Abstract:
Michael Kugelman is Deputy Director for the Asia Program at the Woodrow Wilson Center and is also the Center’s Senior Associate for South Asia. He is responsible for research, programming, and publications on South Asia. His specialty areas include Afghanistan, Bangladesh, India, Pakistan, and U.S. relations with each of them. His recent projects have focused on India’s foreign policy, U.S.-Pakistan relations, India-Pakistan relations, the war in Afghanistan, transboundary water agreements in South Asia, and U.S. policy in South Asia. He is a regular contributor to publications that include Foreign Policy and Foreign Affairs.

Abstract:
Many anticipate that as the new prime minister, Imran Khan will change Pakistan and alter its relations with the United States and regional powers. Khan’s first speech to the nation was moderate in tone and substance. He has an ambitious reform agenda that above all promises to deal with corruption. What domestic constraints will he face? Will his being a successful populist, the first since the 1970s, embolden him to pursue transformative policies such as on taxation and land reform? How will his government handle Pakistan’s looming economic crisis? Will he inevitably butt heads with the military over its budget and Pakistan’s policies toward countering terrorism? Is Khan prepared to modify his deeply negative views on the U.S. role in Afghanistan? How far should he be expected to go curbing the Afghan Taliban and pushing it toward peace talks? Can he improve relations with India and also satisfy his religious-political base? These and other questions were addressed in a discussion among a distinguished panel of experts on Pakistan hosted by the Middle East Institute (MEI). The panelists are Michael Kugelman (Wilson Center), Arif Rafiq (Cizier Consulting), Tamanna Salikuddin (U.S. Institute of Peace) and Moeed Yusuf (U.S. Institute of Peace). MEI’s director for Afghanistan and Pakistan Studies, Marvin Weinbaum, moderated.

Abstract:
This report surveys social media in Pakistan. It identifies five ways in which Pakistan's social media act as communication tools: they break or give greater attention to stories ignored by traditional media; they play a mobilisation role by disseminating information about protests and other social campaigns; they promote humanitarian efforts by co-ordinating and advertising initiatives; they serve as advocates for social causes; and they stimulate communication between politicians and their constituents.

This policy brief assesses the potential for two types of youth-led political change movements in Pakistan. One is an Arab Spring-like campaign, fuelled by demands for better governance and new leadership. The other is a religious movement akin to the Iranian Revolution of 1979, which seeks to transform Pakistan into a rigid Islamic state. The brief discusses the presence in Pakistan of several factors that suggest the possibility of the emergence of an Arab Spring-type movement. These include economic problems; corruption; a young, rapidly urbanising and disillusioned population; youth-galvanising incidents; and, in Imran Khan, a charismatic political figure capable of channelling mass sentiment into political change.

6. International responses to Pakistan's water crisis: opportunities and challenges

Abstract:
Pakistan faces a multidimensional water crisis that claims hundreds of thousands of lives every year. The root causes of the crisis are twofold: circumstantial, which are linked to poor water-resource management policies (including water-wasting flood irrigation) structural, tied to factors deeply ingrained in politics and society such as the obsession with India, inequitable rural land-ownership and endemic water misgovernance (for example, exploitation of the rotational irrigation system to the detriment of the poor). To resolve the crisis, both types of cause will need to be tackled, and the international community can play an invaluable role.
