Abstract:
In the fourth brief of the series, Martin Hurt analyses the achievements of the Russian Armed Forces in Ukraine and compares them with the NATO’s existing forces and capabilities. Martin Hurt, Research Fellow at the ICDS, briefly compares Ukraine’s military capabilities with those of some Allies and cautions against making any hasty conclusions about NATO’s ability to rapidly reinforce and defend its smaller member states in a potential war. He concludes that NATO should deploy its forces and capabilities along the borders of Russia, ready to defend Alliance territory as well as providing all necessary support to Ukraine, enabling it to significantly degrade the Russian forces.

2. Cyber Conscription: Experience and Best Practice from Selected Countries

Abstract:
Cyber conscription is quite a new phenomenon and there is no common definition of the term. Cyber conscripts may carry out a range of functions including technical cybersecurity and cyber defence, as well as IT support, programming and development. They may also serve in more traditional branches such as communications/signals, intelligence, and even social media. This report aims to identify best practices in the use of conscripts and reservists with information and communications technology (ICT)-related education and/or experience, bearing in mind the limited time that they serve. It examines the selection, training and employment of cyber conscripts and reservists in six countries: Denmark, Estonia, Finland, Norway, Sweden and Switzerland. In the countries analysed, the number of volunteers applying for cyber conscription exceeds the military’s needs—there is no immediate need to increase the attractiveness of this type of service. This may change, however, since several nations plan to increase the annual requirement for cyber conscripts. Interviews conducted for this report found that cyber conscripts receive basic military training that mostly follows a uniform pattern common to all conscripts. Only after completing basic military training are cyber conscripts given more specific training, including on cyberspace operations. Several of the armed forces of the countries studied cooperate with universities and have either developed or are planning to launch partnerships with the private sector. Some also provide cyber conscripts with training that gives them a specialist certificate or university credit points. Our report makes recommendations for military authorities that should benefit the armed forces and the individual conscripts, as well as academia and the private sector.

Abstract:
The forces and capabilities that will be available for NATO operations in 2030 have, to a great extent, already been decided through the NATO Defence Planning Process. It is now up to individual Allies to deliver on their commitments. In the third of our series of policy briefs intended to shed light on some of the issues related to the Alliance’s further adaptation, Martin Hurt of the ICDS looks at how NATO’s force structure and posture have evolved since the end of the Cold War, and outlines the challenges of the further modernisation necessary if NATO is to keep pace with an evolving security environment.

Abstract:
The Estonian Government began employing an integrated approach to national defence in 2010. Pursuant to the National Defence Strategy, subsequent steps will include submission for Cabinet approval of the non-military sections of the National Defence Development Plan for 2013-2022. These sections deal in a coordinated manner with both military defence and essential non-military activities. The Ministry of Defence is currently drafting a National Defence Act. The report was commissioned in order to document the current state of implementation of the integrated national defence model. The Estonian Government began employing an integrated approach to national defence in 2010. These sections deal in a coordinated manner with both military defence and essential non-military activities. The Ministry of Defence is currently drafting a National Defence Act. The report was commissioned in order to document the current state of implementation of the integrated national defence model. The report identifies conditions for the successful interactions of national security and defence stakeholders in the strategic framework of comprehensive security and integrated defence. It reviews the literature on comprehensive and integrated approaches to complex security and defence challenges and extracts some key factors underpinning the effective whole-of-government and whole-of-society efforts. It then considers experiences of several nations – Denmark, Finland, The Netherlands and Sweden – in building integrated security and defence systems. Finally, the paper investigates the ‘state of play’ in Estonia when it comes to implementing the concept of integrated defence. It closes with the recommendations to Estonia‘s policymakers.

Today, the Estonian Defence Forces rely mostly on in-house solutions to repair and maintain defence equipment. However, the existing infrastructure and machinery cannot cater for their long-term needs, the more so as it will be difficult to recruit and retain qualified personnel in adequate numbers in the longer perspective.
