Abstract:
Following the January 3, 2020, U.S. drone strike that killed Islamic Revolutionary Guard Corps Quds Force chief General Qassem Soleimani, there is significant concern that Iran may seek to retaliate against U.S. interests in the Middle East, and possibly even in the U.S. homeland. In our feature article, Matthew Levitt forecasts that “Iran and the foreign legion of Shi`a proxies at its disposal are likely to employ new types of operational tradecraft, including deploying cells comprised of operatives from various proxy groups and potentially even doing something authorities worry about but have never seen to date, namely encouraging Shi`a homegrown violent extremist terrorist attacks.” Annie Fixler assesses Iran will likely not order a major intensification of cyber operations against the United States to avenge Soleimani per se, because “claiming credit [to make clear any attack is in retaliation] also removes plausible deniability, which is one of the benefits of cyberattacks in the first place.” Instead, she argues, the state-sponsored cyber threat from Iran will continue along its current elevated trajectory, driven to a significant degree by the Iranian regime’s desire to hit back because of U.S. sanctions. Our feature interview is with Brigadier General Dagvin Anderson, Commander of U.S. Special Operations Command Africa. In our second interview, conducted by Amarnath Amarasingam, an official at Europol’s EU Internet Referral Unit outlines how in November 2019, the unit coordinated with messaging platforms, including Telegram, to carry out a major takedown of Islamic State channels online. At a time of continued concern over the security risk posed by the thousands of Islamic State fighters detained in northern Syria, Bennett Clifford and Caleb Weiss assess the global threat posed by jihadi attacks on prisons and jihadi riots inside prisons. They document how from West Africa to Southeast Asia, targeting prisons systems in this way has continued to be a priority for the Islamic State and other jihadi groups. “In planning these types of attacks,” they write, “jihadis are interested in restoring their force size, releasing incarcerated jihadi leaders or specialists, and/or creating a propaganda win.”

Abstract:
As demonstrators rail against economic problems, corruption, and sectarianism, the group’s role in undermining the public’s financial and physical security is coming under greater scrutiny. Lebanese citizens took to the streets this weekend to protest the country’s acute financial crisis, which has been marked by one of the highest debt ratios in the world, a new currency crisis, and fears that a strike will close gas stations indefinitely. Many believe that deep-rooted corruption and sectarianism got them into this mess, and may now complicate efforts to get them out. Against this backdrop, more criticism is being directed at Hezbollah, the widely designated terrorist organization that is simultaneously the most powerful party in Lebanon’s government and an aggressively sectarian movement that keeps its activities and weapons outside the government’s control. As the Treasury Department recently noted, developments over the past few weeks have underscored the extent to which the group’s actions “prioritize its interests, and those of its chief sponsor, Iran, over the welfare of Lebanese citizens and Lebanon’s economy.”

Abstract:
In our cover article, Matthew Levitt examines Hezbollah’s procurement channels, documenting how the group has been leveraging an international network of companies and brokers, including Hezbollah operatives and criminal facilitators, to procure weapons, dual-use items, and other equipment for the group and sometimes Iran. Levitt details how in the context of the war in Syria, “some of Hezbollah’s most significant procurement agents—such as Muhammad Qasir—have teamed up with Iran’s Quds Force to develop integrated and efficient weapons procurement and logistics pipelines through Syria and into Lebanon that can be leveraged to greatly expand Hezbollah’s international weapons procurement capabilities.” Levitt reveals Qasir appeared in footage of meetings last month between Syria’s President Assad and Iran’s President Hassan Rouhani and Supreme Leader Ayatollah Khamenei, underscoring the importance Damascus and Tehran attach to Qasir’s efforts. Our interview is with Vayl S. Oxford, the director of the U.S. Defense Threat Reduction Agency (DTRA). The Islamic State threat to Europe has grown less acute since the Islamic State lost much of its territory in Syria and Iraq, but a significant threat remains. Petter Nesser identifies three factors that explain why the most recent wave of terrorism in Europe rose so high: the participation of European countries in the anti-Islamic State coalition, the strong reach of jihadi-terror networks into Europe, and the efforts of “terrorist entrepreneurs.” He warns anger among European Islamist extremists caused by the military intervention against the Islamic State, networks created in the jihadi battlegrounds of Syria and Iraq, and veteran European foreign fighters intent on orchestrating terror back home could combine to inflict new waves of terrorism in Europe. Lachlan Wilson and Jason Pack outline how the Islamic State in Libya has rebounded since its loss of Sirte in 2016 by fighting a twin-track war of attrition involving attacks on state institutions along the coast and a guerrilla insurgency in Libya’s interior deserts. Geoff Porter outlines how counterterrorism efforts in Algeria and low support for jihadism among Algerians has significantly weakened the Algerian chapter of al-Qa`ida in the Islamic Maghreb (AQIM). Lastly, we’re very pleased to announce that Don Rassler, the Director of Strategic Initiatives at the Combating Terrorism Center, has joined the CTC Sentinel editorial board.

