Abstract:
Below are five reasons why Ukraine is important to US interests. 1. Protecting the US economy. North America and Europe account for nearly half of the world’s GDP. Two-thirds of foreign investment into the US comes from Europe, and 48 states export more to Europe than to China. This supports millions of American jobs. European stability, which Vladimir Putin’s invasion of Ukraine undermines, benefits the US economy and, by extension, the American worker. Aiding Ukraine helps preserve that stability. 2. Detering Chinese aggression. Russia is China’s junior partner. A weakened or defeated Russia means a weaker China. Beijing is watching how the West supports Ukraine. A strong and victorious Ukraine makes Taiwan appear stronger and deters Chinese aggression. 3. Succeeding in great power competition. Russia’s war against Ukraine is central to America’s great power competition against the Russia–China–Iran–North Korea axis. North Korea has provided 10,000 soldiers, millions of artillery shells, and hundreds of missiles to Russia in exchange for military technology. Meanwhile, Iran provides Russia with drones and ballistic missiles in exchange for fighter jets and other advanced capabilities. China’s technical, economic, and diplomatic support for Russia enables all this as part of Beijing’s strategy to undermine the US. 4. Preparing the US military enterprise for twenty-first-century warfare. Support for Ukraine has exposed major shortcomings in the US defense industrial base that can now be fixed. The war has also tested American-made military hardware in a way not possible in peacetime—with no American casualties. The US is learning what works, what does not work, and how systems evolve in combat. And as Ukraine receives US weapons, America replaces its own weapons stocks with newer, more effective systems. 5. Demonstrating strength. A successful Ukraine demonstrates American strength. However, acquiescing to Putin and abandoning partners shows the world American weakness. Even forcing Ukraine into a deal that lopsidedly benefits Russia would embolden US adversaries and cause America’s allies to hedge toward other security arrangements.

2. The US Should Support the National Resistance Front of Afghanistan

More than three years ago, the Taliban swept back into power in Afghanistan after a two-decade insurgency against the internationally backed Afghan government. Since then, the situation in Afghanistan has deteriorated considerably. The country faces an acute humanitarian crisis affecting millions and has once again become a haven for transnational terrorism. This tragic outcome was not inevitable, and it is worth reviewing recent history. Starting in 2014, United States troops in Afghanistan were no longer leading daily combat operations but were instead primarily training the Afghan military. When President Donald Trump entered office in January 2017, there were only 11,000 US troops in Afghanistan conducting the counterterrorism and training mission. This was down from a peak of 100,000 troops in 2010–11. In February 2020, Trump agreed to a deal with the Taliban that would have seen the phased withdrawal of US forces from Afghanistan by May 2021. This agreement was the starting point of the Afghan government’s collapse and the Taliban’s return to power in August 2021. In January 2021, when President Joe Biden entered office, there were only 2,500 US troops in Afghanistan. Crucially, the US still provided close air support for Afghan forces. While this was not enough troops to ensure that the Afghan government could control the whole country, it was enough for the US to meet its counterterrorism objectives and prevent the Taliban from taking power. Instead of canceling the flawed withdrawal agreement with the Taliban—something that was in Biden’s power to do—the president merely delayed the date from May to September. On July 2 the US departed the strategically located and geopolitically important Bagram Airfield in the middle of the night without warning its Afghan partners. Around the same time, the US stopped providing Afghan troops with close air support. By the end of July, almost all US and international forces had left the country. On August 6, 2021, the Taliban captured Zaranj, the capital of Nimroz Province. This was the first time in almost 20 years that the terror group had successfully captured and held one of Afghanistan’s 34 provincial capitals. Soon after, government-controlled capitals started falling like dominos. The Taliban finally captured Kabul on August 15. By September 11—the twentieth anniversary of the 9/11 attacks—the Taliban controlled more of Afghanistan than it did on that day in 2001. Since the Taliban’s return to power, only one credible and non-extremist group has been willing to take up arms in opposition: the National Resistance Front (NRF) of Afghanistan, led by Ahmad Massoud. Based in the Panjshir Province and operating in more than a dozen other provinces, the NRF has continued to fight against the Taliban against all odds and without any international support. Though there is no longer an American presence in Afghanistan, the country remains geopolitically important. Afghanistan’s location in the heart of the Eurasian landmass has made it strategically significant in great power competition throughout the nineteenth, twentieth, and twenty-first centuries. There is no reason to assume this will change anytime soon. The Biden administration’s actions have left the US without many good policy options in Afghanistan. Furthermore, many Afghans remain distrustful of the White House. But a new US administration will have an opportunity to reset American policy toward the country.

