1. Americans and Russians Are Mostly Disinterested and Disengaged with Each Other

Abstract:
The last few years have seen a substantial deterioration in relations between the United States and Russia. The international crisis over Ukraine, Russia’s interference in the 2016 US presidential election, and US sanctions against Russia have all contributed to the growing acrimony. Recent surveys conducted by the Chicago Council on Global Affairs and the Levada Analytical Center reveal that large majorities of both Russians and Americans now view their countries as rivals. But in the midst of heightened tensions between Moscow and Washington, how do regular citizens of each country view one another? A joint project conducted by the Chicago Council on Global Affairs, the Levada Analytical Center, and The Fletcher School of Law and Diplomacy at Tufts University shows that despite the perception of rivalry between their countries, Russians’ and Americans’ views on the people of the other country are more favorable. However, the survey results also show that Russians and Americans are not particularly curious about each other, they rarely follow news about one another, and the majority of each group has never met someone from the other. Nonetheless, self-reported interests from each side in arts and sciences suggest that there are non-political paths toward warmer relations.

2. Both Russian and American Publics Sense a Transatlantic Rift

Abstract:
Building over the last few years, disputes between the United States and Europe over trade, climate change, and nuclear weapons were on full display at the annual Munich Security Conference last month. Russian leaders have tried to exploit these strains between the United States and its allies. In Munich, Foreign Minister Sergey Lavrov of Russia suggested that the European Union and Russia build a “shared European home.”[1] Sidelining the United States through deepened ties with Europe has long been a strategy of the Kremlin to weaken the West’s united front against Russia’s regional and international aggression.[2] Findings from a new US-Russia binational survey, conducted by the Chicago Council on Global Affairs and the Levada Analytical Center, reveal that publics in both countries have noticed cracks in the US-EU relationship.[3] While Americans have long expressed support for NATO, a majority say that unity among NATO allies is weakening. At the same time, Russians’ impressions that transatlantic security links are weakening contribute to their sense that the United States is now in a weaker global position.

Abstract:
A breakdown in cooperation between the United States and Russia in Syria, disputes over bilateral arms control agreements, and official US allegations of Russian cyber-meddling in the US presidential election have increased bilateral tensions. Most recently, the Kremlin ended participation in a joint agreement with the United States to eliminate both countries’ excess stocks of weapons grade plutonium. Yet even before these recent developments, increasingly frosty diplomatic relations seem to have taken their toll on mutual perceptions in public opinion.
