- During the Cold War, the United States varied between a "1 ½ war" and a "2 ½ war" framework for sizing its main combat forces. This framework prepared forces for one or two large wars, and then a smaller "half-war." Capacity for a major conflict in Europe, against the Soviet Union and its Warsaw Pact allies, represented the enduring big war potential. This period saw simultaneous conflict against China as a second possible big war, until Nixon's Guam doctrine placed a greater burden on regional allies rather than U.S. forces to address such a specter, and until his subsequent opening to the PRC made such a war seem less likely in any event. The half-wars were seen as relatively more modest but still quite significant operations such as in Korea or Vietnam.

- Stephen Biddle and Karl Eikenberry are outstanding public servants and scholars, but their respective articles on Afghanistan (“Ending the War in Afghanistan” and “The Limits of Counterinsurgency Doctrine in Afghanistan,” September/October 2013) convey excessively negative assessments of how the war is going and of Afghanistan's prospects. Their arguments could reinforce the current American malaise about the ongoing effort and thereby reduce the odds that the United States will continue to play a role in Afghanistan after the current NATO-led security mission there ends in December 2014. That would be regrettable; the United States should lock in and solidify its gains in Afghanistan, not cut its losses.

4. Plan A-Minus for Afghanistan

- The strategy in Afghanistan, as outlined by President Obama in his December 2009 West Point speech and earlier March 2009 policy review, still has a good chance to succeed. Described here as ''Plan A,'' it is a relatively comprehensive counterinsurgency strategy, albeit one with a geographic focus on about one-third of Afghanistan's districts. Directed at defeating the insurgency or at least substantially weakening it, while building up Afghan institutions, it has reasonable prospects of achieving these goals well enough to hold together the Afghan state and prevent the establishment of major al Qaeda or other extremist sanctuaries on Afghan soil. Nevertheless, the strategy is not guaranteed to succeed, for reasons having little to do with its own flaws and more to do with the inherent challenge of the problem. Critics of the current strategy are right to begin a discussion of what a backup strategy, or a ''Plan B,'' might be. The most popular alternative to date emphasizes targeted counterterrorism operations, rather than comprehensive counterinsurgency—especially in the country's Pashtun south and east where the insurgencies are strongest. The United States should have a debate over Plan B, but the above version is highly problematic. Its proponents are serious people motivated by serious considerations—they worry that the current war is not winnable, or at least that it is not winnable at costs commensurate with the strategic stakes they perceive in Afghanistan. Yet, it would be troubling if the U.S. debate in 2011 was forced to choose effectively between this kind of backup plan and the current robust counterinsurgency approach. There is a better way if a fallback option is needed. Rather than conceding at least one-third of the country to extremists and reducing NATO forces quickly, the United States should tie its force drawdown to the growth and maturation of Afghan security forces. Under this plan, described here as ''Plan A-,'' U.S. and other foreign forces would have to keep fighting hard in Afghanistan for 2-4 more years, even as they gradually passed the baton to Afghan forces, but the United States would not need to stay in Afghanistan indefinitely, and would not tie its downsizing to the stabilization of all key terrain.

- Nine years ago, the United States worked with Afghanistan's Northern Alliance to overthrow the Taliban government in Kabul. The world was united, the cause for war was clear, and U.S. President George W. Bush enjoyed the support of roughly 90 percent of Americans. That was a long time ago. Today, the war in Afghanistan is a controversial conflict: fewer than half of Americans support the ongoing effort, even as roughly 100,000 U.S. troops are in harm's way. Troops from more than 40 countries still make up the International Security Assistance Force (ISAF), but fewer than ten of those countries take substantial risks with their forces in the turbulent south and east of the country. And as the Netherlands prepares to depart Afghanistan this year and Canada remains committed to doing so in 2011, two of these coalition partners will likely soon be gone. Meanwhile, support for the coalition among Afghans has declined to less than 50 percent from highs of 80-90 percent early in the decade. Over the years, the U.S. mission has lost much of its clarity of purpose. Although voters and policymakers in the United States and elsewhere remain dedicated to denying al Qaeda safe haven in Afghanistan, they have begun debating whether a Taliban takeover would necessarily mean al Qaeda's return; whether al Qaeda really still seeks an Afghan sanctuary, as it did a decade ago; and whether U.S. forces could contain any future al Qaeda presence through the kinds of drone strikes now commonly employed in Pakistan. The most pressing question is whether the current strategy can work -- in particular, whether a NATO-led military presence of nearly 150,000 troops is consistent with Afghan mores and whether the government of President Hamid Karzai is up to the challenge of governing and keeping order in such a diverse, fractious land.

6. Toward Reconciliation in Afghanistan

- How can we make sense of where the United States is in Afghanistan today? A poor country, wracked by 30 years of civil war, finds itself at the mercy of insurgents, terrorists, and narco-traffickers. NATO's economy-of-force operation there has attempted to help build a nation with very few resources. Yet, overall levels of violence remain relatively modest by comparison with other violent lands such as the Congo, Iraq, and even Mexico. Economic growth is significant and certain quality of life indicators are improving, though from a very low base. The United States is committed to Afghanistan and over the course of 2009 will roughly double its troop strength there. The international community is also seriously committed, with a number of key countries such as Canada, the Netherlands, and the United Kingdom fighting hard and applying solid principles of counterinsurgency.

7. Iraq Trip Report

- From July 17-25 we travelled extensively in central, western and nor thern Iraq. The trip was sponsored by the Multi-National Force – Iraq (MNF-I) command and so afforded unparalleled access to U.S. and Iraqi military personnel. We spoke at length with the four principal American division commands in those sectors, as well as nearly half of the brigade commanders and their staffs, as well as several battalion and even company commanders. We also met with senior U.S. personnel from the Detainee Forces command, and from the training command known as MNSTCI, as well as a number of Iraqi police and army officers. Similarly, MNF-I saw to it that we were able to meet with key civilian personnel in a variety of PRTs/EPRTs, the U.S. Ambassador, the President's Special Envoy, the CIA station, the US AID mission, and the United Nations Assistance Mission in Iraq. Both through our own contacts and those of the military, we also were able to meet with a number of the senior most members of the current Iraqi government (including President Talabani, Vice President 'Abd al-Mahdi, Foreign Minister Zebari, Deputy Prime Minister Salih, and National Security Adviser ar-Rubaie).

- President Bush is correct in his assertion that the United States and its allies should eventually be prepared to defend themselves against long-range ballistic missile attack. He has also been wise to declare the current Anti-Ballistic Missile (ABM) Treaty inappropriate for the modern era, and to leave no doubt in the minds of allies, neutrals, or enemies that his administration intends to move beyond the treaty and build a missile defense system when prudent and possible. However, there are dangers in the Bush administration's apparent approach to protecting the American homeland. The plan—though not yet complete—may focus somewhat myopically on the ballistic missile threat, while largely ignoring other, equally imminent dangers.