3. How the US Can Beat the Kremlin in Moldova

Russia’s large-scale invasion of Ukraine was a seismic event for the Republic of Moldova. The war upended Chișinău’s long-held belief that constitutional neutrality would protect the country. Additionally, the invasion focused Brussels’s attention on Moldova, which the European Union has often regarded as an afterthought. Moscow’s war catalyzed Moldova’s politics and forced Chișinău and Brussels to make fundamental choices about their future relationship on an accelerated timetable. If Russia hadn’t launched its full-scale invasion, the EU would have probably not invited Moldova to open accession talks so quickly. Important elections in Moldova and a perilous situation in Ukraine ensure that 2024 will be a pivotal year on Chișinău’s path toward Western integration. United States and European policymakers should proactively shape an outcome that benefits both Moldovans and the Euro-Atlantic community.

Since Russia invaded Ukraine for the second time in eight years, Russian troops have ravaged Ukraine’s cities, raped its women, and stolen its children. Russian missiles and Iranian drones strike Ukrainian cities daily, often hitting civilian targets. Russia is the aggressor. Ukraine is the victim. For Americans who believe in respect for national borders, the primacy of national sovereignty, and the right to self-defense, support for Ukraine is natural. Ukrainians are not asking for, nor do they want, US troops to help them fight Russia. All they ask for is the resources required to give them a fighting chance. Meanwhile, Russia is among America’s top geopolitical adversaries. As former Secretary of State and Hudson Distinguished Fellow Mike Pompeo said last week, a Russian victory “would be felt well beyond Ukraine’s borders, including by strengthening a Russia-China-Iran alliance that aims to weaken the US and our allies across the globe.” As Congress debates additional support for Ukraine, detractors will spread false and misleading information. It is important to understand the facts.

5. A New Black Sea Strategy for a New Black Sea Reality

With Russia’s large-scale invasion of Ukraine in February 2022, there is a new geopolitical reality in the Black Sea region. Following the capture of the Ukrainian city of Mariupol in May, Russia has effectively turned the Sea of Azov into a Russian lake and is also seeking maximum control of the Black Sea. Turkey has reminded the world of Ankara’s regional importance by closing the Turkish Straits to the belligerent parties’ vessels (in practice the Russian Navy, except for the platforms home-ported in the Black Sea), which it carried out under authority granted by the 1936 Montreux Convention. Despite the overwhelming odds, Ukraine has been able to deliver significant blows to the Russian Navy—most sensationally by sinking the Black Sea Fleet’s flagship Moskva missile cruiser and by striking Russian platforms with unmanned surface combatants in October. Black Sea geopolitics is a complex phenomenon. Any comprehensive regional political-military policy must therefore offer a multidomain strategy. This report will focus on the maritime agenda. Future reports will present findings on air warfare and land warfare trends in the broader Black Sea region.

NATO will hold a major summit in Vilnius, Lithuania, from July 11 to 12, and Ukraine will undoubtedly be a top agenda item. Ukrainian Foreign Minister Dmytro Kuleba recently said that the summit should present “a clear plan on when and how Ukraine will enter [NATO].” Meanwhile, Ukrainian Defense Minister Oleksii Reznikov said that “there is no alternative to Ukraine's accession to NATO.” With expectations high, NATO leaders and policymakers need to start developing a plan to keep Ukraine on the path to eventual membership while deepening NATO-Ukraine relations. With some creative thinking and political will, the summit could serve NATO’s interests and meet the Ukrainian government’s reasonable and understandable expectations.