4. West Bank Violence and Gaza Rockets Could Spark Wider Conflict

Abstract:
There is no guarantee that a peace deal will be reached within the current timeline, but a Palestinian return to armed struggle would be a far greater political, economic, and humanitarian disaster than any short-term frustration with the negotiations. Peace processes are rarely peaceful processes, and the current U.S.-led effort to reach an Israeli-Palestinian "framework agreement" is no exception. As the tempo of negotiations between the main parties picks up speed, more radical actors have reemerged to violently oppose the process, from Palestinian Islamic Jihad (PIJ) and the Popular Resistance Committees, to Salafi jihadist groups, to Marxist factions such as the Popular Front for the Liberation of Palestine (PFLP). Many observers have focused on the sharp increase in rockets fired at Israel from Gaza in the past few weeks and the prospect of another Gaza war. But that issue, while crucial, has drawn media attention away from two equally troubling trends: the increase in violence across the West Bank, and new signs that some officials from the Palestinian Authority and its leading party, Fatah, may be hedging their bets and preparing for wider violence if the peace process fails.

Abstract:
The Bahraini government will need to distinguish better between protestors and terrorists if it wants Washington and other foreign partners to believe its claims of Iranian support for local militants. On May 5, in what has become an increasingly typical event in Bahrain, several individuals threw Molotov cocktails at a police post in a Shiite village, damaging storefronts but causing no casualties. Such incidents have intensified over the past few months in villages surrounding the capital, Manama -- in March, three police officers were killed by a bombing in al-Daih; last month, an explosion wounded another officer in the same village; days later, a police car was firebombed in Hamad Town.

Abstract:
We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. Matthew Levitt provides our first feature article investigating the evolving strategic relationship between Hezbollah and Iran. Denise Natali analyzes the dynamics—new and old—of transborder Kurdish politics. Todd M. Johnson and Gina A. Zurlo focus our attention on demographic trends behind the flight of the region’s Christian communities. Karina Piser helps dispel the popular narrative of religion as the sole driver of Islamist political parties in Tunisia, focusing us instead on their internal debates and political acumen. Abstract:
Palestinian terrorist groups have long operated out of the West Bank and Gaza. What is new is that some radicalized Palestinians are choosing to engage in violence not through established domestic groups such as Hamas, Palestinian Islamic Jihad, or the al-Aqsa Martyrs Brigades, but rather through groups that aspire to be part of al-Qaeda's global jihad. While most Palestinian terrorist organizations are nationalist -- or, in the case of Hamas, Islamist-nationalist -- and limit their operations to the Israeli-Palestinian front, the Salafi-Jihadi ideology professed by these new groups offers a broader agenda, one based not on a particular nationality but instead on the Muslim umma (nation).

A February 18 report from the Financial Action Task Force (FATF), the Paris-based organization that sets global standards for combating money laundering and terrorism financing, revealed new details about Iran's ongoing activities in both realms. The same day, a new report from the Vienna-based International Atomic Energy Agency (IAEA) reached disturbing conclusions about Iran's past nuclear efforts while raising intriguing questions about technical problems the regime may be encountering. As global powers debate a fourth round of UN sanctions on Iran, these reports demonstrate growing international consensus on the nature of Iran's illicit conduct.

Abstract:
Many of the functional and structural recommendations of the Institute's March 2009 bipartisan task force have since been adopted by the Obama administration, and remarkable progress has been made in certain areas. Nevertheless, more must be done to combat radical Islamism, particularly given the recent acceleration of homegrown radicalization. Proving that ideology recognizes no borders, the global threat of violent Islamism has come home. This new study recognizes the important steps the Obama administration has taken to address violent extremism and suggests ways to advance counterradicalization efforts even further.

Abstract:
The State Department's recently released Country Reports on Terrorism 2009 (CRT 2009) reveals several important trends in the evolution of global terrorism. The good news is that al-Qaeda is facing significant pressure, even as the organization and its affiliates and followers retain the intent and capability to carry out attacks. What remains to be seen is if the dispersion of the global jihadist threat from the heart of the Middle East to South Asia and Africa foreshadows organizational decline or revival for al-Qaeda itself and the radical jihadist ideology it espouses. How governments and civil society alike organize to contend with the changing threat will be central to this determination. The bad news is that governments and civil society remain woefully ineffective at reducing the spread and appeal of radical Islamist extremism.
