1. Future Crime: Assessing twenty first century crime prediction

Abstract:
Cities are where the future happens first. They are hubs of innovation, productivity and experimentation. But many cities also are sites of crime and violence. More than ever, municipal authorities, private firms and civic groups are experimenting with new ways to improve real and perceived safety in cities. In some cities, new technologies are improving the situational awareness of public authorities and citizens. In others, all encompassing surveillance and monitoring systems are challenging fundamental norms of privacy. In most developed cities, high-frequency time series information on insecurity is increasingly available. Literally thousands of gigabytes of raw data are available representing the dynamics and characteristics of crime. New high-power computer analysis is giving rise to a next generation of smart, agile and evidence-informed policing strategies. Predictive platforms in particular can enhance police operations, identifying priority targets for police intervention, and enabling more effective allocation of police resources.

Abstract:
Many Latin American countries, states and cities are facing a chronic public security crisis. In spite of more than a decade of modest economic growth, crime and victimization rates are rising, not dropping. Nevertheless, recent information of 2017 show some signs of improvement. Criminal violence is routinely singled out as one of the top concerns of citizens from across Mexico, Central America and South America. And there are warning signs that the region ́s high rates of criminal violence and victimization will continue rising if nothing is done. Latin American priorities and approaches to public security have shifted over the past two decades, with growing attention devoted to citizen security. In contrast to traditional law and order approaches to crime, citizen security privileges a more comprehensive and people-centered conceptualization of security and safety – including more data-driven policing, smarter approaches to criminal justice, alternatives to incarceration, and investments in primary, secondary and tertiary prevention. The following report sets out the broad parameters of Latin America ‘s crime challenges and explores innovations in promoting public safety and citizen security. It also underlines the heterogeneity of Latin America ́s security environment, including the strong differences between regions, countries, states and cities. Taken together, the report issues a descriptive assessment of the scope and scale of the challenges, as well as opportunities for CAF to support partners in their efforts to prevent and reduce crime and improve safety for all Latin Americans.

Abstract:
Today, more than 60 percent of all refugees and 80 percent of all internally displaced persons are living in urban areas. While cities are periodically overwhelmed by sudden mass influxes of forced migrants, they are remarkably effective at absorbing populations on the move. With some exceptions, the international community — the UN Refugee Agency, in particular — has been slow to empower cities to assume a greater role in protecting, assisting and promoting durable solutions for refugees, asylum claimants and other groups of concern. New compacts on migration and refugees only tangentially address cities’ pivotal role in shaping the experience of forced migrants. Instead, cities are developing solutions on their own. This paper assesses the characteristics of the urban displacement crisis and identifies challenges and opportunities confronting cities, challenging myths associated with the “refugee burden” and offering preliminary recommendations for stepping up international, national and municipal cooperation.

Abstract:
The fourth International Expert Forum (IEF), "Peacebuilding and Postconflict Recovery: What Works and What Does Not?" was focused squarely on the challenges of rebuilding peace in countries and societies emerging from conflict and the role of external actors in supporting these processes. The IEF was held at the International Peace Institute (IPI) on May 23, 2013, and participants considered the track record of peacebuilding, political and economic transition processes, as well as rule of law and transitional justice. The goal was to distill insights and identify policy implications. This IEF was the fourth meeting in a series of high-level seminars dealing with the conflict cycle. Previous forums considered conflict prevention, the mitigation of consequences of conflict, and peacekeeping. The IEF serves as an informal platform for exchange and dialogue among researchers, practitioners, and decision makers on issues related to conflict prevention, peacemaking, and peacebuilding. The IEF convenes one-day workshops at IPI in New York and is a joint initiative by IPI, the Folke Bernadotte Academy (FBA), the SecDev Foundation, and the Center for International Peace Operations (ZIF).

