1. The Academia and Foreign Policy Making: Bridging the Gap

Abstract:
The paper aims at probing the way the social distance between research and practice has been unfolding in the spheres of foreign and security policies. It is noted that the landscape has been changing considerably during the last two decades, and further changes seem to be in train. While inevitably non-exhaustive and idiosyncratic, the paper still attempts to capture some key features of a shifting and rather complicated picture by looking at the demand as well as supply of research. In conclusion, the paper also comments on the frequently used concept of a 'gap' by pointing out that the two spheres relate extensively to each other despite their dissimilarity in regard to the underlying principles and departures. The relationship appears to have grown increasingly tense and so close that rather than discussing and pointing to an alleged gap, there are reasons to focus on the very nature of the relationship, discuss the terms to be applied in devising it, but also to map and outline it far better than has been the case so far.

2. Liberal or Illiberal? Discord within the Danish-Swedish Pacific Community

Abstract:
Rather than being amiable, the Danish-Swedish relations have more recently turned somewhat contested. Arguments like the other being quite illiberal have frequently been aired in the public debate. The aim of the paper is hence to explored the rift in order to pursue broader questions about the relationship between two neighbouring countries actually quite similar to each other and broadly recognized not only as liberal and democratic, but also seen as inherently peaceful due to their belonging to the rather pacific community of Nordic countries. Does the crux of the issue consist of similarity having turned too intimate and therefore intolerable, or are Denmark and Sweden instead on their way to sliding apart with their previously rather homogeneous nature in decline and the increase in differences then also amounting to discord and distrust? Answers are sought for by probing the debate and more generally by revisiting relevant theorizations, including the traditional ways of accounting for the pacific nature of Nordic commonality. The findings are then placed in a broader IR-perspective as to use of democracy and liberal values in the construction of similarity and difference, i.e. departures crucial in the ordering of political space.

3. Difference within Similarity: Transatlantic Relations as a 'Community of Neighbours'

Abstract:
The contribution focuses on the unfolding and tensions within the transatlantic relationship and it pursues, in particular, the question how the bonds of association between Europe and America are best comprehended and accounted for. In trying to break some new ground for theorization it argues that the Realist, Liberal and Constructivist accounts have so far come up short in terms of providing up-to-date and broadly acceptable answers. With the dominant theories focusing largely on either external enmity or internal homogeneity, difference internal to the relationship has too easily been conceptualized as destabilizing and seen as representing a rupture. In contrast, the paper assert s that while elements of enmity and homogeneity are important, communities such as the Atlantic one are also critically brought together by their internal differences. It then aims, in view of the difference-based dynamics at play and foundational for the Atlantic communality, to complement an d provide a corrective to the more established theorization of that togetherness.

4. The EU Strategy for the Baltic Sea Region: A Catalyst for What?

Abstract:
In order to generate momentum, the European Commission has recently prepared a strategy for the Baltic Sea Region, this being the first of its kind with regard to the various European macro-regional formations. The strategy stands out as a goal-oriented and visionary document and clearly exceeds the scope of the Union's traditional policies vis-à-vis regional formations. But does it really stand for a strategy in the proper sense of the word in aspiring for a fresh start, choosing between different priorities and providing guidance in a programmatic manner for the Baltic Sea Region to gain the status of a 'model' and a forerunner among the various macro-regions in the EU? In probing the issue, the brief suggests a conditional 'yes'. It argues that there are many indications that the document should indeed be regarded a strategy. In addition to providing insight into the aspirations of the EU with regard to the Baltic Sea Region, the brief also argues that regionalization is enjoying increased legitimacy and standing in EU policies in general.

5. Geostrategies of the European Neighbourhood Policy

Abstract:
The debate about the European Neighbourhood Policy (ENP) has, in essence, been about borders and bordering. Such departures often contribute to rather fixed geopolitical visions of what the EU is about and how it aims at running and organising the broader European space. In contrast, this paper aims at retaining space for viewing the ENP as a developmental and somewhat fluid process. A conceptual framework, based on the outlining of three geopolitical models and a series of different geostrategies employed by the EU in regard to its borders, is hence utilized in order to tell a more dynamic story regarding the developing nature of the ENP and the EU's evolving nature more generally. The complexity traced informs that various geostrategies may be held at the same time at the external border. Moreover, the dominance of one geostrategy may be replaced by another or a different combination of them with regard to the same neighbourhood. It is, more generally, argued that if anything it is precisely this dynamism that should be championed as a valuable resource and as such avoiding the tendency to close off options through the reification of particular visions of the nature of the EU and its borders.

This contribution probes the essence of Denmark as a political project by using conscription as an inroad and employing it as a lens that provides insight into the way some of the key constitutive relationships underpinning Denmark have been unfolding over time. 7. Can Europe Be Told From The North? Tapping Into the EU's Northern Dimension

Abstract:
The European Union has been furnished with a Northern Dimension (ND). The initiative, taken originally by Finland in 1997, has landed on the Union's agenda yielding policy documents, high-level conferences and some projects pertaining to Europe's North. It outlines, in terms of the spatial markers used, a sphere that reaches far beyond the northernmost North. The initiative aims, in one of its aspects, at turning northernness into a representational frame and regime that nurtures communality and influences the relations between the Union, its northern member states, some accession countries and Russia as well as Norway as non-applicants. The neo-North embedded in the move offers a joint arena for those already 'in', actors on their way 'in' and the ones that remain 'out'. In essence, it mediates in their relations, and contributes to what Christiansen, Petito and Tonra have called the "fuzziness" of the European Union by blurring established divisions.

The naming of St Petersburg appears to form a distinct pattern. The city emerged in the context of early modern Russia and gained a name that signalled - by having Dutch and German rather than Russian connotations - some degree of mental openness. The choice was very much in line with the overall endeavour of breaking the isolation caused by Russia's somewhat peripheral location in view of the rest of Europe.

9. On the Encounter Between the Nordic and the Northern: Torn Apart but Meeting Again?

Abstract:
The North is no longer as immobile and sedimented as before. It does not just mark something local and extremely peripheral but has turned into an increasingly legitimate marker of Europeanness in the form of the EU's Northern Dimension Initiative. The marker is not just used to frame some space in the margins of the European configuration; it is also used as an umbrella in co-ordinating the relationships between specific regional formations such as Nordic, Baltic, Barents and Arctic co-operation. This added centrality of the North raises a host of questions about the unfolding of political space in the northern part ofEurope. Our aim here is to tackle some of them by exploring in particular the encounter that is now unfolding between the new North and the more traditional Norden, two configurations that to some extent compete for the same space. Essential relationships are being re-negotiated, this enforcing various actors to choose between different representational frames, each with their own specific identities and spatial coverage. Above all, we seek to provide the encounter with a temporal background in viewing both of them as discursive constructs that are condusive to change.

Abstract:
Traditionally regarded as a fairly stable configuration, Norden has in recent years become one of the more uncertain cases on the European agenda. Obviously, it cannot remain unaffected once a new and different logic sets in and drastically reshapes the political landscape also in the northern part of Europe. The range of options is quite broad. Norden might establish itself as a central acronym or, on the contrary, develop into one of the more problematic configurations with a rather bleak future.
