Abstract:
This publication offers the proceedings of the Conference II "€Security Sector Governance: The Role of Democratic Institutions & International Best Practices"€. Following the Conference I findings, participants elaborated current challenges related to the role of democratic institutions in the Ukrainian Security Sector Governance and worked out solutions based on possible accommodation of best international practices in Ukrainian realities. This publication offers presentations of the key speakers and the summaries of the Working Group discussions. General assessments, conclusions and proposals are those of the participants and do not necessarily coincide with the positions of DCAF, the Razumkov Centre or the official position of the Ministry of Foreign Affairs of the Netherlands. The events of 2014 underlined key challenges facing the oversight of the security sector in Ukraine. As a result, a series of legal amendments were initiated on a preliminary basis in order to address democratic control and security sector reform issues. Although some of the legislative gaps revealed by the current crisis have been addressed, this publication outlines the need for further measures to repair the system of civilian control over the armed forces.

Abstract:
Unlike in many other developing countries on the way to democracy, the military plays a more limited role than other security providers, notably the Ministry of the Interior whose forces are much more powerful than the military and have their own armed units. They pose the greater potential threat to security and stability, and thus form a graver potential impediment to economic and political reform than the military. Whereas the economic, social and even some of the defence systems in the post-Soviet republics have gone through reforms, the forces and institutional structures of the Ministries of the Interior have remained more or less the same; change has occurred only in their size which again does not imply larger or more transparent budgets.

Abstract:
The countries of the Southern Caucasus (Armenia, Azerbaijan and Georgia) experienced seventy years of one-party centralized management of the security sector – a heritage they share with all other former Soviet Republics (though precise time spans vary). Independent state-building can be expected to be slow, and it has further been vexed by armed conflicts which are far from being permanently settled and which have led to considerable numbers of IDPs and refugees in Georgia and Azerbaijan. This specific situation has naturally slowed the build-up of security sectors much different from the local post-Soviet replica of the once union-wide complex of security services.

6. The Relevance of Democratic Control of the Security Sector

Abstract:
When the Fourth International Security Forum was held in November 2000, the idea of security sector reform (SSR) was just beginning to spread through those policy and academic communities that deal with democratisation, development, defence and foreign assistance. The emergence of the concept suggested the growing acceptance of a broader definition of security than the traditional definition focused on military security of the state. According to this broader definition, security has nonmilitary elements as well, and the object of security is not only the state, but importantly includes individuals and society more broadly. Security sector reform expands the scope of security to include "public security", or the safety of the individual from threats of crime, disorder and violence. Because security sector reform is focused on the use of public resources to provide security for citizens, there is a necessary focus in security sector reform on state (often executive) institutions and public policy. Such institutions include military forces, policing structures, paramilitary forces, intelligence agencies, border management services, the judicial system and penal institutions, as well as the state bureaucratic structures that exist to formulate policy and manage these institutions. SSR accordingly recommends a holistic approach to reforming state structures responsible for providing security. Although the policy and academic communities promoting the security sector reform concept favour a holistic approach, serious practical obstacles exist in achieving a comprehensive and integrated understanding of the enormously complex public policy domains relevant to security, and the multi-sectoral reform requirements that would inhere in a democratising state.

As early as in 1996, Southeast European intellectuals like Professor Tilcho Ivanov underscored the importance of defence budget transparency and prudent management for regional confidence-building in the Balkans (see ISIS Research Report No. 6/1996 "Confidence and Security in the Balkans: The Role of Transparency in Defence Budgeting") and warned simultaneously of the adverse effects of unrealistically limited defence budgets.
