Abstract:
“Big data” has been heralded as the agent of a third industrial revolution–one with raw materials measured in bits, rather than tons of steel or barrels of oil. Yet the industrial revolution transformed not just how firms made things, but the fundamental approach to value creation in industrial economies. To date, big data has not achieved this distinction. Instead, today’s successful big data business models largely use data to scale old modes of value creation, rather than invent new ones altogether. Moreover, today’s big data cannot deliver the promised revolution. In this way, today’s big data landscape resembles the early phases of the first industrial revolution, rather than the culmination of the second a century later. Realizing the second big data revolution will require fundamentally different kinds of data, different innovations, and different business models than those seen to date. That fact has profound consequences for the kinds of investments and innovations firms must seek, and the economic, political, and social consequences that those innovations portend.

In the last decade, energy systems transformation has become the new and unheralded frontier of European deepening. Starting in 1996, the European Union mandated the liberalization and integration of national energy systems, put a price on greenhouse gas emissions from electricity generation, established binding targets for renewable energy adoption, mandated the breakup of state energy monopolies, and sponsored the creation of EU-level regulatory and standards-setting bodies for energy infrastructure and markets. Most recently, the Europe 2020 program has established enforceable goals for the integration, liberalization, and decarbonization of the European electricity supply system, and ambitious but aspirational targets in energy efficiency.

There are compelling and varied arguments for moving to low-carbon, high-efficiency energy systems. Reducing emissions to limit or avoid climate change leads the public debate, but reduced dependence on imported energy, avoidance of conflicts over energy resources, and the rising price of fossil fuels also motivate action. Nevertheless, the potential cost and difficulty of making the transition to a new energy system have generated substantial opposition from entrenched economic interests and consumers alike.

5. The Dissolution of Sectors: Do Politics and Sectors Still Go Together?

Abstract:
Technological change has altered firm behavior in ways that are rendering sectoral models of political economy inadequate for understanding the economic and political consequences of modern market evolution. I use cases from the computer and medical devices industries to demonstrate this process, its key variables, and consequences for firm preferences. Firms in both industries have moved into new sectors with integrated goods-services product strategies. In doing so, they have disrupted, or put into dispute, the political configurations that characterized those sectors in the past. I conclude with three suggestions on why the disintegration of sectors remains uneven across industries: that it may depend on the degree of information dependence in the industry; on the availability of suitable regulatory templates to guide firm action; or on the prior-existing role of services in the firm's home sector business.
