Abstract:: Security institutions in Kosovo are constantly maintaining, and in some cases, increasing their trust among the citizens, thus resulting as the most trustworthy institutions compared to other sectors. Kosovo Security Force is the most trusted institution with 83 percent of trust, followed by Emergency Management Agency with 73 percent, and Kosovo Police, which is trusted by 72 percent of respondents. Two other security institutions have marked significant increase in 2022: around 60 percent of respondents trust the Police Inspectorate of Kosovo and 51 percent trust the Kosovo Intelligence Agency. This is the first time that both institutions gained the confidence of more than 50 percent. The President of Kosovo, with 59 percent, and Municipalities, with 55 percent of trust, are ranked as the most trusted among the central and local institutions followed by Kosovo Customs with 46 percent.

Abstract:: In recent years, Kosovo’s security sector integrity practices, in particular Kosovo Police ones, have run into severe challenges, which have been exacerbated by the current Covid-19 pandemic the country is dealing with. Numerous police officers are subjected to criminal investigations by relevant rule-of-law mechanisms (Police Inspectorate of Kosovo and State Prosecution) for alleged criminal offenses related to breaches of legal procedures governing their official duties. On the other hand, the Prime Minister’s decision of October 2020 to discharge the former General Director of the Kosovo Police, has both directly and indirectly paved the way for political influence over the Kosovo Police by ruling parties. Furthermore, this may have a significant impact on discouraging structural reforms in the police, particularly in human resource management.

Abstract:: This overview is one of the outputs of the regional project “Western Balkans Security Barometer” (WBSB), led by the Kosovar Centre for Security Studies (KCSS) in partnership with the Belgrade Centre for Security Policy (BCSP) in Serbia. Bearing in mind the complexities and the ongoing political dialogue between Kosovo and Serbia that could potentially lead to resolution, the project was initiated by launching the first regional survey targeting both countries. This edition of the WBSB presents the findings of this survey conducted simultaneously in Kosovo and Serbia in September-October 2020.

Abstract:: More precisely, it targets an audience which is interested in following the public opinion trends in Kosovo, focusing on the public trust in the Kosovo Police (KP) and the Police Inspectorate of Kosovo (PIK), the Kosovo citizens’ frequency of contacts with the Police and its units, perception on the police corruption, as well as the public safety. Generally, the KSB targets nation-wide policy makers; the international community presence in Kosovo; local, regional and international civil society organizations; academics community and the media.
