1. Environmental Crime in the Amazon Basin: A Typology for Research, Policy and Action

Abstract:
According to the world’s top scientific experts, deforestation and degradation are up 25 percent in the first six months compared to last year. More forests are being cleared in 2020 than at any point in the past 15 years. Although spectacular levels of illegal burning have occupied global headlines, a host of other less visible but equally significant environmental crimes are being committed throughout the Amazon basin every day. Such crimes not only impact biodiversity and the global climate, but are virtually always associated with social ills ranging from corruption to slavery and violence. A new paper from the Igarape Institute – Environmental Crime in the Amazon Basin: a Typology for Research, Policy and Action – introduces a typology to help better understand the scope and scale of the problem and its extensive social and environmental impacts. To date, one of the principal barriers to better policing of the Amazon is the confusion and ambiguity of what is, and is not, a crime. Different countries apply different interpretations which can frustrate investigations and the enforcement of existing laws. The new paper is designed to provide greater clarity to policy makers, law enforcement agencies, civil society actors, and companies committed to curbing environmental crime.

Abstract:
Cities are where the future happens first. They are hubs of innovation, productivity and experimentation. But many cities also are sites of crime and violence. More than ever, municipal authorities, private firms and civic groups are experimenting with new ways to improve real and perceived safety in cities. In some cities, new technologies are improving the situational awareness of public authorities and citizens. In others, all encompassing surveillance and monitoring systems are challenging fundamental norms of privacy. In most developed cities, high-frequency time series information on insecurity is increasingly available. Literally thousands of gigabytes of raw data are available representing the dynamics and characteristics of crime. New high-power computer analysis is giving rise to a next generation of smart, agile and evidence-informed policing strategies. Predictive platforms in particular can enhance police operations, identifying priority targets for police intervention, and enabling more effective allocation of police resources.

Abstract:
Many Latin American countries, states and cities are facing a chronic public security crisis. In spite of more than a decade of modest economic growth, crime and victimization rates are rising, not dropping. Nevertheless, recent information of 2017 show some signs of improvement. Criminal violence is routinely singled out as one of the top concerns of citizens from across Mexico, Central America and South America. And there are warning signs that the region ́s high rates of criminal violence and victimization will continue rising if nothing is done. Latin American priorities and approaches to public security have shifted over the past two decades, with growing attention devoted to citizen security. In contrast to traditional law and order approaches to crime, citizen security privileges a more comprehensive and people-centered conceptualization of security and safety – including more data-driven policing, smarter approaches to criminal justice, alternatives to incarceration, and investments in primary, secondary and tertiary prevention. The following report sets out the broad parameters of Latin America ‘s crime challenges and explores innovations in promoting public safety and citizen security. It also underlines the heterogeneity of Latin America ́s security environment, including the strong differences between regions, countries, states and cities. Taken together, the report issues a descriptive assessment of the scope and scale of the challenges, as well as opportunities for CAF to support partners in their efforts to prevent and reduce crime and improve safety for all Latin Americans.

4. Smarter Policing: Tracking the Influence of New Information Technology in Rio de Janeiro

Abstract:
Technological advancements are changing the architecture of police-society relations around the world. New modes of oversight, whether applied by public security entities or citizens, are dramatically transforming the way policing is conducted. This is especially the case in digitally connected cities in the North and South. Surprisingly little is known, however, about how technology can be used to drive reform in police institutions including in Rio de Janeiro, where the relationships between police and residents are characterized by mistrust. A key objective of the Smart Policing project, a partnership of the Igarapé Institute and the Policia Militar do Estado do Rio de Janeiro (PMERJ), is to explore ways to enhance police accountability through technology. The following Strategic Note considers how the recently installed pacification police units (Unidades de Policia Pacificadora or UPP) are using technology to recapture urban territory from drug trafficking groups while simultaneously expanding trust and reciprocity with citizens. It examines how technological innovations at the street level, including mobile phone applications, can potentially strengthen the integrity of police work and the social contract.

The purpose of the second International Expert Forum, "Mitigating the Consequences of Violent Conflict: What Works and What Does Not?," which was held at IPI on June 6, 2012, was to take stock of the consequences of ongoing violent conflict and means to prevent and reduce them, including peacekeeping operations and special envoys. The ambition was to identify patterns and formulate lessons learned and policy implications in the short, medium, and long term. The forum was divided into three sessions: mapping the trends and causes of violence against civilians; mapping the challenges and impact of peacekeeping operations; and mapping the challenges and impact of special envoys.

6. Haiti’s Urban Crime Wave? Results from Monthly Household Surveys

Haiti exhibited a dramatic escalation in criminal violence with Haitians reporting declining confidence in police institutions during the last six months (August 2011 to February 2012). For the first time since 2007, the incidence of violent crime and victimization has shown a consistent increase, and confidence in public institutions appears to be dropping quickly. Random household surveys conducted on a monthly basis between August 2011 and February 2012 indicate that violent crime is increasingly common, particularly over the past few months in the densely packed ‘popular’ zones of Haiti’s largest urban centers. This assessment is based on a longitudinal survey using random sampling methods. Specifically, households in the urban areas of Port-au-Prince, Les Cayes, Cap Haitien, Gonaives, St. Marc, Jacmel and Leogane were randomly selected and surveyed about their experiences with criminality and faith in public institutions. The survey sought to measure their exposure to insecurity and opinions regarding future safety. Collectively, these surveys demonstrate an increasing dissatisfaction with the government of Haiti after five years of growing confidence as well as fears that political uncertainty and turmoil will increase crime.

7. The Economic Costs of Violent Crime in Urban Haiti

Crime and victimization are amongst the most pressing concerns cited by Haitian citizens today. Surveys conducted on a monthly basis between August 2011 and July 2012 indicate that violent crime is increasingly common, particularly in the densely packed “popular” zones of Haiti’s largest urban centers. Paradoxically, in spite of increased international investment in restoring the capacities of the Haitian National Police, ordinary Haitians struggle to access basic policing services. This Strategic Brief is the second of a series that features findings from longitudinal surveys using random sampling methods. The assessment is focused principally on households residing in urban areas of Port-auPrince, Les Cayes, Cap Haitien, Gonaives, St. Marc, Jacmel and Leogane. All respondents were randomly selected and surveyed about their experiences with crime, their quality of life, and their ability to access basic services such as health care. Taken together, these surveys also demonstrate the serious economic costs of insecurity amongst ordinary Haitians.
