, which is to go into effect on Jan. 1, 2010. Chinese commentary joined other regional media in highlighting, with some reservations, the prominence of U.S. Secretary of State Hillary Clinton and the more activist U.S. regional agenda at the ASEAN Regional Forum Foreign Ministers' Meeting.

With the collapse of the Soviet Union and the demise of East-West and Sino-Soviet competition for influence in the Korean peninsula after the cold war, Beijing adjusted Chinese relations to take advantage of economic and other opportunities with South Korea, while sustaining a leading international position in relations with North Korea. In contrast with steady Chinese efforts to use post cold war conditions in order to advance China's relations with South Korea, Chinese foreign policy toward North Korea has been characterized by reactive moves in response to abrupt and often provocative behavior of North Korea, and, to a lesser degree, the United States.

Abstract:
Among China's neighbors in Asia, Chinese leaders have given highest priority to relations with the governments of northeast Asia, Japan and the administrations of North and South Korea. The salient reasons have included the strategic location of these nations close to the economic centers of China's modernization, their economic, political, and military power and importance to China, and their close involvement with the United States. In terms of the last factor, Chinese leaders have long recognized the central importance of the US alliances with Japan and South Korea, and the related importance of the US military presence in both countries as enabled by the respective alliances.

14. China's Rise in Asia and South Korea: A test case for the purported China-centered order marginalizing the United States in Asia

Abstract:
This article assesses recent developments and the current state of play in China's relations with South Korea in order to test the widely publicized proposition that China's rise in Asia is being accompanied by an emerging China-centered regional order that is marginalizing the influence of the previous regional leader, the United States. A careful analysis of China's relations with its various neighboring countries in recent years shows that China has made the most significant gains in relations with South Korea, and these gains have coincided with a decline in US influence in South Korea brought on by major difficulties in the South Korean-US alliance relationship. Thus, if China's rise is leading to a China-centered order in Asia that marginalizes the influence of the United States, the trends in the South Korean- China relationship in the context of South Korean-US developments should provide important evidence and indicators.

15. China's "Peaceful Rise:" Implications for US Interests in Korea

Beginning in 2003, Chinese leaders began a new stage in China's efforts to define China's approach toward its neighboring countries and what China's approach meant for the United States and US interests in Asia and the world. Premier Wen Jiabao addressed the topic of China's peaceful rise in a speech in New York on December 9, 2003. Despite such high level pronouncements, the exact purpose and scope of the new emphasis on China's “peaceful rise” remained less than clear to Chinese and foreign specialists. Consultations in May 2004 with 50 Chinese officials and non-government specialists closely involved in this issue helped to clarify the state of play in Chinese decision-making circles regarding China's peaceful rise and what it meant for China's approach to Korea and the rest of Asia and for US interests and policy in the region.

Abstract:
The National Intelligence Council and the Federal Research Division of the Library of Congress hosted an all-day seminar at the Library of Congress on September 24, 1999 assessing the five-year outlook for China's domestic development and international security behavior. Entitled "China's Future--Implications for the United States," the seminar featured seven formal presentations by prominent academic specialists complemented by commentaries by nine China specialists from the US Intelligence Community. The Directors of the China offices in the State and Defense Departments offered concluding remarks on the implications of the conference findings for US policy toward China. Panelists and commentators focused specifically on political leaders and institutions, economic and social trends, security and foreign policies, and the overall prospects for China through 2005 (see seminar program). The main thrust of the deliberations reflected cautious optimism about China's future. The regime appears resilient enough to deal with most anticipated problems internally. China is wary of the United States and is gradually building military power. But unless Beijing is challenged by unexpected circumstances, China is unlikely to break with the United States or engage in disruptive military buildups or aggressive foreign behavior.

Abstract:
Chinese-American Rivalry in Korea—A New "Great Game"?There has been considerable discussion in Washington, Beijing and Seoul in recent years about an emerging competition between the United States and China for influence in the Korean peninsula in general and in South Korea in particular. Some in China have voiced concern over alleged U.S. efforts to hold back and "contain" China's rising power and influence in East Asia. They have been impressed by the recent "gains" in U.S. influence with North Korea. Indeed, from their perspectives, the North Koreans have moved away from their traditionally antagonistic stance toward the United States to a foreign policy approach that appears to give top priority to reaching an arrangement with Washington that would allow for the continued survival of the North Korean regime, or at least a so-called "soft landing" for the increasingly troubled government. A possible scenario contrary to these Chinese analysts interests would see the end of the North Korean regime and the reunification of the peninsula by South Korea under arrangements carried out under the guidance and overall influence of the United States, with the support of Japan. In the view of such Chinese officials, such an arrangement would confront China with a major security problem in a crucial area of Chinese concern for the foreseeable future, gready weakening China's ability to exert power and influence in Asian and world affairs. It would give Americans interested in "containing" China a much more advantageous strategic position in East Asia than they now possess.