Ukraine aid is a good investment for the US. The United States has given Ukraine $43.7 billion in military assistance since Russia’s full-scale invasion last year. This is about 5 percent of America’s fiscal year 2023 defense budget, or less than two-tenths of 1 percent of its gross domestic product. Ukraine is degrading one of America’s two major adversaries. Ukraine has destroyed more than 11,350 pieces of Russian military equipment, including 2,164 main battle tanks, 2,566 infantry fighting vehicles, more than 500 pieces of towed artillery and multiple rocket launchers, 84 aircraft, 99 helicopters, and 12 naval ships—all without shedding a single drop of US blood. President Zelensky: “Ukraine never asked American soldiers to fight on our land instead of us.” Ukraine matters to the US economy. In 2021, Europe accounted for $3.19 trillion of foreign capital investment in the US (out of a total of $4.98 trillion). In 2022, 45 out of 50 states—including the largest single-state economy, California—exported more goods to Europe than to China. Ukraine shapes global commodities markets. Ukraine ranks in the top ten in the production of corn, wheat, barley, sunflower, sunflower oil, sunflower meal, and canola. It has reserves of 117 of the 120 most widely used minerals and metals in the world, including titanium, iron, lithium, coal, and other energy deposits. At present, Russia occupies Ukrainian territory containing at least $12.4 trillion worth of raw materials.

In February 2020, President Donald Trump agreed to a deal with the Taliban that would have seen the phased withdrawal of United States forces from Afghanistan by May 2021. This agreement served as the starting point that eventually led to the Afghan government’s collapse and the Taliban’s return to power. In January 2021, President Joe Biden entered office. Instead of canceling the flawed agreement with the Taliban—something that was in his power to do—he merely delayed America’s withdrawal date from May to September. By July, almost all US and international forces had left. On August 15, the Taliban took Kabul. By September 11, 2021, the twentieth anniversary of the 9/11 attacks, the Taliban controlled more of Afghanistan than it did on September 11, 2001. During the chaotic retreat, the US left an estimated $7 billion in military equipment in Afghanistan, most of which has now fallen into the hands of the Taliban or ended up on the black market around the region. However, this hefty price tag pales in comparison to the moral cost of leaving behind tens of thousands of Afghan allies who sacrificed so much for the United States over 20 years. In the weeks leading up to the final withdrawal, the US and its international partners attempted to evacuate Afghans who helped the international coalition over the years. By any objective measurement, this effort was a failure. The evidence of this failure was clear for the world to see during the final chaotic weeks at Kabul International Airport.

9. Prepare Ukraine for Victory in a Long War

On February 24, Russia invaded Ukraine for the second time in eight years. While many assumed that the war would be short, a stiff Ukrainian defense halted and then successfully counter-attacked against the Russian advances on Kyiv, Sumy, and Kharkiv. After capturing Kherson, Russia’s main advance from occupied Crimea in the south toward Mykolaiv also stalled. At the time of writing, Ukrainian forces are beginning a counterattack in that region and are located approximately 12 miles outside Kherson city center. Mariupol, on the Sea of Azov coastline, fell to the Russians on May 22 after Ukrainian forces made a heroic last stand in the Azovstal iron and steel works. This capture allowed Russia to create a land bridge from the Russian Federation to occupied Crimea. Mariupol’s capture also turned the Sea of Azov into a Russian lake.”1 In the Donbas, which is arguably Russia’s main effort at this stage of the war, Russian troops have made limited advances at a very high cost in equipment and manpower. In late June, Russian forces captured Sievierodonetsk after weeks of heavy fighting, leaving Russia in control of Ukraine’s Luhansk Oblast. Ukrainians are currently defending a front line that is approximately 1,250 miles long—this is equal to the straight- line distance from Washington, DC, to Houston, Texas. Russian public opinion still supports the war.”2 While Russia’s advancements in the Donbas have been slow and costly, there is no indication that Moscow will stop its offensive anytime soon. President Vladimir Putin knows that his legacy rides on Russia’s victory or defeat in Ukraine.

Ukraine’s status as a borderland between Europe and Russia has often confined it to the periphery of Western strategic thought. For many, Ukraine constitutes the southeastern edge of the European continent, but not its heartland. For Russian President Vladimir Putin, however, Ukraine sits at the center of his strategic vision for Eurasia. Far from a backwater, the country is the key to his imperial aims—a prize for which he has risked his army and bet his rule. In Putin’s mind, if Russia were to control Ukraine, Moscow would dominate the Black Sea—and so would be in a stronger position in every connected region, from Eastern Europe to the South Caucasus and from the Balkans to the Caspian Basin. Russia would also complete its breakout into the Eastern Mediterranean, long a priority of Moscow, by securing the connection between its warm water ports in the Black Sea to its new bases on the Syrian coast.
