1. Findings from the 2016 Symposium on Export Control of Emerging Biotechnologies

Abstract:
The Symposium on the Export Control of Emerging Biotechnologies was held during October 18-20, 2016 in Monterey, California, USA. Co-hosted by the International Biosecurity and Prevention Forum (IBPF) and the James Martin Center for Nonproliferation Studies (CNS) at the Middlebury Institute of International Studies at Monterey, the symposium’s objectives were to identify emerging biotechnologies that are candidates for export control as well as effective mechanisms for their enforcement. A total of sixty experts from fifteen countries participated in the symposium. They represented the scientific, policy, industry, legal, and enforcement fields in roughly equal proportions. Attendees participated in one of nine working groups that were tasked with identifying emerging biotechnologies of concern and which, therefore, could be subject to realistic mechanisms for export control. In the event, participants identified seventeen emerging biotechnologies and services and debated whether each posed significant biosecurity risks. Participants then assessed options for new hard controls (export controls) and soft approaches (e.g., industry codes-of-conducts). Most participants flagged four biotechnologies and associated services as engagement priorities: ground-based aerosol generating systems; DNA synthesis and assembly equipment; high-throughput screening systems; and facility-wide production control software. Findings from the symposium have been documented in a final report that was published in April 2017 as CNS Occasional Paper #26.

2. Biotechnology E-commerce: A Disruptive Challenge to Biological Arms Control

Abstract:
Current approaches to prevent the proliferation of biological weapons rely heavily on the operation of export controls for equipment used in the production or dissemination of biological agents. Concerned that the emergence and growth of biotechnology e-commerce has significantly disrupted the effectiveness of such export controls, the British Commonwealth and Foreign Office funded a study in June 2014 for the James Martin Center for Nonproliferation Studies (CNS) titled “The Internet as a Source for Dual-Use Technologies of Biological Weapons Concern: Policy Implications and Governance Options,” to research the biological arms-control problems presented by biotechnology dual-use products and technologies sold via the Internet (e-commerce), and to determine how these problems could be addressed.

3. Stories of the Soviet Anti-Plague System

Abstract:
Throughout the 20th century, the USSR Ministry of Health’s 2nd Directorate headed an “anti-plague (AP) system” whose main objective was to protect the country from endemic and imported dread diseases such as plague, anthrax, and others. In addition, it had an important, two-phased role in the Soviet Union’s biological warfare (BW) program—to provide training to the BW program’s scientific workers on biosafety practices and to submit cultures of especially virulent pathogens to that program’s research and development institutions. Because the USSR considered information about endemic infectious disease, as well as BW-related activity, to be state secrets, hardly any outsiders knew about the AP system’s work and scientific accomplishments. To this day, the five Russian AP institutes remain closed to outsiders and are almost as secretive about their current activities as they were during the Soviet era.

4. The 1971 Smallpox Epidemic in Aralsk, Kazakhstan, and the Soviet Biological Warfare Program

Abstract:
The heart of this occasional paper is a translation of an official Soviet-era document titled “Report on Measures Taken to Contain and Eradicate the Smallpox Outbreak Locale in the City of Aralsk, September/October 1971.” This previously secret report describes and analyzes an outbreak of smallpox that occurred in autumn 1971 in Aralsk, a small city on the shore of the Aral Sea in what was then the Kazakhstan Soviet Socialist Republic. Ten persons became infected with smallpox, and three died, before the outbreak was successfully contained by means of quarantine, mass vaccination in Aralsk, and other public health measures. A contagious disease that killed about a third of its victims, smallpox was characterized by high fever, prostration, and a painful pustular rash on the face and body that left survivors with disfiguring facial scars.
