- A decade after Saddam Hussein's fall, Iraq still lacks a centralized foreign policy that advances its national interests. Internal divisions, such as those between the Shia-dominated regime in Baghdad and the Kurdistan Regional Government in Erbil, have given rise to alternative power centers with their own policy priorities. - After more than a year of Arab uprisings, the emerging political order in the Middle East is marked by considerable shifts within individual countries as well as at the regional level. Domestically and internationally, new actors are emerging in strong positions and others are fading in importance. Islamist parties are on the rise with many secular forces losing power. And across the region, economic concerns have risen to the fore. These domestic changes have implications for both regional and international actors. There are a number of more ambitious economic and political steps the West should take to respond to these power shifts and engage with these new players.

- Abstract:
- The author of this article, Paul Salem states that Turkey’s image in the Arab World (and Iran) became positive in past few years which was negative among the people of the Arab World (and Iran) throughout the 20th century. TESEV’s second survey of public opinion in the Arab world (and Iran) confirms this transformation. The positive opinion includes Turkey as a political, economic and social model; Turkey’s regional mediation and investment; and its popular culture. The TESEV survey shows that the people of the region are very positively inclined toward Turkey, and this implies that they would be favorable to a broader Turkish role that goes beyond confronting Israel, and toward helping the societies of the region move more steadily toward democratic change and economic development. Paul Salem concludes that as the people of the region rebel in favor of democratic change, Turkey certainly has even more potential and responsibility in the Arab World.

- Good governance is key to improving peoples' lives; but the Arab world falls short on many governance indicators. Most Arab states remain highly authoritarian, although there is a growing dynamism in civil society and among opposition parties, both secular and Islamist. Problems in governance have impeded development in the Arab world and limited the achievement of the Millennium Development Goals.

- As a long-standing order breaks down, Turkey, Iran, and the Arab states of the Levant and the Gulf face both new competition and fresh opportunities for cooperation. The implosion of Iraq in the wake of the 2003 invasion removed an important buffer state, drawing Turkey, Iran, and the Arab states closer, creating friction between them, but also new common interests. The planned U.S. withdrawal from Iraq will force Iraq's neighbors to find new ways of managing those interests.

10. The Middle East: Evolution of a Broken Regional Order

- The Middle East is broken. The structures and power balances put in place in the late 1970s and amended after the end of the Cold War are no longer. These structures and balances included a number of key elements. Israel was at peace with Egypt and Jordan and in an informal truce with Syria—hence the Arab–Israeli conflict was no longer pursued by any major contiguous state opponents of Israel. A weakened Palestinian movement had been chased out of Lebanon in 1982 and co-opted in the Oslo Accords of 1993. Syria's role in the region was recognized and its influence in Lebanon legitimized—indeed, after 1990, it was promoted to suzerainty. Iraq was bolstered in the 1980s by the United States as a buffer and counterbalance to revolutionary Iran, and later, throughout the 1990s, it was preserved but contained. Saudi Arabia helped manage the finances of this scheme and helped maintain Arab consensus when possible. And the United States saw out the end of Soviet influence in the region, secured a military foothold in the Gulf, and gained in political influence: first as a broker of Israeli–Egyptian peace in the late 1970s, then as the architect of a pro-Iraqi containment policy against revolutionary Iran in the 1980s, as the leader of an Arab and international coalition to liberate Kuwait from an Iraqi invasion in the early 1990s, and as the patron of another major peace initiative launched in the Madrid peace conference.
