Abstract:
Himalayan Asia is a shorthand term referring to the Asian countries that depend on river water from the high mountain ranges of the Tibetan Plateau. As the rivers produced by the Himalayas and other mountain ranges on the Plateau are under increasingly serious pressure, water insecurity threatens much of the continent’s peace and security. Himalayan Asia’s transboundary water dynamics threaten to erode interstate cooperation, including among the continent’s major powers, risk worsening geopolitical competition, and heighten the odds of domestic and interstate conflict. Yet there are viable pathways for avoiding such outcomes, the most important of which treat water as a shared resource to be managed cooperatively.

We have entered a new era in world history, a post-post-Cold War era that holds both great promise and great peril for the United States, its allies, and everyone else. We now can call this a "Westphalian-Plus" world, in which nation-states will have to engage on two distinct levels: dealing with other nation-states as before, and dealing with a vast array of important nonstate actors. This era calls for a new approach to national strategy called "dynamic stability."

This report explores how the relationships between food, water, and energy resources shape our world and its future, with emphasis on Africa and the transatlantic region. Called the food-water-energy “nexus,” the interdependencies between these resources are fundamental to all human endeavor on Earth. Understanding this nexus and managing it effectively is a critical challenge for policymakers and thought leaders in the transatlantic arena. Solving the challenges found on the African continent might present both the greatest task and the greatest reward. The potential pitfalls of failing to tackle Africa's foodwater- energy challenges are enormous, for Africans themselves and for all countries sharing the Atlantic Ocean space. But the potential downside is more than matched by the potential upside, and the gains to be had from solving nexus problems in Africa might prove as profound as any set of goals in the world.

Globalization, urbanization, and fragmentation are reshaping the world order by diffusing power throughout the global system. In order to remain relevant, American diplomacy will require a fundamental retooling that includes a more deliberate and serious engagement with novel forces and actors. America's leaders must recognize that these forces and actors not only are buffeting foreign nations but also are at work within the United States itself, strengthening the capabilities of American cities, communities, individuals, and networks to reach beyond US borders. Building a stronger partnership between the federal government's diplomatic community and these nonstate actors will enhance America's leadership and standing around the world.

Stressed global ecosystems, a changing climate, pandemics, and demographic decline will all add other risks. While no one can yet say how these risks may manifest, they will shape the future.

Cities are shaping our collective fate in nearly every respect. As the predominant locus of human settlement, cities already wield considerable power and will continue to increase their influence in the decades to come. Cities generate most of the world's wealth. They are the places where citizenship and political participation are defined, redefined, and contested. They are the sites where global challenges ranging from climate change and natural resource depletion to international security problems are felt. In other words, we have seen the future, and it is urban. If humankind's most pressing challenges are to be solved during this century, the world's foreign and security policy establishments must not only become more cognizant of mass urbanization, but begin creating the processes that will productively integrate cities within global governance structures. These policy establishments are already behind the curve, for cities have been going about building parallel global governance structures on their own for some time now. They have become important actors in shaping global politics, helping to forge new patterns of transnational relations.

Humankind recently crossed a historic threshold: over half of all human beings now live in cities. In contrast to most of human history, cities have become the default condition for human habitation almost everywhere on earth. Urbanization is proceeding rapidly and at unprecedented scales in Asia, Africa and the Middle East. These regions are poised to join Latin America, Europe, North America, and Australia as having more people living in cities than in rural areas. Between 2010 and 2050, the world's urban population is expected to grow by 3 billion people—a figure roughly equal to the world's total population in 1950—with the great majority living in developing-world cities.3 Our species, in other words, is already an urban one and will become even more so throughout this century.