6. Is there a preventive action renaissance? The policy and practice of preventive diplomacy and conflict prevention

Abstract:
Preventive diplomacy and conflict prevention are intended to stop armed conflicts before they escalate. Conflict prevention is a broader concept referring to the monitoring, containment, and reduction of risk factors that shape war onset, intensification, and spread. Both constructs were conceived in the latter half of the 20th century, which was characterised by a sizeable array of international or interstate wars. There has since been a growth in capacities to anticipate and prevent conflicts before they erupt. This report considers historical trends, emerging opportunities, and recurrent challenges associated with preventive diplomacy and conflict prevention. Recommendations for future conflict prevention activities include sharing but not aligning conflict analyses, aligning conflict analyses with local understandings and terminology, researching drivers of peace separately from drivers of violence, studying the micro-determinants of success in preventive action, beginning a dialogue on the co-ordination of preventive action, and ensuring sufficient and flexible financing for preventive action.

The purpose of the second International Expert Forum, "Mitigating the Consequences of Violent Conflict: What Works and What Does Not?," which was held at IPI on June 6, 2012, was to take stock of the consequences of ongoing violent conflict and means to prevent and reduce them, including peacekeeping operations and special envoys. The ambition was to identify patterns and formulate lessons learned and policy implications in the short, medium, and long term. The forum was divided into three sessions: mapping the trends and causes of violence against civilians; mapping the challenges and impact of peacekeeping operations; and mapping the challenges and impact of special envoys.

8. Negotiating disarmament and demobilisation in peace processes: what is the state of the evidence?

Abstract:
This report considers the extent to which disarmament, demobilisation and reintegration (DDR) and related concepts are accounted for in peace processes and peace agreements. It focuses on the scale and scope of provisions for disarmament and demobilisation in peace agreements, the nature of their sequencing and inclusion in such agreements, and the types of security mechanisms intended to promote confidence among parties. It finds that key provisions for DDR are present in over half of all comprehensive peace agreements (numbering 37 in total) and fewer than 5% of all related peace accords, protocols and resolutions (numbering 640 in total). This review does not discern clear patterns of where key concepts are located or distributed in peace agreements. In reviewing negotiating experiences, however, it finds that “disarmament” and “demobilisation” are often relegated to the end of talks and/or left ambiguous in peace agreements themselves. Mediators or parties to a conflict thus seldom regard disarmament and demobilisation as preconditions for negotiations. They are nevertheless central to wider questions of security sector transformation and transitional justice in the aftermath of war.

9. Innovations in disarmament, demobilization and reintegration policy and research: Reflections on the last decade

Abstract:
This literature review offers a general overview of policy-related and theoretical innovations in disarmament, demobilization and reintegration (DDR) over the past decade. Drawing on an extensive review of academic and prescriptive contributions, it teases out key trends in the character and shape of DDR activities. If detects a shift from minimalist (security-first) interventions preoccupied with military and police priorities to maximalist (development-oriented) activities in the present era. It also notes a progressive professionalisation and standardization of DDR practice within the multilateral, bilateral and non-governmental communities. Moreover, the review observes a shift in the focus of research on DDR. Early in the decade, scholars were preoccupied with the process and practice of DDR as a spatially, temporally and socially bounded activity. Whilst establishing useful conceptual parameters, these researchers seldom considered more fundamental issues of causality and correlation, actor agency or intervention outcomes. Meanwhile, the latest wave of scholars are investing in comparative case studies, statistical assessments drawing on large-n samples and more experimental approaches to test counter-factuals. Focusing on a wider case selection these researchers are also exploring new sectoral horizons such as the relationships between DDR and combatant agency, peace agreements, transitional justice, security sector reform, and state-building more generally.

The intensity and complexity of post-war violence routinely exceeds expectations. Many development and security specialists fear that, if left unchecked, mutating violence can potentially tip 'fragile' societies back into war. An array of 'conventional' security promotion activities are regularly advanced to prevent this from happening, including disarmament, demobilization and reintegration (DDR) and other forms of security sector reform (SSR). Meanwhile, a host of less widely recognised examples of security promotion activities are emerging that deviate from – and also potentially reinforce – DDR and SSR. Innovation and experimentation by mediators and practitioners has yielded a range of promising activities designed to mitigate the risks and symptoms of post-war violence including interim stabilisation measures and second generation security promotion interventions. Drawing on original evidence, this article considers a number of critical determinants of post-war violence that potentially shape the character and effectiveness of security promotion on the ground. It then issues a typology of security promotion practices occurring before, during and after more conventional interventions such as DDR and SSR. Taken together, the identification of alternative approaches to security promotion implies a challenging new research agenda for the growing field of security and development.
